HARASSMENT, INTIMIDATION, AND BULLYING<br />

A safe <strong>and</strong> civil environment in school is necessary for students to learn <strong>and</strong> achieve<br />

high academic st<strong>and</strong>ards; harassment, intimidation, hazing, or bullying, like other<br />

disruptive or violent behaviors, is conduct that disrupts both a student’s ability to<br />

learn <strong>and</strong> a school’s ability to educate its students in a safe environment.<br />

State <strong>of</strong> New Jersey Harassment <strong>and</strong> Bullying Prevention Act<br />

(Title 18A: Ch. 37)<br />

Bullying is physical or psychological intimidation, which occurs repeatedly over time<br />

to create an ongoing pattern <strong>of</strong> harassment <strong>and</strong> abuse. Bullying is comprised <strong>of</strong> direct<br />

<strong>and</strong> indirect behaviors initiated by one or more students against a victim or group <strong>of</strong><br />

victims.<br />

Bullying behaviors include, but are not limited to: teasing, taunting, threatening,<br />

hitting, stealing, enforcing social isolation, spreading rumors, talking about someone<br />

behind his/her back, belittling someone's opinion to others, insulting, yelling <strong>and</strong><br />

shouting, verbal/ sexual harassment, hazing, staring, dirty looks or other negative eye<br />

contact.<br />

The GEHRHSD shall not tolerate any bullying on district grounds or at any school<br />

activity on or <strong>of</strong>f campus. The district expects students, <strong>parent</strong>s, <strong>and</strong> staff who become<br />

aware <strong>of</strong> an act <strong>of</strong> bullying to report it to the school administration for further<br />

investigation.<br />

SEXUAL HARASSMENT<br />

Sexual harassment may consist <strong>of</strong> a variety <strong>of</strong> conduct, including verbal, nonverbal<br />

<strong>and</strong>/or physical conduct. Touching, pinching, grabbing, making inappropriate<br />

remarks, displaying pornographic or obscene pictures <strong>and</strong> sexual assault are examples<br />

<strong>of</strong> sexual harassment.<br />

DATING VIOLENCE<br />

The Board <strong>of</strong> Education believes a safe <strong>and</strong> civil environment in school is necessary<br />

for children to learn. A pupil who is a victim <strong>of</strong> dating violence suffers academically<br />

<strong>and</strong> the student’s safety at school is jeopardized. Acts or incidents <strong>of</strong> dating violence<br />

at school whether they are verbal, sexual, physical, or emotional will not be tolerated<br />

<strong>and</strong> will be dealt with in accordance with the school’s student code <strong>of</strong> conduct. If a<br />

student feels they have been a victim <strong>of</strong> dating violence he/she should contact his/her<br />

guidance counselor or vice-principal immediately.<br />

EQUAL EDUCATION AND EMPLOYMENT OPPORTUNITY RESOLUTION<br />

In compliance with the New Jersey Administrative Code (6:4-1 to6:4-10) ―Equality in<br />

Educational Programs,‖ the Regional Board <strong>of</strong> Education has adopted the following<br />

resolution: The Greater Egg Harbor Regional <strong>High</strong> <strong>School</strong> District Board <strong>of</strong><br />

Education affirms its responsibility to ensure all students in the public schools <strong>of</strong><br />

<strong>Absegami</strong>, Cedar Creek, <strong>and</strong> Oakcrest <strong>High</strong> <strong>School</strong> an equal educational opportunity<br />

