Mandatory Water Restrictions Imposed<br />
Watering Program for 2013 (per Denver Water rules)<br />
On March 27, 2013, the Denver Water Commission Board officially declared<br />
a Stage 2 drought which puts into effect mandatory watering restrictions for all<br />
customers. This takes effect April 1, 2013. Some of the water rules imposed on<br />
homeowners and the Association are as follows:<br />
All Customers<br />
• Trees and shrubs may be watered by hand-held hose or low-volume nonspray<br />
irrigation on assigned days (Tuesday & Friday), but not between the<br />
hours of 10 a.m. and 6 p.m.<br />
• Washing of driveways and sidewalks is prohibited, except for health and<br />
safety. This means garage floors and patios too.<br />
• Flower and vegetables may be watered with a hand-held hose or lowvolume<br />
non-spray irrigation on any day, but not between<br />
the hours of 10 a.m. and 6 p.m.<br />
• Personal vehicles may be washed at the owner’s home<br />
on the assigned watering days only with a bucket or a<br />
hose equipped with a automatic shut-off nozzle, but not<br />
between the hours of 10 a.m. and 6 p.m.<br />

Homeowners Association’s<br />
Watering Restrictions<br />
The Association enrolled in the Irrigation Efficiency Program in 2010 and the<br />
Board of Directors has opted to apply for the pilot Water Budget Program versus<br />
the two-day-a-week drought watering restriction. If approved, this will allow the<br />
Association to water any day (except between the hours of 10 a.m. and 6 p.m.),<br />
however, a reduction from the commonly used 18 gallons per square foot of<br />
irrigable land per year to 12 gallons per square foot must be maintained. This is<br />
a 35% reduction in the amount of water normally used. It is believed that this is<br />
the best option to ensure the survival of the turf areas.<br />
Though the Association may be allowed to water more frequently than the<br />
two-day-a-week schedule, this does not mean that the turf areas will fully maintain<br />
their lush, green landscaping. The 35% reduction will cause the turf areas<br />
to look browned and dying. Even if the turf is browned, it does not necessarily<br />
mean that the grass is dead. We will keep a close eye on the turf areas to help<br />
ensure survival and to reduce any loss.<br />
As a result of the restrictions being imposed, the Board of Directors has<br />
decided to plant flowers only in flower beds that have a dedicated irrigation<br />
system. If a flower bed’s irrigation system is tied into the turf irrigation system,<br />
then the bed will not be planted with flowers. The reason for this is that<br />
the flowers that are tied to the turf irrigation may not receive enough water to<br />
properly survive. For complete information on these restrictions, please check<br />

Summer Pool Passes<br />
For all you pool users,<br />

There is an important change<br />
regarding how pool passes<br />
will be distributed this year. Instead of having<br />
pickup dates where homeowners are responsible<br />
for coming to obtain their pool pass, the Board<br />
of Directors has decided to have a group of volunteers<br />
mail the pool passes and pool rules to all<br />
non-delinquent homeowners. If the homeowner<br />
is offsite (absentee), it will be their responsibility<br />
to give the pool pass to<br />
their tenant(s). On Saturday, May<br />
11, 2013, volunteers will meet<br />
at the clubhouse at 10 AM to<br />
label, stamp and stuff nearly 548<br />
envelopes. If you would like to<br />

Pet Waste Station<br />
In an effort to minimize pet waste and help improve the cleanliness of the neighborhood,<br />
the Board of Directors has approved the installation of a pet waste station<br />
near 2871 and 2881 W. Long Dr. At this station there are hand bags for pet owners to<br />
use for picking up the waste and a trash can for disposal. The landscape company will<br />
empty the trash receptacle twice weekly.<br />
Should the installation of this station provide positive results, the Board of<br />
Directors will consider additional stations throughout the community. This station and<br />
potential future stations will be at locations that are visible and accessible for all pet<br />
owners. Pet owners are encouraged to use this station and as a reminder, to pick-up<br />
after their pets while on the community property.<br />
Overflowing Gutters<br />
Plugged gutters and downspouts can cause serious damage to your townhome.<br />
Water can back up under the edge of the roof, seep through the overhang and damage<br />
the underside of the soffit. Additionally, overflowing water at the base of the foundation<br />
can result in seepage of water into the basement of the townhome. Standing water<br />
in the gutter also causes rusting, leaking gutters and ultimately will result in having to<br />
replace the gutter.<br />
With the number of large trees in the community and the general runoff of the<br />
shingle material on the roofs, gutters need to be cleared and cleaned annually, preferably<br />
semi-annually. The ideal time for cleaning is after the leaves have fallen from<br />
the trees in the fall, but no later than early spring. If the winter weather comes early,<br />
try to clean them as soon as possible when warm weather permits. If the gutters have<br />
not been cleaned in some time, digging out of the debris from the gutter will probably<br />
be required. Flushing the gutter with a water hose will clean out the rest of the debris<br />
and determine if the downspout is clogged. Just cleaning out the gutter is not enough,<br />
the downspout must be cleared as well. All gutters and downspouts on the townhome<br />
need to be inspected and cleaned. Water from the guttering system needs to be deposited<br />
through the downspout extension at least four (4) feet from the foundation of the<br />
townhome.<br />
The major problem with homeowners cleaning gutters is the fear of heights<br />
or having a ladder to access the roof. Advertisers in the neighborhood newsletter,<br />
handyman companies and some gutter companies offer this service. You should ask<br />
the rate charged for this service before having it done, as it can vary from a flat rate<br />
to an hourly rate. Protect yourself by asking the person or company about insurance<br />
(workers compensation and general liability). Should they damage something or get<br />
hurt while on your property, you may be liable.<br />
Rock Walls Are Not Play Areas<br />
It has been reported that children are playing on the tall rock walls at various locations<br />
in the community. Parents please inform your children that playing on the rock<br />
walls can be dangerous and not to play on these walls. In addition, animals such as<br />
rabbits, snakes and skunks have been seen coming and going through the rock gaps.<br />
Residents are encouraged to assist with advising children to stay off these walls.<br />

