The President entered the SCTEX on her way to Porac and exited at the trumpettype
Porac Interchange signaling the formal opening of the interchange. With her were
2nd District of Pampanga Congressman Mikey Arroyo; Cabinet Officer for Regional
Development 3 for Central Luzon (CORD 3) Edgardo Pamintuan; 1st District of
Pampanga Congressman Tarzan Lazatin; BCDA President and CEO Narciso Abaya;
Porac Mayor Rogelio Santos; DPWH Secretary Victor Domingo and BCDA Chairman
Aloysius Santos.
She then proceeded to Porac via the newly completed 5.8-km Porac access road
and 40-meter bridge constructed by the Department of Public Works and Highways
(DPWH). President Arroyo was accompanied by members of her official family.
Abaya said the Porac Interchange will augur well for the town’s tourism and agribusiness
sector. “We now have a seamless connection between Manila and Porac not to
mention between Porac and the two major freeport zones Clark and Subic. This makes
Porac more attractive to investors,” Abaya noted.
Motorists from Manila entering SCTEX through the Mabalacat Toll plaza are
advised to head towards the direction of Subic. The Porac Interchange will be the second
interchange to the right or after the Clark South Interchange.
Motorists from Subic and Bataan who want to go to Porac are advised to go straight
until they reach the Porac Interchange (between the Dinalupihan and Clark South
Interchanges). Likewise, for motorists coming from the North entering the SCTEX
Tarlac Toll Plaza, the Porac Interchange will be the fifth interchange to the right,
passing by the interchanges of Concepcion, Clark North, Mabalacat, and Clark South.
The SCTEX Porac Interchange is the second of three additional interchanges
constructed by BCDA that is set to open for commercial operations. The three
interchanges are Clark South, Porac
and Floridablanca. The Clark South
Interchange was opened last April 5, 2009.
The Porac and Floridablanca interchanges,
although completed as of June 30, 2009,
could not be opened for commercial
operations pending the completion of their
respective access roads. The construction
of the access roads are being undertaken
by the DPWH.
January 4 to sub
The Bases Conversion and Development Authority (BCDA) recently extended the deadline
for submission of the bid to operate, manage and maintain the Subic-Clark-Tarlac
Expressway (SCTEX) one month from the original deadline.
BCDA Vice President & Chief Finance Officer Victor V.
Zablan said the last day of submission of entries was extended
from December 4, 2009 to January 4, 2010, to give the six
participating companies more time to prepare their bids.
The BCDA announced the revised timetable of activities
to the six bidders—namely, the Metro Pacific Tollways
Corporation, STAR Tollways Corporation, Atty. Alvin B.
Bugtas representing the Citra Group, San Miguel Corporation,
Amicus Holdings, Inc. and IL&FS Transportation Networks
Ltd. through a bid bulletin issued last November 27, 2009.
Under the same advisory, the Issuance of Notice of Award
was also moved from January 21 to January 22, 2010. The
subsequent contract signing and Issuance of Notice to Proceed
will be on February 22, 2010.
Last 16 November 2009, BCDA opened the SCTEX data
room at the Bonifacio Technology Center in Taguig City,
following the bidders’ request that they be provided all the
information needed to come up with an accurate and realistic
offer. Five out of six bidders have visited the place and gathered
such relevant data as the actual traffic volume and revenue,
Expressing interest on the SCTEX were six
tollway operators that attended the pre-bid
conference last November 10, 2009. Inset
data room—for engineering plans, drawings and technical
specifications—is also available at the BCDA construction
and engineering project management office in Clark. Both the
BCDA Taguig and Clark SCTEX data rooms are open to the
bidders until December 23, 2009, except Sundays and holidays,
Zablan said.
Under the SCTEX privatization program, the winning
bidder will enter into a lease or concession agreement with
BCDA to manage, operate and maintain the SCTEX on “as is,
where is,” basis for a period of 33 and a half years until 2043.
The winning bidder will be responsible for the operational
funding requirements in running the country’s longest tollway,
including periodic maintenance and emergency works, which
will be covered by a performance security.
The private sector partner will also arrange for the
insurance of the 93.77-kilometer toll road.
BCDA will receive a semi-annual lease/concession
fee from the winning bidder, amounting to either: the peso
equivalent of yen-dominated JBIC/JICA loan debt servicing as
well as all financing charges payable to BCDA 10 days prior to
its due dates secured by a rolling five-year letter of credit; or
20 percent of audited gross revenues whichever is higher.

JUSMAG property
The state-owned Bases Conversion and Development Authority (BCDA) said 12 real estate
developers have expressed interest in the 34.5-hectare JUSMAG property in Fort Bonifacio,
Taguig that it is bidding out.
