The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T is a SOLE SOURCE mobile fire pump testing and training unit<br />

from draft laboratory and is exclusively manufactured by <strong>Weis</strong> <strong>Fire</strong> & <strong>Safety</strong> <strong>Equipment</strong> Company,<br />

Inc. in Salina, Kansas. The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T offers unmatched simplicity, accuracy and<br />

safety allowing a true fire pump test from draft with clean clear water. The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong><br />

A/T is a proven testing and training device since 2002 testing thousands of fire trucks by<br />

municipalities, government agencies, commercial and industrial fire apparatus service agencies<br />

utilizing the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T. This unit performs pump service tests up to 3,000 plus<br />

GPM as per NFPA-1911 and ISO Guidelines.<br />

Conventional testing of a pumper has involved the grueling task of finding a standing water<br />

source such as swimming pools, lakes or streams. Suitable water sources are becoming more<br />

difficult to access and water levels are unpredictable. Water cleanliness can vary causing abrasive<br />

premature pump wear. Test pits often contain dirty run off water and sediment and require<br />

transport to and from. The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T comes with all hoses, a complete set of<br />

testing discharge tips, and a portable testing <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T telescoping monitor<br />

station. Pump testing can be done at the firehouse or a desired location with no apparatus or<br />

personnel downtime in the event of an emergency fire call.<br />

The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T allows you to perform a true pump test from draft creating a<br />

suction lift requiring the use of a primer as per NFPA 1911-2007 Edition, Section 18.7.5.1. This<br />

makes sure the engine and fire pump are performing with the correct horsepower and the fire<br />

pump is pumping the correct GPM. This service test is done by working from a suction lift<br />

throughout the test with flowing clean clear water as per NFPA-1911 up to 3000 GPM. This service<br />

also allows you to test your fire truck at your desired location, at any time, and during various<br />

seasons of the year. The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T offers fire departments a cost effective<br />

means of complying with their annual pump test requirements as defined by ISO and the National<br />

<strong>Fire</strong> Protection Association(NFPA-11 2007 Edition). By doing these tests it helps your community<br />

to receive maximum credit points to help maintain the lowest insurance rates possible and that<br />

your apparatus is performing as intended for the safety of your firefighters and protection of your<br />

community.<br />

assuring your unit is up to par performing service tests which is required by ISO and by the Guide Lines<br />

of NFPA 1911-2007. While testing your <strong>Fire</strong> Apparatus to make sure it is ready to protect property and<br />

save lives in your community, testing also assures the protection for your <strong>Fire</strong>fighters.<br />

The <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T?<br />

1. Learn to perform a <strong>Fire</strong> Service Pump Test as per NFPA 1911-2007 Guidelines.<br />

2. Learn to flow water and to set the relief valve discharging large volumes of water and why setting the<br />

relief valve is of importance for safety of the <strong>Fire</strong> Fighters.<br />

3. <strong>Fire</strong> Pump Operator/Engineers to learn the importance of observing all gauges on the pump panel,<br />

such as the Master Pressure Gauge, Vacuum Gauge, Individual Discharge Gauges, oil pressure,<br />

temperature, volts, tech, relief valve, etc. while discharging water back into the <strong>Draft</strong> <strong>Commander</strong><br />

<strong>3000®</strong>.<br />

4. Learn the importance of when drafting to make sure of NO air leaks which causes to loose prime.<br />

volumes of water.<br />

8. Learn engagement of pump in gear and out of gear at an idle.<br />

9. Learn importance of not running your <strong>Fire</strong> Pump Dry and not moving water for a long period of time.<br />

10. Learn importance of Setting Brake and use of Wheel chocs.<br />

<strong>Fire</strong> Hose Testing – Utilizing the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> up to 250-300 PSI utilizing your <strong>Fire</strong><br />

Apparatus <strong>Fire</strong> Pump.<br />

Example: using 2 ½” discharge to pressure the fire hose your testing up to 250 PSI and using<br />

another 2 ½” discharge attached to the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> and discharging low volumes of<br />

water back into the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> keeping your <strong>Fire</strong> Pump from overheating. Set<br />

Purpose Specific Engineered Aluminum Heavy Duty DOT Rated Transporter:<br />

‣ The Aluminum <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T transporter is specially designed and<br />

manufactured only for the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T to maintain a low profile for<br />

minimal wind resistance, weight distribution and safety.<br />

‣ The front of the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T transporter is equipped with an<br />

aluminum tread plate shield 46 3/4 “high by 78” wide to protect and reduce wind drag<br />

when transporting.<br />

‣ There is to be a minimum of 18” between the front shield and the front of the <strong>Draft</strong><br />

