PORAC, PAMPANGA — President Gloria Macapagal-Arroyo led the formal opening of the<br />

The President entered the SCTEX on her way to Porac and exited at the trumpettype<br />

She then proceeded to Porac via the newly completed 5.8-km Porac access road<br />
and 40-meter bridge constructed by the Department of Public Works and Highways<br />
(DPWH). President Arroyo was accompanied by members of her official family.<br />
Abaya said the Porac Interchange will augur well for the town’s tourism and agribusiness<br />
sector. “We now have a seamless connection between Manila and Porac not to<br />
mention between Porac and the two major freeport zones Clark and Subic. This makes<br />
Porac more attractive to investors,” Abaya noted.<br />
Motorists from Manila entering SCTEX through the Mabalacat Toll plaza are<br />
advised to head towards the direction of Subic. The Porac Interchange will be the second<br />
interchange to the right or after the Clark South Interchange.<br />
Motorists from Subic and Bataan who want to go to Porac are advised to go straight<br />
until they reach the Porac Interchange (between the Dinalupihan and Clark South<br />
Interchanges). Likewise, for motorists coming from the North entering the SCTEX<br />
Tarlac Toll Plaza, the Porac Interchange will be the fifth interchange to the right,<br />
passing by the interchanges of Concepcion, Clark North, Mabalacat, and Clark South.<br />
The SCTEX Porac Interchange is the second of three additional interchanges<br />
constructed by BCDA that is set to open for commercial operations. The three<br />
interchanges are Clark South, Porac<br />
and Floridablanca. The Clark South<br />
Interchange was opened last April 5, 20<strong>09</strong>.<br />
The Porac and Floridablanca interchanges,<br />
although completed as of June 30, 20<strong>09</strong>,<br />
could not be opened for commercial<br />
operations pending the completion of their<br />
respective access roads. The construction<br />
of the access roads are being undertaken<br />
by the DPWH.<br />

The <strong>Bases</strong> <strong>Conversion</strong> and Development Authority (BCDA) recently extended the deadline<br />
for submission of the bid to operate, manage and maintain the Subic-Clark-Tarlac<br />
Expressway (SCTEX) one month from the original deadline.<br />
BCDA Vice President & Chief Finance Officer Victor V.<br />
Zablan said the last day of submission of entries was extended<br />
from <strong>Dec</strong>ember 4, 20<strong>09</strong> to January 4, 2010, to give the six<br />
participating companies more time to prepare their bids.<br />
The BCDA announced the revised timetable of activities<br />
to the six bidders—namely, the Metro Pacific Tollways<br />
Corporation, STAR Tollways Corporation, Atty. Alvin B.<br />
Bugtas representing the Citra Group, San Miguel Corporation,<br />
Amicus Holdings, Inc. and IL&FS Transportation Networks<br />
Ltd. through a bid bulletin issued last <strong>Nov</strong>ember 27, 20<strong>09</strong>.<br />
Under the same advisory, the Issuance of Notice of Award<br />
was also moved from January 21 to January 22, 2010. The<br />
subsequent contract signing and Issuance of Notice to Proceed<br />
will be on February 22, 2010.<br />
Last 16 <strong>Nov</strong>ember 20<strong>09</strong>, BCDA opened the SCTEX data<br />
room at the Bonifacio Technology Center in Taguig City,<br />
following the bidders’ request that they be provided all the<br />
information needed to come up with an accurate and realistic<br />
offer. Five out of six bidders have visited the place and gathered<br />
such relevant data as the actual traffic volume and revenue,<br />

