Belgrade, 2258 testified that the DB’s upward reporting process was considered complete once<br />

the Chief was informed and for this purpose it normally sufficed that information was sent to<br />

the Deputy Chief. 2259<br />

1276. The Trial Chamber also received evidence about a DB commission, which was<br />

launched in 1991 with a view to investigating Stanišić.<br />

1277. Milorad Leković, the head of the city of Belgrade SDB from November 1988 until<br />

August 1992 and the Serbian MUP Assistant Minister from November 1988 to July 1994, 2260<br />

testified that the Minister of the Interior, Radmilo Bogdanović, and the Deputy Minister of the<br />

Interior, Predrag Todorović, told him that Zoran Janaćković, the head of the SDB in 1991,<br />

“by-passed” Stanišić whenever possible, requesting that all information be sent to him directly<br />

and sending information to Slobodan Milošević on a daily basis. 2261 In the second half of<br />

March 1991, Bogdanović told Leković that Janaćković insisted on setting up a commission to<br />

investigate the leaking of secret information from the SDB to magazines which had published<br />

articles discrediting Slobodan Milošević. 2262 Bogdanović also told Leković that Janaćković<br />

had said that Stanišić had been in contact with and provided information to a magazine editor,<br />

which he based on an official note he had found in the archives. 2263<br />

1278. On 2 April 1991, Minister Bogdanović decided to establish a commission, with<br />

Leković as its president. 2264 At the commission’s first meeting, DB chief Janaćković ordered<br />

that the commission report to him and to Minister Bogdanović and stated that the<br />

commission’s work was strictly confidential and urgent. 2265 From when the commission was<br />

set up until the beginning of October 1991, Janaćković marginalized Stanišić by not giving<br />

him any concrete tasks and told Stanišić not to come to work. 2266 The witness observed that<br />

Stanišić continued to come to work, since no written decision had been issued, but his powers<br />

were limited and certain information was not given to him. 2267 The commission concluded<br />

that the articles had been published without MUP influence and that no MUP personnel had<br />
