1 Introduction<br />

<strong>1.</strong>1 Purpose of the document<br />

The purpose of this document is to provide a summary of operational activities within the<br />

reporting period and to outline the operations activities. Furthermore, a summary of User<br />

Help Desk (UHD) activities is given.<br />

<strong>1.</strong>2 <strong>Report</strong>ing period<br />

The reporting period for this 1 st <strong>Operations</strong> <strong>Report</strong> <strong>2008</strong> covers January <strong>2008</strong> until June <strong>2008</strong><br />

concerning <strong>CM</strong>-<strong>SAF</strong> services and products based on different data sources.<br />

<strong>1.</strong>4 Major achievements<br />

Cloud and radiation products based on AVHRR data covering the baseline area (30°N-80°N,<br />

60°W-60°E) are available for the reporting period w ith only minor gaps (see Table 1).<br />

SEVIRI based cloud and radiation products covering the full MSG disk are available until end<br />

of April <strong>2008</strong> without any gaps (see Table 2).<br />

With the update of several software routines in May <strong>2008</strong> a new versioning approach has<br />

been introduced at <strong>CM</strong>-<strong>SAF</strong>. In the past the version number of all products has been<br />

changed with any update of the processing environment independent on the influence of the<br />

implemented change on the specific product. This has been changed to a product based<br />

versioning. I. e., only the version number of the affected product is changed, distinguishing<br />

between software update and/or change of input. Details on the current version number of all<br />

products are given in Section 11 and on the <strong>CM</strong>-<strong>SAF</strong> webpage. Following the change in the<br />

versioning approach the <strong>CM</strong>-<strong>SAF</strong> web page has been changed accordingly to accommodate<br />

the information on the different product versions.<br />

The SAL products from May <strong>2008</strong> onwards derived from AVHRR data are based on an<br />

updated software and are released as version 310 (see Table 13). The products SIS, SNS<br />

and SRB are affected by the change in SAL and are therefore distributed with version<br />

number 301 starting from May <strong>2008</strong><br />

Humidity and temperature products derived from ATOVS onboard the NOAA satellites have<br />

been processed from 2004. The processing is ongoing. The products HTW, HLW and HSH<br />

are built using different combinations of NOAA satellites, depending on the available<br />

satellites in the time period and avoiding known sensor anomalies (e.g., it has been decided<br />

not to use NOAA 16 from March <strong>2008</strong> onwards due to bad performance of one of the AMSU-<br />

A channels).<br />

2 Status of deliverable products<br />

Operational <strong>CM</strong>-<strong>SAF</strong> cloud, surface radiation and water vapour products shall be available<br />

for distribution within two months after the acquisition of the corresponding satellite input<br />

data. The products at the top of the atmosphere shall be available after four months<br />

according the definition of PA (cf. also [AD 4]).<br />

Table 1 shows the availability and completeness of the <strong>CM</strong>-<strong>SAF</strong> products based on AVHRR<br />

data in terms of the reporting period.<br />

The data gaps in the COT and CWP products can be explained by missing or insufficient<br />

input data. This product is based on NOAA 17 data only. The gap in February is due to a<br />

disturbance in the reception of the NOAA 17 data. In June <strong>2008</strong>, the local antenna to receive<br />

the NOAA data was moved to the new DWD headquarter. Some technical problems resulted<br />

in a loss of some data files.<br />

data related to the reporting period.<br />

The processing of all SEVIRI-based cloud and radiation products is delayed due to<br />

necessary updates in the processing environment (see section 6).<br />

Due to the delay in the processing of the SEVIRI-based products, the processing of the<br />

merged AVHRR/SEVIRI product is delayed as well (see section 6).<br />

atmosphere based on GERB data and GERB like data, respectively, related to the reporting<br />

No data could be processed from September 2007 onwards due to missing CERES input<br />

data (see section 6).<br />

Following the 2 nd Steering Group Meeting of the <strong>CM</strong>-<strong>SAF</strong> (13-14 March <strong>2008</strong>, Offenbach,<br />