BCDA vice president for business
development Aileen R. Zosa said the 12
real estate developers who expressed
Ms. Zosa said the entire JUSMAG
said property. Deadline for submission of eligibility requirements is January 14, 2010.
Proponents declared eligible by BCDA are expected to submit their final technical and
financial proposals not later than March 3, 2010.
It would be recalled that the Supreme Court has denied with finality a motion for
reconsideration by the Southside Homeowners Association Inc. (SHAI) of the high
court’s previous decision allowing the Bases Conversion and Development Authority
(BCDA) to take possession of the JUSMAG property in Fort Bonifacio.
The resolution, handed down last Nov. 27, 2008 validated the SC ruling dated 22
September 2006 that reversed an earlier decision by the Court of Appeals and effectively
cleared development of the property of all legal barriers.
MR. JORGE ARUTA
Dear Mr. Aruta:
34.5 hectares with the remaining onehectare
area allocated for civic or
institutional use.
She said that, of the 34.5-hectare
area for disposition, 20.76 hectares are
buildable, 2.02 hectares are reserved
for recreation and open spaces, 0.62
hectares is reserved for utilities, and 11.05
hectares are reserved access lots, including
the 0.97-hectare area reserved for the
widening of Lawton Avenue.
Ms. Zosa noted that the maximum
allowable Gross Floor Area (GFA) for the
said property is 1.383 million sq.m.
The 34.5-hectare JUSMAG property
subject of disposition is along Lawton
Avenue in Fort Bonifacio, Taguig City
at the back of posh Forbes Park. The
Minimum Value/Price for the property is
Nineteen Thousand Pesos (PhP19,000.00)
per square meter. The BCDA is expected
to generate at least P6.55 billion for the
This refers to the letter of Mr. Melchor Amado Jr., published in the December
1, 2009 issue of the Philippine Daily Inquirer entitled “Why the shabby treatment of
PPSC?” concerning the relocation of the Philippine Public Safety College (PPSC) in
relation to the development of the property by the Megaworld consortium.
First of all, allow us to clarify that the requested relocation of PPSC to a new site
is the responsibility of the Department of the Interior and Local Government (DILG)
and the National Police Commission (Napolcom) to the consortium led by Megaworld
Corporation.
The seven-hectare land in Fort Bonifacio where the PPSC is located is owned by
Napolcom, which is under the Department of Interior and Local Government (DILG).
The BCDA was merely designated to administer and supervise the development
of the property with the Megaworld consortium as the developer if and when the
property is cleared and delivered for development.
The PPSC, which is also under the DILG, is supposed to relocate from the
premises because PPSC does not own the land nor does it have a lease agreement on
the use of the land.
Under the Joint Venture contract, it is Napolcom’s responsibility to relocate
PPSC and to deliver clean and vacant possession of the property to the developer.
Thus, the issue is internal among the DILG, Napolcom and PPSC.
In a series of meetings between PPSC, DILG and Napolcom, alternative
sites were discussed and suggested, none of which were finalized. Recently, the
developer—Megaworld Consortium—has already offered assistance to PPSC for their
relocation.
The DILG, Napolcom and PPSC are in the process of resolving the issue soon–
so we could move on to the development of the said property–for the greater benefit
of the country.
Sincerely yours,
corporation has signed a lease agreement with Australian
International Training and Management Group Pty Ltd last week
at the CDC Corporate Headquarters.
Ricafort said the Australian firm will put up a $6-million
SBMA approves $20.45-M
new projects
SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA) has recently
approved 44 new investment projects in this freeport, with total committed investments worth
US$20.45 million.
The new batch of approvals, said SBMA administrator Armand Arreza, “signify the
unfailing determination of the SBMA to generate more investments and create more jobs
despite the global economic slowdown.”
“To a great extent, the SBMA has been successful in sustaining the developmental
momentum of the Subic Bay Freeport amid an unpredictable and unstable global
economy,” Arreza said.
“We hope the entry of new investments would lead to a more robust business
climate at the end of 2009, and at the start of the coming year,” Arreza added.
According to Stefani Saño, SBMA senior deputy administrator for business and
investment, the bulk of new investments were made in August, when 24 firms proposed
projects totaling $12.95 million.
The following month, the SBMA gave the go signal for 20 other projects with
projected investments of $7.5 million.
Saño said the new investments are also projected to create a total of 765 jobs.
Among the projects signed in August and September, the biggest committed
investment came from Pure Petroleum Corp., which projected a $6.22-million
investment for its business of importation, selling, storage and transshipment of
petroleum products.
The second biggest in terms of investment commitment was Subic Business and
Technology College, Inc., which will put up $4.29 million for a learning center. The
school shall offer short-term technical and vocational courses, as well as professional,
and tertiary degree courses in various disciplines.