data room—for engineering plans, drawings and technical<br />
specifications—is also available at the BCDA construction<br />
and engineering project management office in Clark. Both the<br />
BCDA Taguig and Clark SCTEX data rooms are open to the<br />
bidders until <strong>Dec</strong>ember 23, 20<strong>09</strong>, except Sundays and holidays,<br />
Zablan said.<br />
Under the SCTEX privatization program, the winning<br />
bidder will enter into a lease or concession agreement with<br />
BCDA to manage, operate and maintain the SCTEX on “as is,<br />
where is,” basis for a period of 33 and a half years until 2043.<br />
The winning bidder will be responsible for the operational<br />
funding requirements in running the country’s longest tollway,<br />
including periodic maintenance and emergency works, which<br />
will be covered by a performance security.<br />
The private sector partner will also arrange for the<br />
insurance of the 93.77-kilometer toll road.<br />
BCDA will receive a semi-annual lease/concession<br />
fee from the winning bidder, amounting to either: the peso<br />
equivalent of yen-dominated JBIC/JICA loan debt servicing as<br />
well as all financing charges payable to BCDA 10 days prior to<br />
its due dates secured by a rolling five-year letter of credit; or<br />
20 percent of audited gross revenues whichever is higher.

developers have expressed interest in the 34.5-hectare JUSMAG property in Fort Bonifacio,<br />
Taguig that it is bidding out.<br />

Proponents declared eligible by BCDA are expected to submit their final technical and<br />
financial proposals not later than March 3, 2010.<br />
It would be recalled that the Supreme Court has denied with finality a motion for<br />
reconsideration by the Southside Homeowners Association Inc. (SHAI) of the high<br />
court’s previous decision allowing the <strong>Bases</strong> <strong>Conversion</strong> and Development Authority<br />
(BCDA) to take possession of the JUSMAG property in Fort Bonifacio.<br />
The resolution, handed down last <strong>Nov</strong>. 27, 2008 validated the SC ruling dated 22<br />
September 2006 that reversed an earlier decision by the Court of Appeals and effectively<br />
cleared development of the property of all legal barriers.<br />

This refers to the letter of Mr. Melchor Amado Jr., published in the <strong>Dec</strong>ember<br />
1, 20<strong>09</strong> issue of the Philippine Daily Inquirer entitled “Why the shabby treatment of<br />
PPSC?” concerning the relocation of the Philippine Public Safety College (PPSC) in<br />
relation to the development of the property by the Megaworld consortium.<br />
First of all, allow us to clarify that the requested relocation of PPSC to a new site<br />
is the responsibility of the Department of the Interior and Local Government (DILG)<br />
and the National Police Commission (Napolcom) to the consortium led by Megaworld<br />
Corporation.<br />
The seven-hectare land in Fort Bonifacio where the PPSC is located is owned by<br />
Napolcom, which is under the Department of Interior and Local Government (DILG).<br />
The BCDA was merely designated to administer and supervise the development<br />
of the property with the Megaworld consortium as the developer if and when the<br />
property is cleared and delivered for development.<br />
The PPSC, which is also under the DILG, is supposed to relocate from the<br />
premises because PPSC does not own the land nor does it have a lease agreement on<br />
the use of the land.<br />
Under the Joint Venture contract, it is Napolcom’s responsibility to relocate<br />
PPSC and to deliver clean and vacant possession of the property to the developer.<br />
Thus, the issue is internal among the DILG, Napolcom and PPSC.<br />
In a series of meetings between PPSC, DILG and Napolcom, alternative<br />
sites were discussed and suggested, none of which were finalized. Recently, the<br />
developer—Megaworld Consortium—has already offered assistance to PPSC for their<br />
relocation.<br />
The DILG, Napolcom and PPSC are in the process of resolving the issue soon–<br />
so we could move on to the development of the said property–for the greater benefit<br />
of the country.<br />