<strong>and</strong> all employees equal employment opportunity regardless <strong>of</strong> race, color, creed,<br />

religion, sex, ancestry, national origin, <strong>and</strong> social or economic status. To fulfill this<br />

responsibility, the Board shall establish a program to review <strong>and</strong> modify, as may be<br />

necessary, its present school <strong>and</strong> classroom programs <strong>and</strong> employment/contract<br />

practices.<br />

AMERICANS WITH DISABILITIES SECTION 504 OF THE<br />

REHABILITATION ACT OF 1973 INDIVIDUALS WITH DISABILITIES<br />

EDUCATION ACT<br />

It is the policy <strong>of</strong> the Board <strong>of</strong> Education that no otherwise qualified person shall, on<br />

the basis <strong>of</strong> h<strong>and</strong>icap, be excluded from participation in, be denied the benefits <strong>of</strong>, or<br />

be subjected to discrimination in employment or under any program or activity<br />

sponsored by this Board. The Board shall comply with Section 504 <strong>of</strong> the<br />

Rehabilitation Act <strong>of</strong> 1973, the Americans with Disabilities Act <strong>of</strong> 1990, <strong>and</strong> the<br />

Individuals with Disabilities Education Act. Any person who may wish to review or<br />

render questions regarding the above resolution may do so by contacting the<br />

appropriate guidance counselor.<br />

Students have the right to be free <strong>of</strong> sexual harassment <strong>and</strong> innuendo <strong>and</strong> shall report<br />

any incident <strong>of</strong> sexual harassment to a staff member. Disciplinary interventions <strong>and</strong><br />

sanctions, which may include a police complaint, will be applied to students who<br />

display this behavior.


AFFIRMATIVE ACTION GRIEVANCE PROCEDURE<br />

In keeping with federal/state anti-discrimination legislation, the GEHRHSD Board <strong>of</strong><br />

Education has adopted a grievance procedure <strong>and</strong> appointed district/school<br />

Affirmative Action Officers. These procedures <strong>and</strong> <strong>of</strong>ficers are in place to provide<br />

students, employees, <strong>and</strong> <strong>parent</strong>s with clear direction when seeking to remedy alleged<br />

violations related to discrimination on the basis <strong>of</strong> race, color, creed, religion, sex,<br />

ancestry, national origin, or social/economic status.<br />

Any student, employee, or <strong>parent</strong>, if affected by a decision or condition falling under<br />

the guidelines <strong>of</strong> federal <strong>and</strong>/or state anti-discrimination laws, should present his/her<br />

complaint in written form to the designated Affirmative Action Officer in the building<br />

or school district.<br />

APPEAL PROCESS<br />

When a student <strong>and</strong>/or <strong>parent</strong> encounter problems, discrimination, complaints, or<br />

grievances in matters <strong>of</strong> disciplinary action, academic areas, or school operational<br />

practices - the following procedures should be followed to ensure an equitable<br />

resolution:<br />

Discuss the complaint with the staff member who is closest to the source <strong>of</strong><br />

the problem.<br />

If that decision is unacceptable, appeal in writing to the GEHRHSD Board <strong>of</strong><br />

Education. A written decision will be rendered following a Board hearing.<br />

In areas where state law permits, a student <strong>and</strong>/or <strong>parent</strong> may appeal Board<br />

decisions to the Commissioner <strong>of</strong> Education <strong>and</strong> the New Jersey State Board<br />

<strong>of</strong> Education. At each step in the appeal process, the student(s) <strong>and</strong>/or <strong>parent</strong>s<br />

has/have the rights to a hearing <strong>and</strong> to be represented by a third party.<br />

CHILD FIND<br />

The Federal Government enacted §300.125 Child Find. The General<br />

requirement is that the State must have in effect policies <strong>and</strong> procedures<br />

to ensure that all children with disabilities residing in the State, including<br />

children with disabilities attending private schools, regardless <strong>of</strong> the<br />

severity <strong>of</strong> their disability, <strong>and</strong> who are in need <strong>of</strong> special education <strong>and</strong><br />

related services, are identified, located, <strong>and</strong> evaluated <strong>and</strong> a practical<br />

method is developed <strong>and</strong> implemented to determine if children are<br />

currently receiving needed special education <strong>and</strong> related services.<br />

