The regular monthly meeting <strong>of</strong> the <strong>Loudoun</strong> <strong>County</strong> <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> was held on<br />

Monday, June 17, 2013, at 7:30 P.M., at the Rust <strong>Library</strong>, 380 Old Waterford Road NW,<br />

Leesburg, VA 20176 the Chair and Secretary were both present.<br />

I. CALL TO ORDER<br />

Presiding Chair, Ms. Nancy Nuell called the meeting to order at 7:30 PM and asked for a<br />

moment <strong>of</strong> silence.<br />

Twenty-one members <strong>of</strong> the public provided public input regarding the <strong>Library</strong> <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong> agenda items; How <strong>Library</strong> Services will absorb the Reduction <strong>of</strong> the two FTE<br />

Positions and the two proposed Facilities Use Policies. Full comments can be heard on the<br />

<strong>of</strong>ficial meeting recording, housed at <strong>Library</strong> Administration, 102 North Street NW, Suite A<br />

BOARD COMMENTS<br />

Trustee, Mr. Hadden reported it has been a pleasure serving two full terms on the <strong>Library</strong><br />

<strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> and thanked the public and community for their support.<br />

Trustee, Mr. Maio thanked Mr. Hadden for his eight years <strong>of</strong> service to the <strong>Library</strong> <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong> and the community. Mr. Maio also thanked the citizens for their public comments<br />

and their support for the <strong>Loudoun</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong> System.<br />

Trustee, Mr. Stepnick thanked the citizens for their public comments. Mr. Stepnick stated it<br />

has been a pleasure to serve on the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> with Mr. Hadden.<br />

Trustee, Mr. Miller thanked Mr. Hadden for his eight years <strong>of</strong> service and his commitment to<br />

the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>, <strong>Loudoun</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong>, <strong>Loudoun</strong> <strong>County</strong> citizens and<br />

for the years in the past that he served as a librarian. Mr. Miller thanked the citizens that<br />

participated and provided public input.<br />

Trustee, Mr. Jensen thanked the citizens for providing their comments and for the passion in<br />

which the comments were presented. Mr. Jensen thanked Mr. Hadden for his dedication<br />

and service he provided to the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> Trustee members and to the community that<br />

it serves.<br />

Trustee, Ms. Veith thanked Mr. Hadden for his valued service he provided to the citizens,<br />

the library system and the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>. Ms. Veith thanked the citizens for their public<br />

comments and for the depth and sincerity in which the comments were presented to the<br />

board.<br />

Trustee Chair, Ms. Nuell thanked the citizens for their input and public comments. Ms. Nuell<br />

stated that the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> treasures the opportunity to be engaged with the<br />

communities that the board serves, especially on topics <strong>of</strong> such importance. Ms. Nuell<br />

personally thanked Mr. Hadden for his insight, dedication and valued service he provided<br />

throughout the years to the board, the library system and the communities that it serves.<br />

DIRECTOR’S COMMENT<br />

Ms. Liu thanked the citizens for attending the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> meeting and for<br />

providing such truly valued and appreciated comments. Ms. Liu thanked Mr. Hadden for his<br />

eight years <strong>of</strong> service as a <strong>Library</strong> <strong>Board</strong> <strong>of</strong> Trustee member and for his dedication,<br />

commitment, insight and wisdom that he provided while serving as a board member.<br />

AGENDA CHANGES<br />

Mr. Maio requested that Action Item 04, Facilities Use Policy be repositioned on the agenda<br />

to Action Item 01 and that Action Item 06, Reconsideration <strong>of</strong> How <strong>Library</strong> Services will<br />

Absorb the Reduction <strong>of</strong> the 2 FTE Positions, be repositioned on the agenda to Action Item<br />

02. The motion was seconded and approved, by a vote <strong>of</strong> 7-0-0-2. (yes/abstain/no/not<br />

present)<br />

READING AND APPROVAL OF MINUTES<br />

Ms. Nuell requested a motion to approve the minutes <strong>of</strong> the May 15, 2013 <strong>Library</strong> <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong> regular meeting. The meeting minutes <strong>of</strong> the May 15, 2013 <strong>Library</strong> <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong> regular meeting were read and approved, the motion was seconded and approved,<br />

by a vote <strong>of</strong> 6-0-0-3.<br />

V. ACTION ITEMS<br />

AI04 Facilities Use Policy:<br />

Ms. Liu stated that <strong>Loudoun</strong> <strong>County</strong>’s Facilities Use Policy specifically states that <strong>Loudoun</strong><br />