Aussie firm pours $6M for Clark Expo project<br />

CLARK FREEPORT – The Clark Development Corp. (CDC) and an Australian firm have<br />
signed a lease agreement for the establishment of an educational facility, dubbed Clark<br />
Education City, inside the Clark Expo here.<br />
CDC President Benigno N. Ricafort said the state-owned<br />
corporation has signed a lease agreement with Australian<br />
International Training and Management Group Pty Ltd last week<br />
at the CDC Corporate Headquarters.<br />
Ricafort said the Australian firm will put up a $6-million<br />
educational facility that will offer vocational courses with<br />
Australian certification in the fields of hotel and restaurant<br />
management, plumbing, refrigeration and air-conditioning,<br />
electrical, auto-mechanical and construction.<br />
The CDC president added that the courses will be offered to<br />
foreign students from Korea , India , Nepal , China , Taiwan , and<br />
other surrounding countries.<br />
Ricafort said the construction work for the project is expected<br />
to be completed by next year.<br />
SBMA approves $20.45-M<br />
new projects<br />
SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA) has recently<br />
approved 44 new investment projects in this freeport, with total committed investments worth<br />
US$20.45 million.<br />
The new batch of approvals, said SBMA administrator Armand Arreza, “signify the<br />
unfailing determination of the SBMA to generate more investments and create more jobs<br />
despite the global economic slowdown.”<br />
“To a great extent, the SBMA has been successful in sustaining the developmental<br />
momentum of the Subic Bay Freeport amid an unpredictable and unstable global<br />
economy,” Arreza said.<br />
“We hope the entry of new investments would lead to a more robust business<br />
climate at the end of 20<strong>09</strong>, and at the start of the coming year,” Arreza added.<br />
According to Stefani Saño, SBMA senior deputy administrator for business and<br />
investment, the bulk of new investments were made in August, when 24 firms proposed<br />
projects totaling $12.95 million.<br />
The following month, the SBMA gave the go signal for 20 other projects with<br />
projected investments of $7.5 million.<br />
Saño said the new investments are also projected to create a total of 765 jobs.<br />
Among the projects signed in August and September, the biggest committed<br />
investment came from Pure Petroleum Corp., which projected a $6.22-million<br />
investment for its business of importation, selling, storage and transshipment of<br />
petroleum products.<br />
The second biggest in terms of investment commitment was Subic Business and<br />
Technology College, Inc., which will put up $4.29 million for a learning center. The<br />
school shall offer short-term technical and vocational courses, as well as professional,<br />
and tertiary degree courses in various disciplines.<br />
Rounding up the top five investors in this batch are: Bonsure Evergreen<br />
International Corp., which shall put up $2.21 million for a food manufacturing business;<br />
Chifil International Import-Export Manufacturing Co., Inc., with $1.41 million for<br />
cigarette manufacturing, packaging, warehousing and transshipment; and Petron<br />
Corporation, with $1.02 million for the establishment of a gas station.<br />
Meanwhile, of the new business projects, Pure Petroleum and Chifil Internatinal led<br />
the pack in having the biggest number of jobs to be created, both at 100. Subic Business<br />
College came next at 50 jobs, followed by 40 for Bonsure and 35 for Petron.<br />
Saño also said that aside from the new projects, the SBMA also approved 22<br />
investor requests for renewal of lease or sublease agreements; seven proposals for<br />
additional facilities and eight for transfer of facilities; and 16 requests for amendments<br />
of business activities.<br />

The Chief Executive also said:<br />
“Today we are creating wealth by<br />
developing the labor-intensive, skills<br />
intensive service sector like BPO and<br />
tourism as the key growth sectors, just<br />
as I predicted during my first State of the<br />
Nation Address in 2001.”<br />
The President also cited the<br />
government’s efforts in initiating the<br />
three areas that gave ICT a central<br />
role in the country’s Medium-Term<br />
Philippine Development Plan. They<br />
are telecommunications infrastructure<br />
for cost-efficient Internet phone calls,<br />
ensuring an appropriate policy and legal<br />
environment through the creation of<br />
public-private sector task force on ICT,<br />
and the development of human capital “to<br />
close the digital divide.”<br />
“So today, where are we? Eight years<br />
later from when I said that ICT will be a<br />
growth sector of the future, from 4,000<br />
BPO workers in 2001, now it’s like around<br />
400,000 with good paying jobs that keep<br />
our young people at home rather than<br />
having to go abroad for a nice job. The<br />
BPO phenomenon speaks eloquently of<br />
our competitiveness and productivity,” the<br />
President said.

have praised the Subic Bay Metropolitan Authority (SBMA) and the City of Olongapo for<br />
their “crucial support” in the successful staging of the event at the Subic Bay Exhibition and<br />
Convention Center (SBECC) recently.<br />