Rounding up the top five investors in this batch are: Bonsure Evergreen
International Corp., which shall put up $2.21 million for a food manufacturing business;
Chifil International Import-Export Manufacturing Co., Inc., with $1.41 million for
cigarette manufacturing, packaging, warehousing and transshipment; and Petron
Corporation, with $1.02 million for the establishment of a gas station.
Meanwhile, of the new business projects, Pure Petroleum and Chifil Internatinal led
the pack in having the biggest number of jobs to be created, both at 100. Subic Business
College came next at 50 jobs, followed by 40 for Bonsure and 35 for Petron.
Saño also said that aside from the new projects, the SBMA also approved 22
investor requests for renewal of lease or sublease agreements; seven proposals for
additional facilities and eight for transfer of facilities; and 16 requests for amendments
of business activities.
SBMA Corporate Communications Group
Among those who renewed their
lease agreements with the SBMA were:
Rizal Commercial Banking Corp., Subic
International Air Charter, Inc., Vision Air
& Sea Services, Inc., Sanritsu Technology
Subic, Inc., and Nakayama Precision
Industries Inc.
Meanwhile, those who requested for
additional facilities included Philippine
Coastal Storage & Pipeline Corp.,
Bataan Automotive Remanufacturing
Corporation, R. Joseph Holdings Subic,
Inc., Yong Travel & Tours & Marketing
Co. Inc., and Racso Sizzler Foods
CLARK FREEPORT – President Gloria Macapagal-Arroyo
has cited this Freeport’s strong infrastructure capabilities in
telecommunications, Information and Communications
Technology (ICT), and the Business Process
Outsourcing (BPO) industry saying “nothing
November-December 2009 / 9
CDC - Public Relations Department 11/6/2009
President Gloria Macapagal-Arroyo:
‘Nothing beats Clark’
“We are now number three. In other
words, after Metro Manila and Metro
Cebu comes Metro Pampanga. That is
where the market has brought us and as
far as infrastructure is concerned telecom
infrastructures, infrastructure needed for
a good ICT operation, BPO operation
wala nang makakatalo sa Clark,” said
Ms. Arroyo in her speech during the 2nd
National Information and Communication
Technology (NICT) Summit 2009.
The President was the guest of honor
and speaker during the three-day event
which runs from Nov. 5-7 at the Fontana
Convention Center.
The summit, which was hosted by
the Metro Clark ICT Council (MCICTC)
chaired by George Sorio, Sr. Executive
Vice President of Cyber City Teleservices,
Inc., was held in recognition of the
important role of the ICT in advancing
today’s growing business activities here
and abroad.
The Clark Development Corporation
(CDC) and Cyber City have spearheaded
the summit, which aims to realize Ms.
Arroyo’s vision to make the Philippines
globally competitive in the ICT industry.
CDC President Benigno N. Ricafort
said the event is fully supported by the
state-owned corporation as the Freeport
is envisioned to be the center for the ICT
industries and other related investment
projects in the country.
According to the Chief Executive,
Central Pampanga, which consists of
Clark, Angeles City, and Mabalacat, has
outscored other provinces in the country
in terms of telecommunications and ICT
infrastructure thus, further expanding the
Philippine cyber corridor.
“Our cyber corridor started with
Metro Manila up to Metro Cebu. And as
Aerial photo of the Clark main zone
part of this road map, you in the private
sector together with the government
expanded that cyber corridor from the
two centers of excellence: Metro Manila
and Metro Cebu, and we are very happy
Central Pampanga consisting of Clark,
Angeles and Mabalacat,” Ms. Arroyo said.
“In fact, I congratulate Clark for your
fast ICT growth, you have now 15,000
ICT workers,” she added.
Ms. Arroyo congratulated the
private sector for collaborating with
the government making the country at
par with other international off shoring
hubs as she cited the Philippine’s highly
trainable English proficient IT-enabled
management and manpower.
“Indeed, the Philippines ranks as
among the best off shoring hubs in the
world because of cost competitiveness.
Our having won the off shoring
Destination of the Year Award again also
highlights the growing importance of the
Philippine IT-BPO industry in the global
market,” the President said in her speech.
The Chief Executive also said:
“Today we are creating wealth by
developing the labor-intensive, skills
intensive service sector like BPO and
tourism as the key growth sectors, just
as I predicted during my first State of the
Nation Address in 2001.”
The President also cited the
government’s efforts in initiating the
three areas that gave ICT a central
role in the country’s Medium-Term
Philippine Development Plan. They
are telecommunications infrastructure
for cost-efficient Internet phone calls,
ensuring an appropriate policy and legal
environment through the creation of
public-private sector task force on ICT,
and the development of human capital “to
close the digital divide.”