<strong>County</strong> <strong>Public</strong> <strong>Library</strong> facilities are excluded from the <strong>County</strong>’s Facilities Use Policy. Ms. Liu<br />

stated that there is a specific need for the <strong>Loudoun</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong> system to have a<br />

facilities use policy. Ms. Liu stated, based on the directives from the <strong>Library</strong> <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong>, library staff worked together to draft two versions <strong>of</strong> a Facilities Use Policy. The<br />

first proposal <strong>of</strong> the Facilities Use Policy would allow the use <strong>of</strong> the library lobbies by groups<br />

and individuals and the other proposal would not allow the use <strong>of</strong> library lobbies by groups<br />

and individuals. Ms. Liu stated that if either <strong>of</strong> the Facilities Use Policies is approved that<br />

the approved Facilities Use Policy would eliminate several <strong>of</strong> the current library policies.<br />

The current library policies that would be eliminated would include:<br />

• <strong>Library</strong> Policy (6) Displays and Exhibits<br />

• <strong>Library</strong> Policy (12) Handouts and Bulletin <strong>Board</strong>s<br />

• <strong>Library</strong> Policy (21) Meeting Room Use<br />

• <strong>Library</strong> Policy (23) Petition Signing<br />

• <strong>Library</strong> Policy (26) <strong>Public</strong> Art in <strong>Library</strong> Buildings<br />

Ms. Nuell requested a motion to approve proposal one or proposal two <strong>of</strong> the Facilities Use<br />

Policy. Mr. Maio moved to approve proposal two <strong>of</strong> the Facilities Use policy with a friendly<br />

amendment. In Mr. Maio’s friendly amendment he suggested to add to the first paragraph <strong>of</strong><br />

the Lobbies and Unspecified <strong>Library</strong> Spaces section <strong>of</strong> the policy, that we will allow nonpartisan<br />

petition drives. In the fourth paragraph he requested to add the words Federal and<br />

Commonwealth. The motion was seconded. Ms. Nuell opened the floor for discussion<br />

amongst the <strong>Trustees</strong>. Ms. Nuell requested another friendly amendment saying the new<br />

policy should include instances where there is no lobby space or there is limited lobby<br />

space, the <strong>Library</strong> Branch Manager should have the authority to determine where and how<br />

voter registration can be set up to optimize access as requested by the board. Mr. Maio<br />

accepted Ms. Nuell’s friendly amendment. Mr. Stepnick requested a friendly amendment to<br />

not include allowing non-partisan petition drives. Mr. Maio accepted Mr. Stepnick’s friendly<br />

amendment. Ms. Nuell asked for a vote on the motion. The motion with the requested<br />

<strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> Minutes Page 2 6/17/2013

friendly amendments was approved by a vote <strong>of</strong> 7-0-0-2. The approved motion included the<br />

following friendly amendments: add the words Federal and Commonwealth in the fourth<br />

space, the <strong>Library</strong> Branch Manager has the authority to determine where and how voter<br />

AI06 Reconsideration <strong>of</strong> How <strong>Library</strong> Services will absorb the Reduction <strong>of</strong> the 2 FTE<br />

Positions:<br />

Mr. Jensen moved that the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> reconsider closing the Cascades<br />

<strong>Library</strong> for half a year on Sunday and Ashburn <strong>Library</strong> for the other half <strong>of</strong> the year on<br />

Sunday, which was voted on and approved at the May <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> regular<br />

meeting. The motion was seconded and approved by a vote <strong>of</strong> 6-0-1-2. Mr. Stepnick<br />

moved to approve the staff recommendation that <strong>Loudoun</strong> <strong>County</strong> <strong>Public</strong> <strong>Library</strong> continues<br />

the current level <strong>of</strong> service and maintains the same number <strong>of</strong> operating hours in FY14,<br />

despite the two FTE reductions determined by the BOS. Staff will analyze the impact <strong>of</strong> the<br />

two RFID sorting systems, keep more detailed statistics <strong>of</strong> the children’s programs, and be<br />

prepared to make recommendations for future services, hours, and staffing for FY15. The<br />

motion was seconded. Ms. Nuell opened the floor for discussion amongst the <strong>Trustees</strong>.<br />

The motion was approved by a vote <strong>of</strong> 7-0-0-2.<br />

REPORTS<br />

A. FRIENDS OF LIBRARY OUTREACH REPORT<br />

The Friends <strong>of</strong> <strong>Library</strong> Outreach board member, Mr. Lee Hadden reported on behalf <strong>of</strong><br />

the Friends <strong>of</strong> <strong>Library</strong> Outreach. The report was received and placed on file.<br />

B. OUTREACH SERVICES REPORT<br />

The Outreach Services Manager, Ms. Virginia LaRocque provided a presentation on<br />

Outreach Services and the services that are <strong>of</strong>fered to the community. The report was<br />

received and placed on file.<br />

C. DIRECTOR’S REPORT<br />

The Director’s Report was presented by the <strong>Library</strong> Director, Ms. Chang Liu. The report<br />

was received and placed on file.<br />

II01 Parental Control <strong>of</strong> the Circulation <strong>of</strong> Movies and Video Games by minors:<br />