<strong>Commander</strong> <strong>3000®</strong> reservoir. This space is for extra storage for equipment and to gain<br />

access to the front ventilator.<br />

‣ Two (2) 6,000 lbs Torflex 22 ½ up axles with 12,000 GVWR equipped with electric<br />

brakes.<br />

‣ Aluminum transporter designed and engineered for distribution of weight of the <strong>Draft</strong><br />

<strong>Commander</strong> <strong>3000®</strong> A/T and its components.<br />

‣ Two (2) sets of mud flaps to be installed on transporter.<br />

‣ Equipped with four 7000 lb capacity screw type jacks to support transporter when the<br />

reservoir is filled with water. Jacks are located: two (2) on left side and two (2) on right<br />

3000 Gallons Capacity <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T Reservoir:<br />

‣ Reservoir is manufactured of heavy duty poly throughout the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong><br />

A/T externally and internal which includes bottom, sides, top, and suction and<br />

discharge compartments.<br />

‣ Reservoir is “T” shaped and attached to the transporter and mounted so it can not shift<br />

and will flex with the transporter.<br />

‣ The drafting pit section of the reservoir to have four (4) anti-swirl plates and a water<br />

temperature gauge to monitor water temperature.<br />

‣ The top and rear of the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T reservoir to be painted with two<br />

(2) coats of white polyurethane, UV rated, to enhance the cooling system.<br />

‣ The mobile drafting water reservoir to have a section which is an independent suction<br />

drafting pit in the reservoir, and receives water flow through a special designed<br />

integrated section of the reservoir that removes cavitations/disturbance and air from<br />

the water so when water is entering the reservoir from high volume and pressure of<br />

water being pumped out of the drafting pit section from the apparatus being tested.<br />

Thus when the water reaches the draft pit section it will maintain the correct water<br />

depth preventing water disturbance and air swirls causing the apparatus to loose prime.<br />

‣ The right and left of the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T to be laminated oraject 3951 RA<br />

2-mil gloss white injet vinyl UV rated premium cast PIC gloss cold over laminate<br />

highest level of conformability which offers superior level of UV protection. Pointed in<br />

the laminate is the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T logo and manufacturing identification<br />

number. Note: Lettering and logos of municipalities or service agencies can be added<br />

upon request and can be added to each side.<br />

‣ Ventilators located at the front and rear center of the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T<br />

reservoir 27” long x 14” wide x 17” high and manufactured of .125 aluminum tread plate.<br />

‣ The ventilators are to be equipped with full length aluminum tread plate doors<br />

equipped with stainless steel hinges and devices to hold doors open for ventilation.<br />

‣ Ventilator doors to be equipped with a close fastener for when transporting.<br />

‣ Integrated water cooling system to help maintain a stable water temperature with two<br />

(2) 2 ½ inlets and one (1) 4” discharge in order to discharge warm water from reservoir.<br />

‣ The 4” discharge is discharged at front right side of reservoir and controlled with<br />

quarter turn ball valve 2 1/2” NST male and capped.<br />

‣ All internal anti-water flow cavitation compartment sections to be made of ½” or larger<br />

heavy duty poly and supported and welded to withstand large volumes of water that<br />

flow to the suction drafting pit compartment.<br />

‣ Reservoir clean out sump drain equipped with 2½” drain and controlled with a 2½”<br />

quarter turn valve and to discharge at right rear of transporter.<br />

‣ Located at the front of the test reservoir are two (2) aluminum 1/8” tread plate stone<br />

shield (14” wide by 30 ¾” long) one (1) located on the right, and one (1) located on<br />

the left side.<br />

‣ The mobile fire pump testing unit is designed to test fire pumps up to 3,000 GPM plus.<br />

‣ One (1) liquid site water gauge installed at rear of reservoir drafting pit and one (1) at<br />

front of discharge receiving area.<br />

‣ Lifetime warranty on tank reservoir.<br />

<strong>Draft</strong>ing Tubes:<br />

‣ Two (2) 6” drafting tubes located in draft pit section of draft commander reservoir and<br />

equipped with special designed aluminum powder coated heavy duty 45° 6” 360° elbow<br />

swivels. Note: Swivel and dry hydrant elbows manufactured of PVC will not be accepted.<br />

