Directory of Indigenous and related mainstream evaluation 2002-2010 months into the 2001 school year. Ultimately, all IESIP agreements were entered into during 2001, with the final agreement being signed in October 2001. Evaluation of the Indigenous Small Business Fund (ISBF) Auditor: Office of Evaluation and Audit (Indigenous Programs) Department of Finance and Administration The Office of Evaluation and Audit will undertake a study of the ISBF, a part of the Indigenous Employment Program. The ISBF provides funding to Indigenous community-based organisations for projects which help create or expand Indigenous businesses and provide jobs for Indigenous people. Projects may involve developing a business or feasibility plan, exploring business opportunities or providing business skills training. The objectives of the evaluation include assessing the efficiency, effectiveness and economy of the ISBF program, identifying the achievements of projects funded under the program, determining the extent to which project performance and outcomes have met the overall objectives of the ISBF and identifying any areas where performance can be improved. Directory of Indigenous and related mainstream evaluation 2002-2010 Department of Sustainability, Environment, Water, Population and Communities Caring for Our Country Program Auditor: Australian National Audit Office (ANAO) An audit would examine the administration of the Caring for Our Country program and whether the objectives of the program are being met. This audit would involve the Agriculture, Fisheries and Forestry, and the Sustainability, Environment, Water, Population and Communities portfolios. Working on Country Year: 2009 Evaluator: Walter Turnbull Terms of Reference The purpose of the evaluation: To assess the appropriateness, efficiency, effectiveness and impact of Working on Country, and its delivery by funded Indigenous organisations; To identify achievements of projects funded under the program, and determine the extent to which project performance and outcomes have met the overall objectives of Working on Country; and To identify what elements of Working on Country are working well and should continue, along with areas where the design or delivery of Working on Country could be improved. Evaluation methodology The evaluation of Working on Country involved a desktop examination of background material, briefings from program staff, review of project documentation, visits to case study sites, consultation with Indigenous program partners and stakeholders, consultation with relevant academics and Indigenous and NRM peak bodies, and analysis of issues raised. Findings The overall assessment of Working on Country provided by Walter Turnbull was very positive, as stated below: ‘Overall, Working on Country is a well functioning program and feedback received from participants, community and other stakeholders in relation to the program was overwhelmingly positive. The opportunity for Indigenous people undertaking environmental work on their own land has been recognised as one of, if not the most appropriate means of promoting employment and economic wellbeing within an Indigenous community. Certainty of ongoing funding availability was cited as critical to success of the program in achieving environmental as well as social and cultural objectives. Many of the weaknesses identified during this evaluation are attributable to the rapid escalation in the scope of the program since its implementation and the challenge in establishing administrative processes to keep up to date with overarching program requirements such as Caring for our Country. In particular the monitoring and evaluation framework and the interrelationship between Working on Country and other programs, such as IPA, could be improved’.
