1st Detachment, pursuant to an order of the 1st Battalion of the JNA’s 17th Tactical Group,<br />

participated in sending young men for military training to Ilok in mid-March 1992. 2904 The<br />

trainees at Ilok were instructed by highly skilled men in camouflage uniforms, members of<br />

special units, whom they knew only by their nicknames. 2905<br />

1513. Borislav Bogunović a Serb from Vukovar, 2906 moved from Šid to Ilok at the end of<br />

November 1991. 2907 He testified that the Red Berets arrived in Ilok at the beginning of<br />

December. 2908 They were stationed both in a building in Ilok known as the white house and in<br />

a vinery called Padjiš on a hill above the town. 2909 The witness was not aware of the reason<br />

for their presence, though he heard from members of the group that their commander was<br />

Franko Simatović and that it was he who generally issued them with orders. 2910 However, the<br />

witness did not have any independent verification of this assertion. 2911 The witness never saw<br />

Simatović in Ilok or anywhere else in the SAO SBWS. 2912 Even though he was never formally<br />

introduced to the group, he testified that whenever he asked Red Berets from Ilok who was<br />

their commander at Ilok, they said it was Frenki. 2913 The Red Berets in Ilok did not co-operate<br />

with the police or the Government: for example, they operated check-points and conducted<br />

searches on their own initiative, and built a petrol station on the vinery property without<br />

obtaining the proper permits. 2914 On a number of occasions there was conflict between the<br />

police force in Ilok and the Red Berets, and assistance was requested from the army. 2915 The<br />

witness also received complaints that the Red Berets entered the houses of local civilians<br />

(Serbs, Slovaks or Croats) armed with weapons, took vehicles for their own use and never<br />

returned them to their rightful owners. 2916 However, the witness was not aware of any<br />

complaints relating to physical abuse, and testified that the Red Berets did not to his<br />
