A Publication of the SouthPark Homeowners Association Number 2, Inc.
Mandatory Water Restrictions Imposed
Watering Program for 2013 (per Denver Water rules)
On March 27, 2013, the Denver Water Commission Board officially declared
a Stage 2 drought which puts into effect mandatory watering restrictions for all
customers. This takes effect April 1, 2013. Some of the water rules imposed on
homeowners and the Association are as follows:
All Customers
• Trees and shrubs may be watered by hand-held hose or low-volume nonspray
irrigation on assigned days (Tuesday & Friday), but not between the
hours of 10 a.m. and 6 p.m.
• Washing of driveways and sidewalks is prohibited, except for health and
safety. This means garage floors and patios too.
• Flower and vegetables may be watered with a hand-held hose or lowvolume
non-spray irrigation on any day, but not between
the hours of 10 a.m. and 6 p.m.
• Personal vehicles may be washed at the owner’s home
on the assigned watering days only with a bucket or a
hose equipped with a automatic shut-off nozzle, but not
between the hours of 10 a.m. and 6 p.m.
To report water waste, call Denver Water at 303-893-2444.
Homeowners Association’s
Watering Restrictions
The Association enrolled in the Irrigation Efficiency Program in 2010 and the
Board of Directors has opted to apply for the pilot Water Budget Program versus
the two-day-a-week drought watering restriction. If approved, this will allow the
Association to water any day (except between the hours of 10 a.m. and 6 p.m.),
however, a reduction from the commonly used 18 gallons per square foot of
irrigable land per year to 12 gallons per square foot must be maintained. This is
a 35% reduction in the amount of water normally used. It is believed that this is
the best option to ensure the survival of the turf areas.
Though the Association may be allowed to water more frequently than the
two-day-a-week schedule, this does not mean that the turf areas will fully maintain
their lush, green landscaping. The 35% reduction will cause the turf areas
to look browned and dying. Even if the turf is browned, it does not necessarily
mean that the grass is dead. We will keep a close eye on the turf areas to help
ensure survival and to reduce any loss.
As a result of the restrictions being imposed, the Board of Directors has
decided to plant flowers only in flower beds that have a dedicated irrigation
system. If a flower bed’s irrigation system is tied into the turf irrigation system,
then the bed will not be planted with flowers. The reason for this is that
the flowers that are tied to the turf irrigation may not receive enough water to
properly survive. For complete information on these restrictions, please check
the Denver Water web site at www.denverwater.org.
Summer Pool Passes
For all you pool users,
the pool is scheduled to open
Saturday, May 25, 2013.
There is an important change
regarding how pool passes
will be distributed this year. Instead of having
pickup dates where homeowners are responsible
for coming to obtain their pool pass, the Board
of Directors has decided to have a group of volunteers
mail the pool passes and pool rules to all
non-delinquent homeowners. If the homeowner
is offsite (absentee), it will be their responsibility
to give the pool pass to
their tenant(s). On Saturday, May
11, 2013, volunteers will meet
at the clubhouse at 10 AM to
label, stamp and stuff nearly 548
envelopes. If you would like to
help, please contact Centennial
Management at 720-528-8557 or
send an email to Kevin Lavene at
Pet Waste Station
In an effort to minimize pet waste and help improve the cleanliness of the neighborhood,
the Board of Directors has approved the installation of a pet waste station
near 2871 and 2881 W. Long Dr. At this station there are hand bags for pet owners to
use for picking up the waste and a trash can for disposal. The landscape company will
empty the trash receptacle twice weekly.
Should the installation of this station provide positive results, the Board of
Directors will consider additional stations throughout the community. This station and
potential future stations will be at locations that are visible and accessible for all pet
owners. Pet owners are encouraged to use this station and as a reminder, to pick-up
after their pets while on the community property.
Overflowing Gutters
Plugged gutters and downspouts can cause serious damage to your townhome.
Water can back up under the edge of the roof, seep through the overhang and damage
the underside of the soffit. Additionally, overflowing water at the base of the foundation
can result in seepage of water into the basement of the townhome. Standing water
in the gutter also causes rusting, leaking gutters and ultimately will result in having to
replace the gutter.
With the number of large trees in the community and the general runoff of the
shingle material on the roofs, gutters need to be cleared and cleaned annually, preferably
semi-annually. The ideal time for cleaning is after the leaves have fallen from
the trees in the fall, but no later than early spring. If the winter weather comes early,
try to clean them as soon as possible when warm weather permits. If the gutters have
not been cleaned in some time, digging out of the debris from the gutter will probably
be required. Flushing the gutter with a water hose will clean out the rest of the debris
and determine if the downspout is clogged. Just cleaning out the gutter is not enough,
the downspout must be cleared as well. All gutters and downspouts on the townhome
need to be inspected and cleaned. Water from the guttering system needs to be deposited
through the downspout extension at least four (4) feet from the foundation of the
townhome.
