also had the function of assistant minister of the Interior. 2251<br />

1274. Ljubomir Ristić testified that the DB’s Eighth Administration dealt with logistics,<br />

including salaries, accommodation, and personnel. Prior to 1992, the Second and Eighth<br />

Administrations did not exist, and the Third Administration, known then as the Third Sector,<br />

had the broader mandate of dealing with internal enemies. Information collected by the<br />

Serbian DB was transmitted to the Fifth Administration, which was the “analytical<br />

Administration”, and then relayed to the First or Third Administration. An exception was<br />

information collected by the Second Administration, which remained in that department.<br />

According to the witness, the only persons outside of the Second Administration who were<br />

aware of its activities were Stanišić, Tepavčević, and Dragiša Ristivojević. Any requests made<br />

to the Eighth Administration came from Heads of Administrations, and were approved by the<br />

Deputy Chief of the Serbian DB. According to the witness, requests to the Eighth<br />

Administration would never have reached Stanišić during his time as DB Chief. 2252 Miloš<br />

Teodorović testified that decisions on appointment of personnel as well as per diem lists were<br />

kept in the Eighth Administration of the DB. 2253<br />

1275. Teodorović further testified that after a document was sent from a DB centre, the head<br />

of the First or Third Administration would make a selection to decide what was to be sent<br />

upwards. 2254 By rule, documents from the centres reached first the head of the administration<br />

and then the RDB assistants, and only thereafter the Deputy who finally decided what went to<br />

the Chief. 2255 Both the chief of a centre and the head of an administration could contact the<br />

RDB Chief directly if they felt that this was necessary, but this had to be justified by the<br />

importance of the document. 2256 According to the witness only a small number of documents<br />

would reach the Chief. 2257 Witness DST-035, a former high-ranking Serb DB officer from<br />