Charmaine Canillas, chairperson of<br />
the Philippine Advertising Board, which<br />
manages the biennial Ad Congress, said<br />
that with the assistance from SBMA and<br />
Olongapo the event was successfully held<br />
even with only a three-week preparation<br />
period.<br />
“It was easy to simply duplicate what<br />
was done two years ago,” Canillas said,<br />
recalling the fact that Subic hosted the<br />
20th PAC in 2007 but again became the<br />
host this year after roads leading to Baguio<br />
City were damaged in the recent typhoons.<br />
“The SBMA really came out to<br />
help, and showed a very high level of<br />
professionalism. We expected it, and we<br />
knew they would deliver,” she added.<br />
Canillas also said the 21st PAC<br />
exceeded the number of delegates<br />
expected this year, drawing in more than<br />
3,000 participants, aside from thousands<br />
who separately came to Subic to witness<br />
the event’s culminating feature - the<br />
advertising industry’s Araw Awards.<br />
Canillas said the organizers were<br />
looking at less than 3,000 delegates this<br />
year, considering that the ad industry is<br />
still recovering from the global economic<br />
crunch.<br />
The “Ondoy-Pepeng” tragedy, she<br />
added, even compounded the scenario,<br />
forcing the 21st PAC committee to transfer<br />
the venue to Subic Bay with less than a<br />
month before the actual staging.<br />

the committee’s expectations, a visibly<br />
elated Canillas added.<br />
Aside from this, the 21st PAC<br />
committee also found a way to maximize<br />

Other factors that give Subic its<br />
competitive edge are the abundant<br />
spaces available for exhibits, the green<br />
environment surrounding the venue, and<br />
the support of SBMA personnel, he added.<br />
Trono also suggested that Subic’s<br />
drive to become a top convention venue<br />
could be boosted if the freeport had more<br />
five-star hotels that could accommodate<br />
high-end customers who attend events like<br />

The Ad Board official also noted the Subic-Clark-Tarlac Expressway (SCTEX)<br />
significantly helped in keeping a high attendance level in the congress, even as this<br />
year’s figure fell short of the record 3,423 delegates that attended the Subic congress in<br />
2007.<br />
“Delegates from Manila can go to Subic for the sessions they want to attend, and<br />
come back to their Manila offices right on the same day,” was how she described the<br />
ease brought about by the road network leading to this free port.<br />
Before the much awaited opening of the 21st PAC, the <strong>Bases</strong> <strong>Conversion</strong> and<br />
Development Authority (BCDA) ordered its SCTEX interim service provider led by the<br />
Tollways Management Corp. (TMC), to outline preparations so SCTEX will be ready<br />
for the said event.<br />
BCDA program manager for operational support services and spokesperson<br />
Robert C. Gervacio said early preparations must be made since more PAC delegates<br />
are expected to attend the four-day event and consequently use the country’s longest<br />
tollway.<br />
“We want the advertising CEOs and executives to have a seamless travel experience<br />
as we have always guaranteed,” Gervacio said.<br />
BCDA’s instructions to TMC came after the signing of the memorandum of<br />
agreement between the SBMA and the Ad Congress organizers officially designating<br />
Subic as the ad congress venue for this year.<br />
Gervacio said deployment of more traffic enforcers and determination of alternative<br />
traffic routes are among the basic steps TMC may undertake to ensure the smooth flow<br />
of traffic along the 94-kilometer stretch of the SCTEX.<br />
Though many delegates may book themselves within the SBMA facilities, some<br />
may opt to stay in Clark or somewhere else outside Subic. The participants will likely<br />
tour Central Luzon to take advantage of their four-day visit.<br />
“We will soon see these visitors shuttling between SBMA and the rest of Central<br />
Luzon’s economic hub and tourist destinations. Therefore, we want to be prepared,”<br />
Gervacio emphasized.<br />
Since storms that bring rains may hit the country until <strong>Dec</strong>ember, the more<br />
necessary it is for the BCDA and TMC to prepare, the SCTEX executive added.