Germany) several changes have been introduced concerning the water vapour and<br />

temperature products. It has been decided to discontinue the production and dissemination<br />

of the SEVIRI-based and SEVIRI/ATOVS merged water vapour products. These products<br />

are no longer available to the user due to a lack of quality of the products for climate<br />

monitoring purposes. Therefore, these products are no longer included in the status tables. It<br />

is envisaged to introduce a new SEVIRI-based water vapour product after a re-evaluation of<br />

a newly developed Product Generator Element by the <strong>SAF</strong>-NWC.<br />

Furthermore, it was decided that the ATOVS-based HTW, HLW and HSH products<br />

generated for the baseline area (Version 200 and 210) shall no longer be distributed. These<br />

will be replaced by the new release of the global products (see section 6), available in August<br />

<strong>2008</strong>. The status on availability and completeness of these products will be added in the 2 nd<br />

<strong>Operations</strong> <strong>Report</strong> <strong>2008</strong>.

Within the framework of quality management of DWD the following key figures were defined:<br />

Availability of products (Product Availability; PA):<br />

According to the user requirements the generation and archiving of <strong>CM</strong>-<strong>SAF</strong> products<br />

shall be completed within 60 days (2 months) after the end of the time interval for<br />

which the product is valid (target date) for all products except TIS, TRS and TET. For<br />

these products a target date of 120 days is valid. PA is weighted accordingly to reach<br />

the averaged value.<br />

PA = target date – date of availability; target date=60 (120)<br />

That means PA=60 (120) corresponds to a real time processing and is the maximum<br />

value.<br />

3 Quality of products<br />

The quality of operational <strong>CM</strong>-<strong>SAF</strong> products with respect to e.g. accuracy and the status of<br />

the products as well is described in the “Annual Validation <strong>Report</strong> 2007” (cp. [AD 6]) . This<br />

<strong>Report</strong> is available on the public <strong>CM</strong>-<strong>SAF</strong> webpage:<br />

4 Service provision status<br />

The Service Specification document [AD 2] provides specifications and detailed information<br />

on the services committed towards the users by the Satellite Application Facility on Climate<br />

6 Main anomalies<br />

As reported in [AD 5] the TIS, TRS and TET products are only available until August 2007<br />

due to “late availability” of CERES data. Unfortunately, the data is still not available. Thus,<br />

the products could not be processed. A service message has been issued to inform the user.<br />

Additionally, a Non Conformance <strong>Report</strong> has to be raised.<br />

The processing of all SEVIRI-based cloud and radiation products is delayed due to<br />

necessary updates in the processing environment. Products are available until end of April<br />

<strong>2008</strong>. The radiation products being merged from AVHRR and SEVIRI products are only<br />

available until April <strong>2008</strong> due to the stop in the processing of the SEVIRI-based products.<br />

The change in the processing environment is required due to necessary adaptations in<br />

connection with the change of the radiance definition for SEVIRI channels by Eumetsat.<br />

Details on the changes can be found in Introduction of MSG level <strong>1.</strong>5 Effective Radiance<br />

Definition. With this update also some other software modules will be changed. It is planned<br />

that the updated processing environment becomes operational again in September <strong>2008</strong>.<br />

The products from May <strong>2008</strong> onwards will be reprocessed and made available to the user as<br />

soon as possible thereafter. However, it is already known that there will be some gaps in the<br />

SEVIRI-based <strong>CM</strong>-<strong>SAF</strong> products as no input data are available due to a safe mode transition<br />

on Meteosat-9 on 13 May <strong>2008</strong>. Data had been distributed in a pre-operational mode from 16<br />

May <strong>2008</strong> to 19 May <strong>2008</strong>, with Meteosat 9 becoming operational again on 19 May <strong>2008</strong>.<br />