‣ The swivels are designed so you can position the apparatus at the rear, left, or right<br />

side.<br />

‣ Swivels are equipped with a grease zerk to lubricate swivels.<br />

Special Designed 45° Heavy Duty Powered Coated <strong>Draft</strong>ing Swivels:<br />

‣ On top of 360° elbow swivels a suction vacuum breaker to be installed and to be<br />

controlled at the rear of the transporter on each elbow.<br />

Hard Suction Hose:<br />

‣ Two (2) 17 ft of 6” flexible hard suction hose preconnected to the drafting tubes and<br />

stored on top of the <strong>Draft</strong> <strong>Commander</strong>. One end attached to the 360° elbow swivel and<br />

the other end equipped with 6” long handle swivel NFT female.<br />

‣ Two (2) hard suction trays to have hold down straps to secure the hard suction hose.<br />

‣ The trays to be made of 1/8” aluminum plate 46” length by 8 ½” wide by 4 ½” depth.<br />

‣ Hard suction hose is clear which allows greater visibility of the water and making sure<br />

there is no air in the suction tubes.<br />

‣ Hard suction hose supports are installed from the left pitot gauge compartment area<br />

and wrap around the rear of the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> reservoir to the right side<br />

pitot gauge compartment area. The hose support is 15” in height and is manufactured<br />

of 1 ¼” aluminum tubular. This is to support the hard suction hose when fire pump<br />

testing from the right, left, and rear of the transporter.<br />

Extra Hard Suction Trays:<br />

‣ Two (2) 10 ft. of 6” flexible hard suction hose. The hose is clear which allows greater<br />

visibility of the water.<br />

‣ Couplings on the hard suction hose: one (1) 6” swivel female L.H. N.S.T. thread at one<br />

end and (1) 6” male L.H. N.S.T. threads on the other end.<br />

‣ The hard suction hoses shall be stored one on each side of the tank between the fender<br />

wells and the tank body.<br />

Mobile Pump Testing Unit Equipped With:<br />

‣ Equipped with a hand held monitor that monitors the following: Air Temperature,<br />

Atmospheric Pressure, and Altimeter.<br />

‣ One (1) 3” water temperature gauge showing 0 – 200 degrees installed in the suction<br />

drafting pit compartment of the reservoir of the mobile test unit left rear.<br />

Two Stainless Steel or Powder Coated Aluminum Inlet Manifolds for Flowing Water and Pitot<br />

‣ Two (2) 4” manifolds: one on each side at rear of <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong> A/T<br />

attached to the tubes that feed the pitot compartment of the <strong>Draft</strong> <strong>Commander</strong> <strong>3000®</strong><br />

A/T.<br />

‣ Each manifold equipped with 5” storz male and caped, three (3) 45º NST 2½” swivels<br />

NST with 2½” male plugs.<br />

‣ Each inlet manifold to be equipped with quarter turn ball valve to drain the manifold.<br />

‣ Two (2) large pitot compartments with hinged poly door for changing various nozzles.<br />

‣ Pitot compartment to be equipped with splash guard and defuser tip.<br />

‣ Each pitot compartment to have chrome grab handle.<br />

‣ Pitot compartments to be equipped with quick disconnects so the pitot tube can be<br />

attached to monitoring station.<br />

‣ Pitot tubes to be installed in the flow station compartments, one each on left and right<br />

side of reservoir.<br />

‣ Two sets of flow tips: 1”, 1 ¼” 1 ½”, 1 ¾”, 2”, 2 ¼” and 2 ½” mounted inside a storage<br />

compartment.<br />

Mobile Pump Testing Monitor Station:<br />

‣ Monitor station dimension to be 20” wide by 18” tall by 6” depth.<br />

‣ One (1) aluminum telescoping tri-pod attached to the aluminum monitoring station<br />

equipped with two (2) 3 ½” pitot gauges 0-160 PSI to be glycerin filled and “Kem-X”<br />

freeze and clog proof, one (1) 3 ½” vacuum apparatus gauge 0-30 inches, and one (1) 3 ½”<br />

apparatus pressure gauge 0-400 PSI to be glycerin filled and “Kem-X” freeze and clog<br />

proof.<br />

‣ Each gauge is equipped with quick disconnects.<br />

‣ All gauges to be calibrated. All pressure gauges to be glycerin filled and “Kem-X” freeze<br />

and clog proof.<br />

‣ The pitot gauge is equipped with two (2) 30 ft. high pressure BLUE hoses - one (1) for<br />

each pitot with quick disconnects.<br />

‣ Two (2) 10 ft high pressure hoses for the UL vacuum (BLACK) and pressure (BLUE)<br />

plugs on the apparatus. One (1) end equipped with quick disconnects and the other end<br />

threaded swivel male to attach to the UL ports on the apparatus.<br />

‣ All gauges are mounted in the monitoring station and labeled. A large 5 ½” wide by 13”<br />

tall smooth board converter chart shall be etched on the face of the pump test station<br />

showing size of tips, flow gallons per minute, and PSI reading for each tip used.<br />

