Appeal Process<br />
The student must submit an appeal <strong>of</strong> Financial Aid Denied<br />
status in writing to the associate director <strong>of</strong> Financial Aid by the<br />
date specified in the Financial Aid Denied notification letter. T h e<br />
Financial Aid Appeals Committee will re v i ew the appeal and notify<br />
the student in writing <strong>of</strong> their decision within 14 working days<br />
after the Appeals Committee meets and makes its determination.<br />
All decisions made by the Financial Aid Appeals Committee are<br />
final.<br />

<strong>Intro</strong>duction<br />
UMUC complies with the Family Educational Rights and<br />
Privacy Act (FERPA) <strong>of</strong> 1974 (also known as “the Buckley<br />
Amendment”) which protects the privacy <strong>of</strong> students. In<br />
accordance with FERPA, this policy informs students <strong>of</strong><br />
their rights to<br />
A. Inspect and review their education records;<br />
B. Seek an amendment <strong>of</strong> their education records, where<br />
appropriate;<br />
C. Limit disclosure to others <strong>of</strong> personally identifiable<br />
information from education records without the student’s<br />
prior written consent; and<br />
D. File formal complaints alleging a violation <strong>of</strong> FERPA<br />
with the Department <strong>of</strong> Education.<br />
D e f i n i t i o n s<br />
A. “Student” is an individual who is attending or who has<br />
attended UMUC. It does not include any applicant for<br />
admission to UMUC who does not matriculate, even if<br />
he or she previously attended UMUC.<br />
B. “Education records” are records that contain information<br />
directly related to a student that are maintained by<br />
UMUC or by a third party on behalf <strong>of</strong> UMUC. The<br />
following records are not education records:<br />
1. Campus police or security (“law enforcement<br />
unit”) records maintained solely for law enforcement<br />
purposes and maintained by that law<br />
enforcement unit.<br />
2. Employment records, except where a currently<br />
enrolled student is employed as a result <strong>of</strong> his or<br />
her status as a student.<br />
3. Records <strong>of</strong> a physician, psychologist, or other recognized<br />
pr<strong>of</strong>essional or parapr<strong>of</strong>essional if made or<br />
used only for treatment purposes and available<br />
only to persons providing treatment.<br />
4. Records that contain only information relating to<br />
a person’s activities after that person is no longer a<br />
student at UMUC.<br />
I I I . Inspection and Review <strong>of</strong> Education Records by<br />
Students<br />
A. Right <strong>of</strong> Access<br />
1. Each student has a right <strong>of</strong> access to his or her<br />
education records, except financial records <strong>of</strong> the<br />
student’s parents and confidential letters <strong>of</strong> recommendation<br />
received prior to January 1, 1975.<br />
2. A student may, by a signed writing, waive his or<br />
her right <strong>of</strong> access to confidential recommendations<br />
in three areas: admission to any educational<br />
institution, job placement, and receipt <strong>of</strong> honors<br />
and awards. UMUC will not require such waivers<br />
as a condition for admission or receipt <strong>of</strong> any service<br />
or benefit normally provided to students. If the<br />
student chooses to waive his or her right <strong>of</strong> access,<br />
he or she will be notified, upon written request,<br />
<strong>of</strong> the names <strong>of</strong> all persons making confidential<br />
recommendations. Such recommendations will<br />
be used only for the purpose for which they were<br />
specifically intended. A waiver may be revoked in<br />
writing at any time; and the revocation will apply<br />
to all subsequent recommendations, but not to<br />
recommendations received while the waiver was<br />
in effect.<br />
