Department Overview<br />
The Planning, Building Infrastructure <strong>and</strong> Construction Department has five distinct areas of<br />
responsibility that all work together. The five areas are Planning, Preventive Maintenance,<br />
General Construction (includes Playgrounds), Construction Maintenance (Wood Shop) <strong>and</strong><br />
the Sign Shop.<br />
Planning is responsible for planning, design, <strong>and</strong> construction of all capital construction<br />
projects identified in the annual budget. This includes: grant writing, cost estimates,<br />
coordination with project partners, selection <strong>and</strong> hiring of professional design consultants,<br />
public/neighborhood meetings, master planning, design development, production of<br />
construction documents, approval by regulatory agencies, formal <strong>and</strong> informal bidding,<br />
construction observation, approval of contractor’s pay applications, project close out <strong>and</strong><br />
budgetary reporting. Planning is also responsible for working with the cities <strong>and</strong> counties to<br />
review development plans <strong>and</strong> obtain new parks/facilities or cash in lieu of park<br />
development, coordination of easement requests <strong>and</strong> recommendation of easement fees to the<br />
Board of Directors, <strong>and</strong> cooperatively working with cities, counties, special districts <strong>and</strong><br />
other outside resources to collectively fund capital construction projects.<br />
Preventive Maintenance is responsible for skilled labor tasks to maintain electrical,<br />
mechanical <strong>and</strong> plumbing equipment at all the District’s parks <strong>and</strong> facilities through the online<br />
work order system. This includes: routine maintenance <strong>and</strong> repair on air conditioners,<br />
evaporator coolers, heat pumps, water heaters, boilers, furnaces, fans, heat exchangers,<br />
compressors, chillers, condensers, toilets, drinking fountains, showers, lighting systems, park<br />
lights, parking lot lights, park shelter lights, <strong>and</strong> park restroom lights. The changing of filters<br />
<strong>and</strong> belts, cleaning of coils, replacing light bulbs, indoor <strong>and</strong> outdoor pool start-up <strong>and</strong> shutdown<br />
are examples of the routine maintenance performed by this group.<br />
General Construction is responsible for skilled labor tasks including: playground<br />
installation/renovation, concrete flatwork installation/repair, tenant finish at facilities, facility<br />
remodels, memorial bench installations, excavation <strong>and</strong> trucking, painting, <strong>and</strong> completing<br />
work orders through the on-line work order system.<br />
Department Overview (continued)<br />
Playgrounds are responsible for skilled labor tasks including: maintenance, installation <strong>and</strong><br />
safety inspections for playgrounds, skateparks, <strong>and</strong> inline hockey rinks throughout the<br />
District. Example tasks are graffiti removal, playground wood chip replenishment, deck <strong>and</strong><br />
slide replacements, <strong>and</strong> swing chain replacement.<br />
Construction Maintenance (Wood Shop) is responsible for production of custom cabinetry,<br />
woodworking repair, shelving units, installing laminate on counter tops, <strong>and</strong> all of the duties<br />
of the general construction crews on an as needed basis.<br />
