Negative List The tariff lines that are subject to the tariff reduction or elimination will be
eliminated by 2010.
Rules of Origin • Products must be wholly obtained or produced in Singapore.

Rules of Origin:
Rules of origin criteria as per the Agreement are domestic value addition and RVC. While the local
value addition requirement is 40 per cent of total content the RVC requirement is 60 per cent of the
FOB value of the product. Product Specific Rules, Process Criterion for Textile and Textile
ProductsGoods must meet the direct transport rule.
Other Provisions:
Singapore and China have also agreed upon not maintaining any quantitative restrictions at any time
unless otherwise permitted under the WTO disciplines. They have also decided not to adopt or
maintain any non-tariff measures on the importation of any good of the other market or on the