Ms. Liu reported that in the April <strong>Board</strong> <strong>of</strong> Supervisors Finance Government Operations and<br />

Services (FGOS) meeting the board approved the request to renew the contract for library<br />

materials. Ms. Liu reported that the <strong>Board</strong> <strong>of</strong> Supervisors invited members from <strong>Library</strong><br />

<strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> to attend the July 9, 2013, <strong>Board</strong> <strong>of</strong> Supervisors FGOS meeting at 5:00<br />

PM to discuss the policies on minor’s access to R-rated movies and M-rated video games.<br />

ACTION ITEMS<br />

AI03 <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> Proclamation <strong>of</strong> Service:<br />

Ms. Nuell read and presented <strong>Library</strong> <strong>Board</strong> <strong>of</strong> Trustee, Mr. Lee Hadden with a <strong>Library</strong><br />

<strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> Proclamation <strong>of</strong> Service.<br />

AI04 Election <strong>of</strong> <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> Officers:<br />

Mr. Hadden announced that the nominees for <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> Chair are Mr. Mark<br />

Miller and Mr. Thomas Jensen and the nominees for <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>, Vice Chair<br />

are Ms. Jackquelyn Veith and Mr. Larry Stepnick. Mr. Jensen and Mr. Stepnick both<br />

declined the nominations <strong>of</strong> Chair and Vice Chair. Ms. Nuell asked the <strong>Trustees</strong> if there<br />

were any other nominations. Ms. Nuell requested a motion to approve the slate <strong>of</strong> <strong>of</strong>ficers as<br />

presented. Mr. Hadden moved to appoint Mr. Mark Miller as the <strong>Board</strong> Chair and Ms.<br />

Jackquelyn Veith as the <strong>Board</strong>, Vice Chair. The motion was seconded and approved by a<br />

vote <strong>of</strong> 6-1-0-2.<br />

AI05 Uran Gift Fund Transfer:<br />

Ms. Liu requested that the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> approve transferring $30,000 from the<br />

Uran Gift Trust Fund into the <strong>Library</strong> Operating Budget. Ms. Liu requested that $5,000 be<br />

transferred into the materials collection budget line and $25,000 into the programming<br />

budget line. The $25,000 will be used to fund the purchasing <strong>of</strong> the books for the one-bookone-community<br />

program. Mr. Miller moved to approve the recommendation to transfer a<br />

total <strong>of</strong> $30,000 from the Uran Gift Trust Fund to the <strong>Library</strong> Operating Budget, with $25,000<br />

to the Programming Budget and $5,000 to the Collections Budget. The Motion was<br />

seconded and approved by a vote <strong>of</strong> 7-0-0-2.<br />

AI06 Revisions and Approval <strong>of</strong> <strong>Library</strong> Policies:<br />

Ms. Liu reported that annually the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> reviews all the <strong>Library</strong> Policies<br />

and votes on the recommended changes to these policies at the <strong>Board</strong>’s monthly meeting in<br />

June. Once the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> approves the presented policies they go into<br />

effective July 1. Mr. Hadden moved that the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> reaffirm and<br />

approved the <strong>Library</strong> Policies as presented. The motion was seconded and approved by a<br />

vote <strong>of</strong> 7-0-0-2.<br />

AI07 Executive Session: Director’s Evaluation<br />

Mr. Miller read the motion for convening into Executive Session.<br />

Pursuant to Section 2.1-344 <strong>of</strong> the Code <strong>of</strong> Virginia, I move that the <strong>Loudoun</strong> <strong>County</strong><br />

<strong>Public</strong> <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> recess this public meeting and enter into executive<br />

session. The authority for this executive session is found in Section 2.1-344(a)<br />

Subsection 7. The purpose <strong>of</strong> the executive session is to conduct the Director’s<br />

performance evaluation. The motion was seconded and approved, by a vote <strong>of</strong> 7-0-0-2.<br />

Mr. Miller moved that the Resolution Certifying the Executive Session be adopted and<br />

reflected in the minutes <strong>of</strong> the public meeting. Whereas, the <strong>Loudoun</strong> <strong>County</strong> <strong>Public</strong><br />

<strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> has this 17 th day <strong>of</strong> June, convened in executive session by<br />

an affirmative recorded vote and in accordance with the provisions <strong>of</strong> the Virginia<br />

Freedom <strong>of</strong> Information Act:<br />

Now, therefore, be It resolved that the <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> does hereby certify<br />

that to the best <strong>of</strong> each members’ knowledge, (1) only public business matters lawfully<br />

exempted from open meeting requirements under the Freedom <strong>of</strong> Information Act were<br />

discussed in the executive session to which this certification applies; and (2) only such<br />

public business matters as were identified in the motion by which the said executive<br />

session was convened were heard, discussed or considered by the <strong>Library</strong> <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong>. Therefore I move that the resolution be adopted and reflected in the minutes<br />