The alleyways behind the garages can be a dangerous. Parents<br />
are advised to discourage their children from playing in the alleys<br />
behind the garages. There are many other open areas within the<br />
community that are safe and available for children’s activities. All<br />
residents are encouraged to drive slowly and cautiously through<br />
the alleyways and neighborhood. Before backing out of the<br />
garage, check the surrounding area for pedestrians and obstacles.<br />
Furthermore, the alleyways are posted fire lanes and vehicle parking<br />

Painting Specification Tips<br />

Annually I include this article in the newsletter concerning what<br />
to watch for and ask for when selecting a painting contractor. Since<br />
I have been in the condominium/townhome property management<br />
industry since 1982, I have seen my share of poor paint jobs. With<br />
proper written painting specifications, you will obtain competitive<br />
proposals, a clear and concise understanding of the what is to be<br />
done by the contractor and generally this will result in a quality<br />
finished job.<br />
I hope the following sample painting specifications will be useful<br />
to those of you who must paint your townhome this year. But<br />
most importantly, ask for references (hopefully other homeowners<br />
in <strong>Southpark</strong> No. 2) from the contractors and if possible<br />
visit and inspect the home that was painted by that contractor.<br />
You may want to contact the Better Business Bureau.<br />
GENERAL INFORMATION<br />
These specifications have been designed to allow the contractors<br />
to submit a bid.<br />
General Requirements<br />
1. The contractor shall furnish all labor, equipment, and materials,<br />
as well as licenses and permits, required to execute and complete<br />
the work outlined in these specifications.<br />
2. The contractor shall carry General Liability, Worker’s<br />
Compensation, Automobile, and any other insurance that may<br />
be required to complete this project safely, and insure against<br />
loss by the Association. Proof of insurance shall be required<br />
prior to execution of the contract. The Worker’s Compensation<br />
Policy must be sufficient to cover any workers engaged for this<br />
project by the contractor.<br />
3. The contractor shall examine the specifications and shall visit<br />
buildings to determine the full extent of the work to be performed.<br />
No allowance for lack of knowledge of obvious existing<br />
conditions will be made after opening of bids.<br />
4. No materials except those specified and approved shall be delivered<br />
to the project site. All materials are to be delivered in original<br />
containers with labels intact. Paint materials and equipment,<br />
when not in actual use, shall be stored in places specifically<br />
designated for that purpose. In the event an area is not available<br />
for storage, the contractor shall remove all materials and tools<br />
from the site at the close of each work day.<br />
5. During the process of this work, safety shall be of the utmost<br />
importance. The contractor shall at all times, take the necessary<br />
steps to protect the public, the facilities, and the workers during<br />
his operations. The contractor’s operations for the preparation of<br />
painting and storage of materials shall be limited to areas designated<br />
for this purpose. All areas are to be kept neat and clean at<br />
all times. The contractor shall also employ all safety measures<br />
possible for the prevention of fire.<br />
6. The contractor shall be responsible for the protection of all surfaces<br />
and objects inside and outside of the building. All painting<br />
shall be done under favorable weather conditions, so as to insure<br />
that no paint will be applied when surface or air temperature is<br />
below 50 degrees Fahrenheit.<br />
Scope<br />
1. Surface preparation – All exterior trim where the paint surfaced<br />
is flaking in widespread areas, or where end of wood pieces<br />
are split and susceptible to decay shall be prepared, primed and/or<br />
otherwise sealed. Where the lumber has rotted, or been damaged<br />
beyond repair, new lumber shall be installed after being properly<br />

