6.2 Position and powers of the Accused<br />

6.2.1 Jovica Stanišić<br />

1272. The parties have agreed to the following facts relating to Jovica Stanišić’s positions<br />

during the times relevant to the Indictment. 2241 Stanišić commenced work in the DB of the<br />

Serbian MUP in 1975. He held the position of Deputy Head of the DB throughout 1991 and<br />

Head of the DB from 31 December 1991 to 27 October 1998. 2242 The Trial Chamber has<br />

considered the parties’ agreement in light of the evidence received with regard to Jovica<br />

Stanišić’s positions. 2243 The evidence received is consistent with these agreed facts. Ljubomir<br />

Ristić, a Serbian SDB employee since 1972, 2244 and Miloš Teodorović, an advisor to the<br />

Serbian DB Chief from <strong>May</strong> 1992 until 31 December 1999, 2245 added that Milan Tepavčević<br />

became Stanišić’s deputy, and that Stanišić had five or six Assistants. 2246<br />

1273. The Trial Chamber further received evidence in relation to the structure of the MUP of<br />

the Republic of Serbia and the Serbian DB. Witness JF-038, an active member of the<br />

Yugoslav federal SDB until October 1992, 2247 testified that the MUP of the Republic of<br />

Serbia consisted of two services: the State Security Service (SDB) and the Public Security<br />

Service (SJB). 2248 The SDB had the task of protecting the legal and social order, doing<br />

intelligence work, and dealing with political crimes, terrorism, and extremism, while the SJB<br />

dealt with ordinary crimes. 2249 Article 3 of the Rules on the Internal Organisation of the DB of<br />

January 1992 stated that the DB departments’ duties are counter-intelligence, intelligence,<br />

prevention of extremism and terrorism, and other security duties for the republic including<br />

defence preparations in the event of war or imminent war. 2250 According to an attachment to<br />

these rules, the Chief of the DB was responsible for, inter alia, organising the performance of<br />

DB tasks, directing and coordinating the work of all organisational units, deciding how to<br />