The major problem with homeowners cleaning gutters is the fear of heights
or having a ladder to access the roof. Advertisers in the neighborhood newsletter,
handyman companies and some gutter companies offer this service. You should ask
the rate charged for this service before having it done, as it can vary from a flat rate
to an hourly rate. Protect yourself by asking the person or company about insurance
(workers compensation and general liability). Should they damage something or get
hurt while on your property, you may be liable.
Rock Walls Are Not Play Areas
It has been reported that children are playing on the tall rock walls at various locations
in the community. Parents please inform your children that playing on the rock
walls can be dangerous and not to play on these walls. In addition, animals such as
rabbits, snakes and skunks have been seen coming and going through the rock gaps.
Residents are encouraged to assist with advising children to stay off these walls.
Alleyway Safety Precautions
The alleyways behind the garages can be a dangerous. Parents
are advised to discourage their children from playing in the alleys
behind the garages. There are many other open areas within the
community that are safe and available for children’s activities. All
residents are encouraged to drive slowly and cautiously through
the alleyways and neighborhood. Before backing out of the
garage, check the surrounding area for pedestrians and obstacles.
Furthermore, the alleyways are posted fire lanes and vehicle parking
is prohibited.
Painting Specification Tips
By Dale Lavene, Community Association Manager
Annually I include this article in the newsletter concerning what
to watch for and ask for when selecting a painting contractor. Since
I have been in the condominium/townhome property management
industry since 1982, I have seen my share of poor paint jobs. With
proper written painting specifications, you will obtain competitive
proposals, a clear and concise understanding of the what is to be
done by the contractor and generally this will result in a quality
finished job.
I hope the following sample painting specifications will be useful
to those of you who must paint your townhome this year. But
most importantly, ask for references (hopefully other homeowners
in Southpark No. 2) from the contractors and if possible
visit and inspect the home that was painted by that contractor.
You may want to contact the Better Business Bureau.
GENERAL INFORMATION
These specifications have been designed to allow the contractors
to submit a bid.
General Requirements
1. The contractor shall furnish all labor, equipment, and materials,
as well as licenses and permits, required to execute and complete
the work outlined in these specifications.
2. The contractor shall carry General Liability, Worker’s
Compensation, Automobile, and any other insurance that may
be required to complete this project safely, and insure against
loss by the Association. Proof of insurance shall be required
prior to execution of the contract. The Worker’s Compensation
Policy must be sufficient to cover any workers engaged for this
project by the contractor.
3. The contractor shall examine the specifications and shall visit
buildings to determine the full extent of the work to be performed.
No allowance for lack of knowledge of obvious existing
conditions will be made after opening of bids.
4. No materials except those specified and approved shall be delivered
to the project site. All materials are to be delivered in original
containers with labels intact. Paint materials and equipment,
when not in actual use, shall be stored in places specifically
designated for that purpose. In the event an area is not available
for storage, the contractor shall remove all materials and tools
from the site at the close of each work day.
5. During the process of this work, safety shall be of the utmost
importance. The contractor shall at all times, take the necessary
steps to protect the public, the facilities, and the workers during
his operations. The contractor’s operations for the preparation of
painting and storage of materials shall be limited to areas designated
for this purpose. All areas are to be kept neat and clean at
all times. The contractor shall also employ all safety measures
possible for the prevention of fire.
6. The contractor shall be responsible for the protection of all surfaces
and objects inside and outside of the building. All painting
shall be done under favorable weather conditions, so as to insure
that no paint will be applied when surface or air temperature is
below 50 degrees Fahrenheit.
Scope
1. Surface preparation – All exterior trim where the paint surfaced
is flaking in widespread areas, or where end of wood pieces
are split and susceptible to decay shall be prepared, primed and/or
otherwise sealed. Where the lumber has rotted, or been damaged
beyond repair, new lumber shall be installed after being properly
continued on page 5

May 2013 / SouthPark 2 TIMES / www.southpark2-hoa.org Page 5
Painting Specification Tips, continued from page 4
primed and otherwise prepared. All exposed nails shall be reset,
or they may be pulled if there is nothing for them to grab onto, and
the hole filled with the appropriate caulk or wood filler. On areas
where the nails no longer hold, an exterior treated screw may be
used to secure the lumber or siding. All decayed paint, loose paint,
soil, concrete, oil and other foreign materials shall be removed
by scraping, sanding, wire brush or other mechanical means. A
garden hose with water under the regular tap pressure may be used
as needed. Power washing may be used if the work is done by an
experienced mechanic so as to eliminate the potential for water
soaking or other damage to the siding and trim.
Around all windows, all joints, along door frames, and any
other area that may be required, shall be caulked, using a high
quality exterior paintable caulking compound.
All bare areas revealed on the siding drip edges shall be
primed with an oil base primer. Particular attention must be paid
to this preparation item.