<strong>CM</strong>-<strong>SAF</strong> plans to use the data from the pre-operational mode as well to keep the data gap<br />

as small as possible.<br />

The distribution of the ATOVS based humidity products has been delayed to August <strong>2008</strong> in<br />

order to implement additional improvements in the processing environment following further<br />

validation of the products. Not only the data gap from September 2006 onwards as reported<br />

in the 2 nd <strong>Operations</strong> <strong>Report</strong> 2007 [AD 5] has been filled but also data from January 2004<br />

onwards will be available by the end of August <strong>2008</strong>.<br />

7 Interaction with users, user feedback<br />

7.1 Description of implemented UHD services<br />

The User Help Desk support is based on an open service area of the specific <strong>CM</strong>-<strong>SAF</strong> web<br />

site, which acts as the single entry point for the users interface. The User Help Desk provides<br />

information and services to the <strong>CM</strong>-<strong>SAF</strong> user community and supports the gathering of the<br />

feedback from users needed to improve the <strong>CM</strong>-<strong>SAF</strong> services. The following services are<br />

provided by the Help Desk:<br />

• E-Mailbox and FAQ list<br />

o<br />

The e-mail box shall help to solve problems and collect questions of the users<br />

with <strong>CM</strong>-<strong>SAF</strong> products. Besides this it is expected that users will place<br />

requirements and proposals in order to improve the service and the products<br />

here. In the course of the time of regular processing of <strong>CM</strong>-<strong>SAF</strong> it is anticipated to<br />

collect questions in FAQ lists which shall be updated regularly (at present not yet<br />

available). The UHD is also accessible via phone or fax.<br />

• Feedback/User Problem <strong>Report</strong><br />

o<br />

The user has the possibility to give feedback either via the contact e-mail box or<br />

by filling in the form “User Problem <strong>Report</strong>” (UPR). The UPR form and the contact<br />

e-mail box are available on the <strong>CM</strong>-<strong>SAF</strong> web page.<br />

• Service messages<br />

o<br />

The <strong>CM</strong>-<strong>SAF</strong> web page “Service messages” provides current information<br />

concerning the provision of <strong>CM</strong>-<strong>SAF</strong> products to the users. This regards<br />

announcements to new products or services as well as messages about technical<br />

problems or the quality of products.<br />

• Access to <strong>CM</strong>-<strong>SAF</strong> technical documentation<br />

o This is a section for viewing or downloading <strong>CM</strong>-<strong>SAF</strong> documentation relevant for<br />

the end users, e.g., User Manual Products, Science Plan, Prototype <strong>Report</strong>s, and<br />

Data Output Formats.<br />

• <strong>CM</strong>-<strong>SAF</strong> Scientific Developments<br />

o<br />

Information is provided on the scientific developments and plans as well as<br />

reports of product improvements and validation results.<br />

The Help Desk availability is based on a working-hours-five-days-a-week service. Once the<br />

communication has been received, the User Help Desk team acts as a broker and answers<br />

user inquiries itself or forwards the inquiries to those having the according expertise within<br />

the <strong>CM</strong>-<strong>SAF</strong> team. Whereas an immediate electronic response will be generated to notify the<br />

user of the inquiry receipt, the full reply shall be provided within 5 working days. The inquiry<br />

and the replies are collected in a dedicated database in order to compile a list of frequently<br />

asked question (FAQ; not yet implemented).<br />

7.2 User statistics<br />

The Help Desk User Support is based on a dedicated <strong>CM</strong>-<strong>SAF</strong> web site, which will act as the<br />

single entry point for the web users interface (WUI). When ordering products the users will<br />

gain access by means of a password. The Help Desk intends to provide information and<br />

services to <strong>CM</strong>-<strong>SAF</strong> users, as well as to support the gathering of the feedback from users<br />

needed to improve the <strong>CM</strong>-<strong>SAF</strong> services. Therefore, a template for a user's problem report<br />

(UPR) is available from the web site in order for a user to depict the problems he/she has<br />

with the <strong>CM</strong>-<strong>SAF</strong> products, <strong>CM</strong>-<strong>SAF</strong> operation or suggestions for improvements of the <strong>CM</strong>-<br />

