1610. Witness JF-053, a former member and Platoon Commander of the Serbian MUP<br />

PJM, 3166 testified that in April 1992 he was contacted by the Deputy Commander of the SUP<br />

Pristina Staff Command, Jovica Milačić, to discuss the formation of a special police unit for<br />

“rapid intervention and potential combat operations”. 3167 The Serbian MUP Public Security<br />

Service in Belgrade had decided to form the unit sometime in March or April 1992 and was<br />

working closely with the DB. 3168 According to the witness, who saw a copy of the decision<br />

when he met with Milačić, the decision emanated from the Minister of Interior of Serbia and<br />

came through Radovan Stojičić (a.k.a Badža). 3169<br />

1611. Risto Šeovac, the commander of the Bajina Bašta police station for the inspection of<br />

Serbia-Bosnia-Herzegovina border crossing from October 1992, 3170 testified that the Bajina<br />

Bašta police station was part of the SJB of MUP Serbia. 3171 There was also a State Security<br />

detachment of MUP Serbia in Bajina Bašta. 3172 On 16 January 1993 the territory of Skelani,<br />

including the road to Bajina Bašta, came under attack from the Bosnia-Herzegovina side,<br />

leading to the death of approximately 60 and injury of over 100 civilians and VRS<br />

members. 3173 On the next day, Radovan Stojičić, and Obrad Stevanović arrived in Bajina<br />

Bašta and established a PJP staff there, with Stevanović as its commander. 3174<br />

1612. Dejan Plahuta, a.k.a Svabo, a former member of the JATD and the JSO, 3175 testified<br />

that on 18 January 1993, two days after the attack on Skelani by Naser Orić, a MUP staff was<br />

set up in the Bajina Bašta police station. 3176 The staff consisted of a significant amount of<br />

people, and aimed to secure the border, to restrain the activities of paramilitary groups along<br />

the border within Serbia, and to operate in the event that the conflict spread from Bosnia into<br />

Serbia. 3177 After Obrad Stevanović, the chief of that staff and PJM commander, contacted his<br />

superior Radovan Stojičić, a.k.a. Badža, the latter authorised the establishment of the training<br />

camp in Tara for the PJP. 3178 The witness also testified that, in March 1993, he saw<br />

Simatović, wearing a uniform, on a terrace of the Drina Hotel in Bajina Bašta. He was told by<br />
