General Fund <strong>Budget</strong> Overview<br />

Property Taxes<br />

Property taxes are levied by the District’s Board of Directors. The levy is based on assessed<br />

valuations determined by the County Assessors as of January 1 of each year. The levy is<br />

normally set December 15 by certification to the County Commissioners to put the tax lien<br />

on the individual properties as of January 1 of the following year. The County Treasurers<br />

collect the determined taxes during the ensuing calendar year. The taxes are payable by<br />

April, or if in equal installments, at the taxpayer's election, in February <strong>and</strong> June. Delinquent<br />

taxpayers are notified in August <strong>and</strong> sales of the tax liens on delinquent properties are<br />

normally held in November or December. The County Treasurers remit the taxes collected<br />

monthly to the District less a 1.5 % collection fee. The annual budget for Property taxes is<br />

based on the assessed valuation received from each county <strong>and</strong> the historical collection rate.<br />

Specific Ownership Tax<br />

This revenue source is collected by each of the counties the District is in (Arapahoe,<br />

Douglas, <strong>and</strong> Jefferson). It represents the ownership tax portion of the vehicle registration<br />

fee, which is based on the taxable value of the purchased vehicle. The County Treasurers<br />

allocate <strong>and</strong> remit the taxes collected monthly to the District. The allocation is based on the<br />

District’s property tax revenue as a percent of the total property tax revenue of all entities<br />

within the county. The budget amount is generated using historical information <strong>and</strong> any<br />

anticipated future changes in the market place.<br />
