Conservation Trust Fund <strong>Budget</strong> Overview<br />

Conservation Trust Fund Description<br />

The Colorado Constitution, as amended in 1992, states that the net proceeds of the Colorado<br />

Lottery are to be used for state <strong>and</strong> local parks, recreation facilities, open space,<br />

environmental education, <strong>and</strong> wildlife habitats. This fund is used to account for the lottery<br />

proceeds received from the State of Colorado that are legally restricted for park <strong>and</strong><br />

recreation purposes. The major revenue source for the Conservation Trust Fund is lottery<br />

proceeds. The fund is also allowed to record interest earnings. All expenditures are for<br />

parks <strong>and</strong> recreation capital projects.<br />

Lottery fund distributions are received on a quarterly basis from the Colorado Department of<br />

Local Affairs, Division of Local Governments. Lottery fund are distributed on a per capita<br />

basis, with cities <strong>and</strong> counties receiving one full per person allocation. Special districts,<br />

within a county, receive one half per person allocation with the other half going to the county<br />

where the special district is located. For special districts, within a city, they also receive one<br />

half per person allocation with the other half going to the city. Population estimates are<br />

updated by the Division of Local Governments annually by July 1 st .<br />
