Statement of Accounting Policies<br />
Functions of the <strong>National</strong> <strong>Disability</strong> <strong>Authority</strong><br />
<strong>The</strong> <strong>National</strong> <strong>Disability</strong> <strong>Authority</strong> is an independent agency, established in June 2000,<br />
under the aegis of the Department of Justice, Equality and Law Reform by the <strong>National</strong><br />
<strong>Disability</strong> Act 1999.<br />
<strong>The</strong> principal function of the NDA is to advise the Minister for Justice, Equality and Law<br />
Reform and keep him informed of developments regarding issues of policy and practice<br />
relating to persons with disabilities and<br />
• Assist in the co-ordination and development of disability policy;<br />
• Undertake research and development of statistical information for the planning,<br />
delivery and monitoring of disability programmes and services;<br />
• Advise the Minister on standards for programmes and services and prepare<br />
codes of practice;<br />
• Monitor the implementation of standards and codes of practice;<br />
• Encourage and recognise the promotion of equality for people with disabilities.<br />
<strong>The</strong> NDA has additional functions as provided in the <strong>Disability</strong> Act <strong>2005</strong> which include:<br />
• Preparing codes of practice on accessibility of public buildings, services,<br />
information and heritage sites;<br />
• Monitoring compliance with the target for employment of people with disabilities<br />
in the public service and recommending specific measures to enable individual<br />
bodies to achieve compliance;<br />
• Establishing and operating a Centre of Excellence in Universal Design to promote<br />
principles so that the built environment and information technologies can be<br />
accessed, understood and used to the greatest extent possible by people with<br />
disabilities.<br />
Basis of Accounting<br />
<strong>The</strong> financial statements have been prepared using the accruals method of accounting,<br />
except as indicated below and in accordance with generally accepted accounting<br />
principles under the historical cost convention. Financial <strong>Report</strong>ing Standards<br />
recommended by the recognised accountancy bodies are adopted as they become<br />
operative.<br />
Oireachtas Grant Income<br />
<strong>The</strong> income from this source represents actual cash receipts in the period.<br />
