were written on a whiteboard, which was photographed, <strong>and</strong> small group<br />

brainstorming was recorded on large sheets of paper that were collected by <strong>the</strong><br />

<strong>JustSpeak</strong> Steering Committee.<br />

The analysis that follows uses<br />

<strong>the</strong>se discussions as a<br />

springboard to explore bigger<br />

issues around Māori <strong>and</strong> <strong>the</strong><br />

criminal justice system. After this<br />

introduction, <strong>the</strong> paper examines<br />

first how issues of Māori <strong>and</strong> <strong>the</strong><br />

criminal justice system were<br />

highlighted in <strong>the</strong> 1980s, by<br />

Moana Jackson <strong>and</strong> o<strong>the</strong>rs. In<br />

Part Three attention turns to <strong>the</strong><br />

current place of <strong>the</strong> debate on<br />

<strong>the</strong>se same issues, <strong>and</strong> whe<strong>the</strong>r progress has been made since <strong>the</strong> 1980s. Part<br />

Four summarises <strong>the</strong> ideas that were raised by <strong>the</strong> <strong>JustSpeak</strong> forum on Māori<br />

<strong>and</strong> <strong>the</strong> criminal justice system.<br />

Parts Five <strong>and</strong> Six delve more deeply into <strong>the</strong> issues explored at that forum. Part<br />

Five develops some of <strong>the</strong> suggested solutions mentioned at <strong>the</strong> forum into more<br />

concrete policy proposals, <strong>and</strong> Part Six highlights fur<strong>the</strong>r questions that need to<br />

be answered in <strong>the</strong> research literature so that policy can be more informed. The<br />

report closes with a brief conclusion, along with a bibliography.<br />

Succinct statements of <strong>JustSpeak</strong>’s positions are set out above <strong>and</strong> throughout<br />

<strong>the</strong> paper.<br />
