2010 1 Mill Fund <strong>Budget</strong> Overview<br />

The 2010 1 Mill Fund is used to account for property taxes received from the 2010 1 Mill tax<br />

that are restricted for acquisition of parks, open space <strong>and</strong> natural areas, acquisition <strong>and</strong><br />

development of trails, <strong>and</strong> development <strong>and</strong> maintenance of open space, parks, <strong>and</strong> trails<br />

(approved by voters in 2010, beginning in 2011 <strong>and</strong> continuing for ten years). Funds from<br />

the previous 1 Mill tax were accounted for in the General Fund. Staff recommended a<br />

separate special revenue fund for the new 1 mill tax. This will improve accountability <strong>and</strong><br />

reporting.<br />

The budget was calculated using the assessed valuation from the District <strong>and</strong> also using<br />

estimates for qualifying capital projects. The <strong>2012</strong> <strong>Budget</strong> includes $2,222,889 for Property<br />

Tax Revenue, $100,000 for Intergovernmental Revenue (represents funding for joint projects<br />

coming out of the 2010 1 Mill Fund), $468,150 for Capital Projects, <strong>and</strong> $945,370 for<br />

undesignated (contingency).<br />

New in the <strong>2012</strong> <strong>Budget</strong> for the 2010 1 Mill Fund are the water expenditures for park<br />

irrigation. In previous years this expenditure was budgeted in the General Fund. The<br />

amount estimated for <strong>2012</strong> is $1,119,688. Actual water expenditures will vary depending on<br />

the temperature <strong>and</strong> the amount of rain. The budget amount is generated using historical<br />

information, <strong>and</strong> any anticipated fee changes in the market place.<br />
