Directory of Indigenous and related mainstream evaluation 2002-2010 Performance Audit of the Northern Territory Night Patrols Program Year: 2010 Evaluator: Australian National Audit Office The Australian National Audit Office commenced a review of night patrol services in the Northern Territory in March 2010. The review is expected to be completed by the end of 2010. The objective of the review is to assess the administrative effectiveness of the Attorney General's Department’s management of night patrol services in the Northern Territory. The review will assess whether the Department has in place administrative arrangements that support the achievement of program objectives, including during the implementation of new service delivery arrangements in 2008. It will also consider whether the administration of night patrols is consistent with service delivery standards for Indigenous programs and the COAG Indigenous Service Delivery Principles. Terms of Reference Directory of Indigenous and related mainstream evaluation 2002-2010 The audit assessed the efficiency, effectiveness and economy of the Program and its delivery by grant funded external service providers, many of whom are Indigenous, and also identified areas where performance could be enhanced. Findings/Program enhancements The audit concluded that service providers were highly committed to reducing Indigenous people’s adverse contact with the criminal justice system, and that the Department’s administration of the Program ensured service providers were financially accountable and complied with their contract obligations. The audit also identified some challenges, including: development of a performance framework Service Standards and revised performance indicators, that specify operational benchmarks and targets, have been developed and implemented, and will shortly be internally reviewed in line with a continuous improvement approach project performance monitoring has been implemented, including regular site visits further rigour in the assessment and selection of projects for funding, including identification of Government priorities, gaps and duplications funding assessment now factors in relevant Government policies, such as the Remote Service Delivery Strategy, and targets key strategic gaps and duplications on the ground, within its capacity seeking more flexible multi-year funding capacity the Program now has the capacity to fund projects for up to three years, reducing the administrative burden and supporting the realisation of measurable outcomes. Audit Report No. 1 2006-07: Administration of the Native Title Respondents Funding Scheme Year: 2006 Auditor: Australian National Audit Office (ANAO) Website: http://anao.gov.au/~/media/Uploads/Documents/2006%2007_audit_report_17.pdf Terms of Reference The objective of the audit was to assess the effectiveness of the Attorney General Department’s (AGD) administration of grants provided under the Respondents Scheme. The audit considered the context within which the Respondents Scheme operates and focused on assessing the administration of the scheme including its financial management within AGD. Findings Comprehensive recommendations were made regarding the Native Title Respondents Funding Scheme. ANAO has recommended that AGD improve its management of the scheme. Specific recommendations were made in relation to performance management, risk management, effective and efficient use of Government resources, data management, decision making tools, and financial management.
