<strong>South</strong> <strong>Suburban</strong> Park <strong>and</strong> <strong>Recreation</strong> District<br />

Profile of the District<br />

The District has seven departments which are organized by function: Administration,<br />

Finance, Information Technology, Planning Building Infrastructure <strong>and</strong> Construction, <strong>Parks</strong><br />

<strong>and</strong> Open Space, <strong>Recreation</strong> Services <strong>and</strong> Facilities, <strong>and</strong> Golf.<br />

Administration includes human resources, communications, <strong>and</strong> general<br />

administration.<br />

The Finance department is responsible for cash management, cash disbursements,<br />

payroll, cash receipts, financial reporting, preparation of the District’s budget <strong>and</strong><br />

Comprehensive Annual Financial Report, as well as, implementing <strong>and</strong> monitoring<br />

the District’s internal control structure.<br />

The Information Technology department is responsible for maintaining <strong>and</strong> securing<br />

the District’s information systems.<br />

The Planning, Building Infrastructure <strong>and</strong> Construction department manages internal<br />

construction <strong>and</strong> preventative maintenance, as well as, planning <strong>and</strong> coordinating<br />

most of the District’s capital projects.<br />

The <strong>Parks</strong> <strong>and</strong> Open Space department is responsible for maintaining parks, open<br />

space, trails, <strong>and</strong> maintenance equipment.<br />

<strong>Recreation</strong> Services <strong>and</strong> Facilities department manages all the District’s recreation<br />

facilities <strong>and</strong> athletic programs.<br />

The Golf department oversees the District’s four golf courses.<br />

All departments work cooperatively to accomplish the mission <strong>and</strong> goals of the District.<br />

Economic Outlook<br />

The District is located toward the southern edge of the Denver metropolitan area, eight miles<br />

south of downtown Denver, <strong>and</strong> its economy reflects the general economic conditions of the<br />

area. The Denver Metro population is estimated to be over 2.8 million people, while the<br />

District’s population is around 135,000. A number of economic indicators point toward a<br />

continuation of a sluggish local economy. The metro area unemployment rate as of August<br />

2011 was 8.7% compared to 8.9% in August of 2010. As of August 2011, the unemployment<br />

rate in Arapahoe, Douglas, <strong>and</strong> Jefferson counties was 8.5, 4.7, <strong>and</strong> 9.9 respectively. The<br />

consumer price index increased 3.8% from the first half of 2010 to the first half of 2011 in<br />

the Denver-Boulder-Greeley metropolitan areas. The median Denver-area previously owned<br />

single-family home price decreased 0.9% from the second quarter of 2010. The median price<br />

for resale of single family residences <strong>and</strong> condos as of the first quarter of 2011 in Arapahoe,<br />

Douglas, <strong>and</strong> Jefferson Counties was $172,000, $287,000, <strong>and</strong> $215,000 respectively. On a<br />

positive note, the number of foreclosure filings is down 32% from June 2010.<br />