<strong>SAF</strong> system.<br />

The following table shows some statistics to the user access and the user feedback during<br />

the reporting period. The number of registered users includes only users not being member<br />

of the <strong>CM</strong>-<strong>SAF</strong> project.<br />

In addition to formal orders of products via the WUI the colleagues of the <strong>CM</strong>-<strong>SAF</strong> also<br />

9 Training activities Jan <strong>2008</strong> – June <strong>2008</strong><br />

Understanding the need and the request of users for more background information and<br />

training opportunities the <strong>SAF</strong> on Climate Monitoring (<strong>CM</strong>-<strong>SAF</strong>) initiated the work package<br />

“User Training” with the beginning of the Continuous <strong>Operations</strong> and Development Phase<br />

(CDOP). The goals of the <strong>CM</strong>-<strong>SAF</strong> training activities are an improved visibility of <strong>CM</strong>-<strong>SAF</strong><br />

and to inform (potential) users and atmospheric scientists (esp. climatologists) about <strong>CM</strong>-<br />

<strong>SAF</strong> products and activities as well as getting feedback from the users.<br />

The goals of the <strong>CM</strong>-<strong>SAF</strong> training activities are<br />

• To enhance the use of satellite data in climate monitoring and climate analysis<br />

• To train an appropriate handling of satellite data and usage of information derived<br />

from satellite data<br />

• To intensify a widespread / common use and knowledge of the <strong>CM</strong>-<strong>SAF</strong> products<br />

• To enhance and establish international networks on a working level<br />

• To establish a lively dialogue with users (and using it as a source of ideas for<br />

products enhancements)<br />

The main intended audience of the training activities are:<br />

• Climate Scientists (in universities and other research institutes)<br />

• Climatologists in National Meteorological and Hydrological Services (NMHS)<br />

• Forecasters<br />

• Students<br />

where the main focus will be on Climate Scientists and Climatologists.<br />

From 1 January <strong>2008</strong> until 30 June <strong>2008</strong> the following training activities took place:<br />

- Participation at EUMETSATs Moodle-Workshop in January <strong>2008</strong>. It is planned to<br />

use Moodle to support the <strong>2008</strong> GCOS Workshop on “The use of Satellite Data for<br />

Climate Applications” which will take place in Dubrovnik, Croatia, from November 3 rd<br />

<strong>2008</strong> until November 7 th <strong>2008</strong>.<br />

- As mentioned in the 2 nd <strong>Operations</strong> <strong>Report</strong> 2007 (section 9) a showcase on the "The<br />

Use of <strong>CM</strong>-<strong>SAF</strong> Data for Climate Applications" was initiated. Six Meteorological<br />

Services of the WMO Region VI applied for the showcase. The committee, which<br />

consisted of representatives from <strong>CM</strong>-<strong>SAF</strong>, EUMETSAT and WMO selected Armenia<br />

to receive the funds for the showcase.<br />

A member of the <strong>CM</strong>-<strong>SAF</strong> team visited Armstatehydromet in June <strong>2008</strong>. During his<br />

visit a working plan was elaborated. The work on the showcase project, entitled as<br />

“The application of <strong>CM</strong>-<strong>SAF</strong> data for monitoring of climate system over Armenia”, is<br />

currently going on. First results are expected by the end of <strong>2008</strong>.<br />

- As a contribution to EUMeTRAIN <strong>CM</strong>-<strong>SAF</strong> is currently developing a CAL-Module on<br />

“Climate Monitoring with Satellite Data”. A first idea on the contents of this Module<br />

was presented at the EUMeTRAIN Porject-Team-Meeting Meeting in March <strong>2008</strong> in<br />

Langen. It is planned to present the CAL at the next EUMeTRAIN Project team-<br />

Meeting in Lisbon in October <strong>2008</strong>.<br />

- As in 2007, a 1 day seminar on <strong>CM</strong>-<strong>SAF</strong> activities and products was held at the<br />

Meteorological Institute of Hannover University in May <strong>2008</strong>.<br />

- Preparations for the <strong>2008</strong> GCOS Workshop on “The use of Satellite Data for<br />

Climate Applications” which will take place from November 3 rd until November 7 th in<br />