All this surface preparation, and any other preparation needed
but not specifically prohibited, is intended to provide a weatherproof,
quality surface for painting.
2. Primer - All exposed areas of the prepared surface shall be
primed with an oil-based prime coat, spread in accordance with
the manufacturer’s recommendations. Any exposed unpainted
galvanized surfaces shall be painted with an appropriate acrylic
latex primer. All areas with visible stains will have a stain-killer
applied. (Materials specifications will be discussed in a separate
section.)
3. Protection of Property and Surroundings - Personal
belongings remaining in the area will be protected by drop cloths
or plastic. Care will be exercised to insure that the surrounding
areas will not be damaged or oversprayed.
All accidental spatter or spillage shall be immediately cleaned
and the damaged areas restored to its original condition. Prior to
painting, all openings will be completely closed off by masking,
any walks, signs, lighting fixtures, or any other items not scheduled
to be painted, shall be protected from damage by preparation
or painting. All areas are to be left in a clean and orderly manner
upon completion of each day’s work.
4. Materials - All materials shall be of high quality, free of
defects that could cause premature failure of the paint, wood,
caulking, siding, etc. Specific product information is as follows:
a. Caulking - Shall be a 25 year, or more, warranted,
silicone paintable caulking product.
b. Primer - Oil based primer for general use, and Latex
primer for use on galvanized metal surfaces.
5. Application - All paints shall be applied in accordance with
the manufacturer’s requirements and recommendations. The dried
mil thickness of the paint coating shall be between 2.5 mils and 3.5
mils. There will be no thinning of any of the paints used.
These specifications are intended to help raise awareness in
obtaining a finished quality painting product, and protection for
the owner. They are not absolute and have been modified for this
article.
In regards to the finish paint material, the Southpark
Homeowners Association No. 2 has specified the manufacture,
type and color of the finish paint that can be used. This information
was previously sent to all homeowners who are required to
paint their townhome by September 30th and can be found on the
web site at www.southpark-hoa-org.
Market Update Spring 2013
Overview
The Denver Real Estate Market is going into new territory
with data we haven’t seen since 1985! As you may know, we
seem to be in a full Seller’s Market in most price ranges as
inventory has continued to shrink. Two reasons for the inventory
issue: First, many sellers are still waiting for prices to get
to a point where they have enough equity to consider selling
again and can afford to buy another home. Second, we have a
unique time in the market where more homes went under contract
in February than were newly listed! Thus, our single family
home inventory went down again to approximately 5,500
homes. Incredibly low!
Real Estate 101 ~ Supply and Demand!
We should see an increase of new listings over the next 3-4
months, but if the trend continues, Buyers will gobble those
new listings up as fast as they come on the market. We are seeing
prices go up in some price ranges that were unimaginable a
few months ago! If you’ve been thinking of putting your home
on the market, now’s the perfect time. There are plenty of buyers
now and you’ll avoid competition from other sellers.
Market Metrics:
By the numbers, the inventory of available homes for sale
is 6,786 homes at February month end, 4,675 homes came onto
the market, 5,033 homes were placed under contract, and 2,967
homes closed for a closed dollar volume of $820 Million. The
spring home selling market started early this year with the lowest
month end inventory recorded for February month end.
February Market Facts:
At February month end, the inventory of homes available
on the market at 6,786 homes reached another new low
since January 1985. With this in mind, the Month’s Supply of
Inventory is 1.75 months for Single Family and 1.60 months for
Condos. Month’s Supply of Inventory is calculated by taking the
last twelve months homes sold numbers and calculating an average.
This number is then divided into the month end inventory to
produce the Month’s Supply of Inventory.
Advice to Sellers:
The Denver/Littleton market is in the midst of the spring
home selling market and overall, Denver/Littleton is experiencing
a seller’s market. Looking to sell your home now? What do
you need to know? Well, let’s begin with the basics. Below are
some questions that you need to ask yourself:
• What is my home worth?
• How does my home compare to the competition?
• Do I have enough equity in my home to sell it today?
• Is now the right time to sell my home?
• What are Buyers looking for?
• What does first impression mean?
• What do I need to do to make my home marketable?
• Should I invest in remodeling?
• Will my home sell?
• If my home sells, what are my next steps?
Buyer demand continues very strong and the inventory of
homes available for sale is at an all time low for this time of year.
While this can be portrayed as a “seller’s market”, each and every
home is unique which suggests professional assistance in selling
the home.
Remember, Real Estate is local, contact me to discuss the
options available to you.
Advice to Buyers:
Be an informed buyer. Know what you need versus what you
want. Get pre-qualified for your loan so you can act quickly when
you find the right home. Be prepared to compete with other buyers.
We can counsel you on the best strategies in preparing your
offer. In this sellers’ market, there can be stiff competition for
homes that show well and are well priced, which suggests professional
assistance in buying a home.
Best wishes and Cheers! Happy Spring!
