S.T.A.R.P.R. - Safety, Teamwork, Accountability, Respect, Partnerships, <strong>and</strong> Resource<br />

Conservation<br />

TABOR – (Taxpayer’s Bill of Rights) an amendment to the Colorado Constitution approved<br />

by voters in November of 1992, incorporated in the State Constitution as Section 20 of<br />

Article X. The amendment limits growth in both state <strong>and</strong> local government revenue <strong>and</strong><br />

expenditures, makes provisions for annual elections, <strong>and</strong> required voter approval for tax<br />

increases.<br />

Taxes – Compulsory charges levied by a governmental unit for the purpose of financing<br />

serviced performed for the common benefit.<br />

Transfers – Amounts distributed from one fund to finance activities in another fund.<br />

UD&FCD – Urban Drainage <strong>and</strong> Flood Control District<br />

US Government Agency Securities - A security, usually a bond, issued by a U.S.<br />

government-sponsored agency. The offerings of these agencies are backed by the<br />

government, but not guaranteed by the government. Some prominent issuers of agency<br />

securities are Federal National Mortgage Association (Fannie Mae) <strong>and</strong> Federal Home Loan<br />

Mortgage Corporation (Freddie Mac).<br />

US Government Securities - direct government obligations, that is, debt issues of the U.S.<br />

government, such as Treasury bills, notes, <strong>and</strong> bonds.<br />

VPN - A VPN (Virtual Private Network) is a form of communication over networks that are<br />

public in ownership, but emulate a private network in terms of security.<br />

WAN – (Wide Area Network) a computer network that spans a relatively large geographical<br />

area, typically connecting several local-area networks (LANs).<br />

Water Rights - Water rights includes the direct cost of acquisition, legal <strong>and</strong> engineering<br />

fees related to the development <strong>and</strong> augmentation of water rights.<br />

XL Report Writer – the financial reporting software used by the District.<br />