<strong>of</strong> the public meeting. The motion was seconded and approved by a vote <strong>of</strong> 7-0-0-2.<br />

Meeting <strong>of</strong> <strong>Library</strong> <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong><br />

Director’s Report<br />

Branches<br />

• Construction on the expansion at Middleburg <strong>Library</strong> was completed this month,<br />

including painting, lighting, and carpeting. Middleburg is closed for three weeks from<br />

July 21st until August 11th so that the older part <strong>of</strong> the building can be refurbished and<br />

to integrate the new and the old parts <strong>of</strong> the facility so that it is a single, consistent unit,<br />

functionally and aesthetically. The newly renovated Middleburg <strong>Library</strong> will re-open on<br />

August 12th with an <strong>of</strong>ficial Grand Opening Ceremony scheduled for Saturday,<br />

September 7th at 9:30 am.<br />

• Ashburn <strong>Library</strong> hosted a number a number <strong>of</strong> outstanding and engaging programs this<br />

month. Harry Potter’s 33rd birthday, including cake, butter beer, and Bertie Bott’s Every<br />

Flavour Beans, was celebrated with 32 teen attendees. Dulles-based Orbital Sciences<br />

provided a virtual tour to 22 library patrons, who enjoyed an engaging afternoon<br />

hearing about satellites and rockets made right in our backyard.<br />

• Lovettsville <strong>Library</strong> launched a new program this month: 50+ and More: Fitness and<br />

Strength with Summer Tai Chi consisted <strong>of</strong> four weekly, hour-long sessions that were<br />

attended by an average <strong>of</strong> 11 patrons. Plans for continuing this program with Winter Tai<br />

Chi are already in place.<br />

• Rust <strong>Library</strong> saw their meeting room filled to capacity with patrons <strong>of</strong> all ages for their<br />

visit from NBC4 meteorologist Tom Kierein. Mr. Kierein delighted and educated the <strong>of</strong><br />

250 with the science behind weather events like the Derecho, Hurricane Sandy, this<br />

year’s heat wave, and all the weather In Your Backyard.<br />

• Purcellville teens demonstrated their talent with photography by entering 42 photos in<br />

the Teen Photo Contest under three categories: People in My Neighborhood, Places in<br />

My Neighborhood, and Things in My Neighborhood. The photos are currently on display<br />

at Purcellville <strong>Library</strong> for patrons to enjoy.<br />

• Sterling <strong>Library</strong> continued to host very successful Wednesday afternoon programs<br />

funded by the <strong>Loudoun</strong> <strong>Library</strong> Foundation with an average attendance <strong>of</strong> 75 people<br />

with Reptiles Alive pulling in the largest crowd <strong>of</strong> 118.


Collection<br />

The new Oracle System is in place and we are back to ordering new items on schedule. We<br />

have also had several days where we filled over 300 holds!<br />

Programming<br />

• Summer Reading Program sign-up increased by 40% with the adult registration up by<br />

245%. Teens, children and adults participated in 56 programs funded by the <strong>Loudoun</strong><br />

<strong>Library</strong> Foundation, Inc. More than 200 community members attended the<br />

“Bubblemania!” program at the Cascades <strong>Library</strong>. Funding for this annual special<br />

presentation is received from the James Horton for the Arts Trust Fund.<br />

• Our 1book1community selection is The Boy Who Harnessed the Wind by William<br />

Kamkwamba. This signature event which is funded by the Irwin Uran Gift Fund is<br />

celebrating its 10th anniversary. This year the children’s edition <strong>of</strong> the title will also be<br />

available to the community. The children’s book is being funded by the A.V. Symington<br />

Gift Fund. The books are available to the public on Monday, September 9 at all<br />

Staff recommends that the LBOT approve $150,000 <strong>of</strong><br />

Symington Trust Fund to be used by <strong>Library</strong> staff during<br />

FY2014.<br />

In the past, the LBOT never set an annual budget for the use<br />

<strong>of</strong> the Symington Trust Fund, though the LBOT has been<br />

setting an annual budget for the use <strong>of</strong> the Irwin Uran Gift<br />

Fund. Staff feels that it would be prudent to follow the same<br />

procedure for both funds. In FY2014, $150,000 would cover<br />

Symington Press lease and operating costs, special<br />

programming at Rust <strong>Library</strong>, physical improvements to Rust<br />

<strong>Library</strong>, non-floating library materials for Rust <strong>Library</strong>, and<br />

other miscellaneous expenditures consist with the intention <strong>of</strong><br />

the Symington Trust Fund.<br />