Dubrovnik, Croatia are going on.<br />

Outlook July <strong>2008</strong> – December <strong>2008</strong>:<br />

- Participation at the EumetCAL Workshop in Toulouse, August 25 th to August 28 th .<br />

- Poster Presentation on <strong>CM</strong>-<strong>SAF</strong> training activities at the <strong>2008</strong> EUMETSAT<br />

Conference in Darmstadt, September <strong>2008</strong>.<br />

- Two-day Workshop on <strong>CM</strong>-<strong>SAF</strong> products at DWD in September <strong>2008</strong>.<br />

- Presentation of the CAL-Module for EUMeTRAIN in October <strong>2008</strong>.<br />

- GCOS Workshop “The use of Satellite Data for Climate Applications”, November 3 rd<br />

10 Interactions with EUMETSAT<br />

<strong>CM</strong><strong>SAF</strong> members have continuous contact with EUMETSAT. Beside the direct email<br />

contacts between the <strong>CM</strong><strong>SAF</strong> and EUMETSAT colleagues, representatives of <strong>CM</strong><strong>SAF</strong><br />

visited the following events:<br />

• 10 Jan <strong>2008</strong>: <strong>SAF</strong> Network Workshop including MTG planning and interaction with<br />

Canada<br />

• 14-15 Jan <strong>2008</strong>: <strong>SAF</strong> Coordination workshop at EUMETSAT, Darmstadt<br />

• 26 Feb <strong>2008</strong>: GSCICS collaboration meeting at DWD, Offenbach<br />

• 28-29 Feb. <strong>2008</strong>: 3 rd <strong>CM</strong>-<strong>SAF</strong> <strong>Operations</strong> Review at DWD, Offenbach<br />

• 14 March <strong>2008</strong>: Program Committee for EUMETSAT conference / <strong>CM</strong>-<strong>SAF</strong> Member<br />

is Convener for Climate session<br />

• 15-16 April <strong>2008</strong>: R/SSC-<strong>CM</strong> Planning Meeting with participation from WMO, <strong>CM</strong>A,<br />

JMA, NOAA, GCOS, ESA. Five pilot activities were planned for the global network of<br />

R/SSC-<strong>CM</strong>. <strong>CM</strong>-<strong>SAF</strong> is participating in 4 of them.<br />

• 29-30 May <strong>2008</strong>: PMET (Post-EPS Mission Expert Team)-6 Meeting; presenting<br />

recommendations from the ITWG-ATOVS working group on climate to the<br />

EUMETSAT PMET team.<br />

• 18-19 June <strong>2008</strong>: African contribution to the activities related to the R/SSC-<strong>CM</strong><br />

Initiative Workshop - Workshop with wide participation from Africa on the topic of<br />

climate monitoring –representing <strong>CM</strong>-<strong>SAF</strong> and showing involvement of <strong>CM</strong>-<strong>SAF</strong> in<br />

R/SSC-<strong>CM</strong> and how African countries may benefit from it.<br />

11 Summary of configuration items update<br />

The implementation of changes concerning the operational <strong>CM</strong>-<strong>SAF</strong> version products is<br />

shown in the next tables. From the start of <strong>CM</strong>-<strong>SAF</strong> until 30 April <strong>2008</strong>, the version number<br />

of all products has been changed with any update of the processing environment (whether<br />

the product was affected or not). With effect of 1 May <strong>2008</strong> the versioning approach has<br />

been revised to a product based versioning. I. e., only the version number of the affected<br />

product is changed. Two cases are distinguished and cause a modification of the version<br />

number:<br />

<strong>1.</strong> Update of the software used in the processing (change in 2 nd digit)<br />

2. The input for the processing of the product has changed (change in 3 rd digit)<br />

Therefore, separate tables for the different product groups (clouds, surface radiation, water<br />

vapour, radiation at the top of the atmosphere) are given for all changes in the processing<br />

after May <strong>2008</strong>.<br />

Table 11 gives a summary of all changes in the products until 30 April <strong>2008</strong>.<br />
