Directory of Indigenous and related mainstream evaluation 2002-2010 Evaluation of the Indigenous Youth Employment Consultant Programme Year: 2007 Evaluator: Kate Sullivan & Associates Pty Ltd The aim of the Evaluation of the Indigenous Youth Employment Consultant Programme was to assess the performance of the IYEC programme, estimate its impact in assisting disengaged Indigenous youth and provide recommendations for future directions of the programme. The evaluation noted the IYEC programme is a strategic initiative that is both valued and greatly needed. It offers unique support in education, training and employment and, the programme offers flexibility to provide young Indigenous people desperately required one-on-one support. The evaluation recommended the need for ongoing promotion and awareness of the programme, and the need for recruitment and retention of suitable Indigenous Youth Employment Consultants. Study of Indigenous Tutorial Assistance Scheme and Whole of School Intervention Strategy Year: 2006-07 Evaluator: Urbis Keys Young Terms of Reference: The objectives of the Study of Indigenous Tutorial Assistance Scheme (ITAS) and Study of the Whole of School Intervention Strategy (WoSI) were to gather and provide to the Department information relating to the effectiveness of the elements of ITAS and WoSI in achieving their stated objectives, provide the Department with an analysis of that information; identify good practice examples, describe key factors for success, and provide other information to the Department to assist in its consideration of the delivery of ITAS and WoSI. Findings: In summary, Urbis Keys Young found: both programs were good and achieving positive outcomes; both programs could benefit from a more targeted approach; there were implications for schools with small versus large populations; a need to streamline reporting and paperwork requirements; and a need for further marketing of key aspects to stakeholders. It is administered by the Department of Education, Science and Training (DEST). The program: Mixed-mode distance education allows Indigenous students from remote and rural areas with family and work obligations to go on living at home while they do tertiary study. Mixed-mode study involves a combination of distance education and ‘residential’ periods of face-to-face teaching, either on-campus or in the students’ home community as well as vocational placements. The programme provides funding to eligible Institutions to cover travel costs for students undertaking Mixed-mode studies. Before year 2001 it was funded under ABSTUDY and was based on individual student applications. Terms of Reference The terms of the reference for the evaluation were: Assess the effectiveness of the current funding measures in meeting the needs of students enrolled in ‘mixed-mode’ courses with reference to the effectiveness of the IESIP-AFB programme on improving educational outcomes for Indigenous students Examine the compliance of education providers with 2001-04 IESIP-AFB accountability mechanisms and guidelines. The evaluation The Department of Education, Science and Training manages the Indigenous Education Strategic Initiatives Program – Away from Base for Mixed Mode Delivery. In 2004 the program provided supplementary funding of $28 million to 32 tertiary institutions to meet the costs of travel and accommodation for Indigenous students doing mixed mode courses. Between 2000-2004 there were more than 29,000 enrolments for the scheme. Before the introduction of the program in 2000, students in mixed mode courses applied directly to Centrelink for assistance. The Office of Evaluation and Audit (Indigenous Programs) evaluated the program to measure whether the new approach to funding was helping students get better results from their studies. Findings mixed mode courses offer a valuable and unique means for older Indigenous people in rural and remote areas to gain access to education and make substantial contributions to their communities and beyond student enrolments grew by an average of six per cent each year from 2001 to 2004, while enrolments among the broader ABSTUDY population declined Office of Indigenous Policy Coordination 25 June 2010