“So today, where are we? Eight years
later from when I said that ICT will be a
growth sector of the future, from 4,000
BPO workers in 2001, now it’s like around
400,000 with good paying jobs that keep
our young people at home rather than
having to go abroad for a nice job. The
BPO phenomenon speaks eloquently of
our competitiveness and productivity,” the
President said.

SUBIC BAY FREEPORT - Organizers of the 21st Philippine Advertising Congress (PAC)
have praised the Subic Bay Metropolitan Authority (SBMA) and the City of Olongapo for
their “crucial support” in the successful staging of the event at the Subic Bay Exhibition and
Convention Center (SBECC) recently.
Subic
draws pra
Ad Congress su
Charmaine Canillas, chairperson of
the Philippine Advertising Board, which
manages the biennial Ad Congress, said
that with the assistance from SBMA and
Olongapo the event was successfully held
even with only a three-week preparation
period.
“It was easy to simply duplicate what
was done two years ago,” Canillas said,
recalling the fact that Subic hosted the
20th PAC in 2007 but again became the
host this year after roads leading to Baguio
City were damaged in the recent typhoons.
“The SBMA really came out to
help, and showed a very high level of
professionalism. We expected it, and we
knew they would deliver,” she added.
Canillas also said the 21st PAC
exceeded the number of delegates
expected this year, drawing in more than
3,000 participants, aside from thousands
who separately came to Subic to witness
the event’s culminating feature - the
advertising industry’s Araw Awards.
Canillas said the organizers were
looking at less than 3,000 delegates this
year, considering that the ad industry is
still recovering from the global economic
crunch.
The “Ondoy-Pepeng” tragedy, she
added, even compounded the scenario,
forcing the 21st PAC committee to transfer
the venue to Subic Bay with less than a
month before the actual staging.
SBMA Corporate Communications Group
Surprisingly, the outcome exceeded
the committee’s expectations, a visibly
elated Canillas added.
Aside from this, the 21st PAC
committee also found a way to maximize
the outdoor space at the SBECC, giving
rise to a bigger exhibit area this year.
According to Alvin Trono, one of
the 21st PAC committee heads for venue,
when it comes to managing convention
facilities for their biennial meet, Subic
comes close to being an ideal site.
Trono, who helped organize the PAC
installments previously held in Cebu,
Baguio, and Subic Bay, said they always
had an easier time preparing the venue in
Subic, compared to other locations.
“In terms of managing the facility,
the best so far has always been Subic,”
Trono said, pointing out that the Subic
convention facility is capable of putting
about 3,500 delegates under one roof.
Other factors that give Subic its
competitive edge are the abundant
spaces available for exhibits, the green
environment surrounding the venue, and
the support of SBMA personnel, he added.
Trono also suggested that Subic’s
drive to become a top convention venue
could be boosted if the freeport had more
five-star hotels that could accommodate
high-end customers who attend events like
the Ad Congress.
Ad Board cites SCTEX
The Ad Board official also noted the Subic-Clark-Tarlac Expressway (SCTEX)
significantly helped in keeping a high attendance level in the congress, even as this
year’s figure fell short of the record 3,423 delegates that attended the Subic congress in
2007.
“Delegates from Manila can go to Subic for the sessions they want to attend, and
come back to their Manila offices right on the same day,” was how she described the
ease brought about by the road network leading to this free port.
Before the much awaited opening of the 21st PAC, the Bases Conversion and
Development Authority (BCDA) ordered its SCTEX interim service provider led by the
Tollways Management Corp. (TMC), to outline preparations so SCTEX will be ready
for the said event.
BCDA program manager for operational support services and spokesperson
Robert C. Gervacio said early preparations must be made since more PAC delegates
are expected to attend the four-day event and consequently use the country’s longest
tollway.
“We want the advertising CEOs and executives to have a seamless travel experience
as we have always guaranteed,” Gervacio said.
BCDA’s instructions to TMC came after the signing of the memorandum of
agreement between the SBMA and the Ad Congress organizers officially designating
Subic as the ad congress venue for this year.
Gervacio said deployment of more traffic enforcers and determination of alternative
traffic routes are among the basic steps TMC may undertake to ensure the smooth flow
of traffic along the 94-kilometer stretch of the SCTEX.
Though many delegates may book themselves within the SBMA facilities, some
may opt to stay in Clark or somewhere else outside Subic. The participants will likely
tour Central Luzon to take advantage of their four-day visit.
“We will soon see these visitors shuttling between SBMA and the rest of Central
Luzon’s economic hub and tourist destinations. Therefore, we want to be prepared,”
Gervacio emphasized.
Since storms that bring rains may hit the country until December, the more
necessary it is for the BCDA and TMC to prepare, the SCTEX executive added.