primed and otherwise prepared. All exposed nails shall be reset,<br />
or they may be pulled if there is nothing for them to grab onto, and<br />
the hole filled with the appropriate caulk or wood filler. On areas<br />
where the nails no longer hold, an exterior treated screw may be<br />
used to secure the lumber or siding. All decayed paint, loose paint,<br />
soil, concrete, oil and other foreign materials shall be removed<br />
by scraping, sanding, wire brush or other mechanical means. A<br />
garden hose with water under the regular tap pressure may be used<br />
as needed. Power washing may be used if the work is done by an<br />
experienced mechanic so as to eliminate the potential for water<br />
soaking or other damage to the siding and trim.<br />
Around all windows, all joints, along door frames, and any<br />
other area that may be required, shall be caulked, using a high<br />
quality exterior paintable caulking compound.<br />
All bare areas revealed on the siding drip edges shall be<br />
primed with an oil base primer. Particular attention must be paid<br />
to this preparation item.<br />
All this surface preparation, and any other preparation needed<br />
but not specifically prohibited, is intended to provide a weatherproof,<br />
quality surface for painting.<br />
2. Primer - All exposed areas of the prepared surface shall be<br />
primed with an oil-based prime coat, spread in accordance with<br />
the manufacturer’s recommendations. Any exposed unpainted<br />
galvanized surfaces shall be painted with an appropriate acrylic<br />
latex primer. All areas with visible stains will have a stain-killer<br />
applied. (Materials specifications will be discussed in a separate<br />
section.)<br />
3. Protection of Property and Surroundings - Personal<br />
belongings remaining in the area will be protected by drop cloths<br />
or plastic. Care will be exercised to insure that the surrounding<br />
areas will not be damaged or oversprayed.<br />
All accidental spatter or spillage shall be immediately cleaned<br />
and the damaged areas restored to its original condition. Prior to<br />
painting, all openings will be completely closed off by masking,<br />
any walks, signs, lighting fixtures, or any other items not scheduled<br />
to be painted, shall be protected from damage by preparation<br />
or painting. All areas are to be left in a clean and orderly manner<br />
upon completion of each day’s work.<br />
4. Materials - All materials shall be of high quality, free of<br />
defects that could cause premature failure of the paint, wood,<br />
caulking, siding, etc. Specific product information is as follows:<br />
a. Caulking - Shall be a 25 year, or more, warranted,<br />
silicone paintable caulking product.<br />
b. Primer - Oil based primer for general use, and Latex<br />
primer for use on galvanized metal surfaces.<br />
5. Application - All paints shall be applied in accordance with<br />
the manufacturer’s requirements and recommendations. The dried<br />
mil thickness of the paint coating shall be between 2.5 mils and 3.5<br />
mils. There will be no thinning of any of the paints used.<br />
These specifications are intended to help raise awareness in<br />
obtaining a finished quality painting product, and protection for<br />
the owner. They are not absolute and have been modified for this<br />
article.<br />
In regards to the finish paint material, the <strong>Southpark</strong><br />
Homeowners Association No. 2 has specified the manufacture,<br />
type and color of the finish paint that can be used. This information<br />
was previously sent to all homeowners who are required to<br />
paint their townhome by September 30th and can be found on the<br />
web site at www.southpark-hoa-org.<br />

2013 LNO Schedule<br />
Ladies Night Out is a fun way to network with the<br />
ladies of SouthPark while trying out new cuisines<br />
and restaurants around Denver and Littleton. LNO<br />
meets at 6:30 p.m. each month and we usually<br />

Market Update Spring 2013<br />
Overview<br />
The Denver Real Estate Market is going into new territory<br />
with data we haven’t seen since 1985! As you may know, we<br />
seem to be in a full Seller’s Market in most price ranges as<br />
inventory has continued to shrink. Two reasons for the inventory<br />
issue: First, many sellers are still waiting for prices to get<br />
to a point where they have enough equity to consider selling<br />
again and can afford to buy another home. Second, we have a<br />
unique time in the market where more homes went under contract<br />
in February than were newly listed! Thus, our single family<br />
home inventory went down again to approximately 5,500<br />
homes. Incredibly low!<br />
Real Estate 101 ~ Supply and Demand!<br />
We should see an increase of new listings over the next 3-4<br />
months, but if the trend continues, Buyers will gobble those<br />
new listings up as fast as they come on the market. We are seeing<br />
prices go up in some price ranges that were unimaginable a<br />
few months ago! If you’ve been thinking of putting your home<br />
on the market, now’s the perfect time. There are plenty of buyers<br />
now and you’ll avoid competition from other sellers.<br />
Market Metrics:<br />
By the numbers, the inventory of available homes for sale<br />
is 6,786 homes at February month end, 4,675 homes came onto<br />
the market, 5,033 homes were placed under contract, and 2,967<br />
homes closed for a closed dollar volume of $820 Million. The<br />
spring home selling market started early this year with the lowest<br />
month end inventory recorded for February month end.<br />