‣ One (1) etched fire pump test flow chart 20” wide by 18” high. Chart is to illustrate and<br />

give instructions for pressure settings, pitot readings, and equipment needed to perform a<br />

service test on 500-2,500 GPM from draft. Located on front of monitor station.<br />

Side Compartments:<br />

‣ Two (2) heavy duty side compartments 40” wide by 6 ½” tall by 7” depth (one (1) each<br />

side) in front of fenders shall hold all flow tips.<br />

‣ Each nozzle tip to have individual compartments labeled with the size of tips.<br />

‣ Doors to be made of diamond plate aluminum with quick release hold downs.<br />

Hose Storage Compartment and Misc. <strong>Equipment</strong>:<br />

‣ One (1) large compartment 65” wide by 24” tall by 28” depth with “V” type bottom to<br />

store fire hose used for testing the fire apparatus. Large enough to store six (6) sections<br />

of 3” fire hose in 50 ft sections of coiled hose, spanner wrench, mallet, tools, and etc.<br />

‣ Compartment to be ventilated and equipped with aluminum tread plate door with<br />

pneumatic openers, stainless steel hinges, and stainless handles.<br />

‣ Compartment to be made of ⅛” aluminum treaded plate.<br />

‣ Each door to be equipped with chrome lift handles.<br />

Additional Supplied <strong>Equipment</strong>:<br />

‣ Five (5) 50 ft. sections of 3” fire hose with 2 ½” couplings. Hose is 600# test and is<br />

double jacket.<br />

‣ One (1) 6” male by 5” female NST thread light weight adapter.<br />

‣ One (1) 6” male by 4 ½” ” female NST thread light weight adapter.<br />

‣ One (1) 6” male by 4” female NST thread light weight adapter.<br />

‣ One (1) 2 ½” male NST by 3” male NST thread light weight adapters.<br />

‣ One (1) 6” male by 2 ½” female NST thread light weight adapters.<br />

‣ One (1) 2 ½” double female adapter NST.<br />

‣ One (1) 2 ½” double male adapter NST.<br />

‣ One (1) heavy duty rubber mallet.<br />

‣ One (1) UV rated vinyl net cover for top of open area of reservoir tank to keep reservoir<br />

clean. Cover to be white and to be net type material to remove air and heat from<br />

reservoir with twist disconnects to hold down net and for ease of removal.<br />

‣ Two (2) spanner wrenches and hydrant wrench with holder.<br />

Additional Requirements:<br />

‣ A list of 35 or more mobile pump testing unit users must be provided as per the <strong>Draft</strong><br />

<strong>Commander</strong> <strong>3000®</strong> A/T specifications.<br />

‣ Operation and Training Manual, along with a video, will be provided upon delivery of<br />

the mobile pump testing unit.<br />

‣ The mobile pump testing unit has been in service and field tested for over ten (10) years.<br />

‣ Descriptive information such as literature/brochures of these specifications to be<br />

furnished with bid.<br />

All six of Arkadelphia <strong>Fire</strong> Department’s fire trucks passed a pump inspection Tuesday.<br />

Each truck was tested by a specialized mobile fire pump testing trailer, which brings a water<br />

source to the fire department. In years past, firefighters had to shuffle trucks around and<br />

shut off a city street while water was pumped from Nowlin Pond to test the pumps on each<br />

truck. For the first time, though, retired firefighter Bob Franklin, who visits 200 fire<br />

departments each year, brought the <strong>Draft</strong> <strong>Commander</strong> testing system — one of only a few<br />

which have been manufactured. Franklin and his son-in-law checked each fire pump for<br />

needed maintenance, including oil, seals and valves, as well as each truck’s transmission<br />

and coolant system. The inspections took one hour for each truck, running a series of tests<br />

for water capacity, water pressure and excess pump power. The inspection, said <strong>Fire</strong> Chief<br />

Ricky Arnold, saves AFD time at no additional cost to the city. Franklin said the trucks<br />

“passed with flying colors.”<br />

service because we bring the pump tester to the<br />

department. It’s been a massive success for us,” he<br />