INTERVENTION & REFERRAL SERVICE<br />

The <strong>Absegami</strong> Intervention <strong>and</strong> Referral Team was created to be the initial<br />

screening committee <strong>and</strong> serves to channel students in need <strong>of</strong> the appropriate<br />

direction for services. Students may be referred to this Program by any member<br />

<strong>of</strong> the staff or by the student’s <strong>parent</strong>. Students are recommended for an<br />

I&RS review at the principal’s discretion. The I&RS team will review the<br />

referral, the student’s grades, attendance <strong>and</strong> discipline records, <strong>and</strong> seek<br />

additional information from the student’s teachers. After a meeting with<br />

members <strong>of</strong> the school’s I&RS Team, this committee will decide whether to<br />

refer the student to the Child Study Team for further evaluation, to the<br />

Section 504 Team to develop accommodations, or to the appropriate<br />

counselor for services. In some cases, the I&RS Team will develop an<br />

accommodation plan for the student. All plans are reviewed at the end <strong>of</strong> the<br />

school year to make recommendations for the following year.<br />

Guidance Counselor, Teacher <strong>and</strong> a Child Study Team Member. For<br />

The Greater Egg Harbor Regional <strong>High</strong> <strong>School</strong><br />

District seeks to ensure that all students are receiving<br />

the most appropriate services available.


STUDENT ENROLLMENT<br />

Following is the procedure for registration <strong>of</strong> resident students entering school from<br />

outside the constituencies or from grade eight in a sending elementary school.<br />

1. The <strong>parent</strong> should contact the guidance <strong>of</strong>fice to set up an appointment.<br />

One <strong>of</strong> the following to establish<br />

Deed to property, Mortgage in lieu <strong>of</strong><br />

deed, or tax bill<br />

Lease or tenant agreement<br />

Sworn statement <strong>of</strong> a l<strong>and</strong>lord if<br />

2. Students must be accompanied by their <strong>parent</strong>.<br />

• Students must bring a transfer card from their last school<br />

attended, academic records, last report card, health records, <strong>and</strong><br />

verification <strong>of</strong> date <strong>of</strong> birth.<br />

• Custody/Foster Agreement papers if applicable.<br />

STUDENT INFORMATION DIRECTORY<br />

The Student Information Directory includes a student’s name, address, grade level,<br />

date <strong>and</strong> place <strong>of</strong> birth, dates <strong>of</strong> attendance, major field <strong>of</strong> study, participation in<br />

District activities recognized by the Board <strong>of</strong> Education, weight <strong>and</strong> height relating<br />

to athletic team membership, degrees, awards, <strong>and</strong> the education agency most<br />

recently attended. With the exception <strong>of</strong> a <strong>parent</strong> or adult student requesting that<br />

directory information about a student not be released, directory information may,<br />

with the consent <strong>of</strong> the <strong>parent</strong> or adult student, be:<br />

• Released to recognized representatives <strong>of</strong> the Press for use in published<br />

reports on District activities, <strong>and</strong><br />

• Used in District publications <strong>and</strong> records, such as the newsletter, h<strong>and</strong>book,<br />

school newspaper, yearbook, graduation program, Board minutes, <strong>and</strong><br />

administrative reports to the Board.<br />

• The Student Information Directory will be made available to educational,<br />

occupational, <strong>and</strong> military recruiters on an equal basis in accordance with<br />

Policy 913. An<br />

adult student who so requests or a minor student whose <strong>parent</strong>s so request, will not be<br />

listed in the Student Information Directory for any <strong>and</strong> all recruitment purposes.<br />

Parents or adults may request, in writing, to be excused from participation in all<br />

recruiting activities <strong>and</strong>/or from a listing in the Student Information Directory<br />

distributed for recruitment purposes. All questions about this should be addressed to<br />

the student’s guidance counselor.<br />

STUDENT RECORDS POLICY<br />

A central file is maintained on each student in the Guidance Office. Additional<br />

information might be maintained in several other areas <strong>of</strong> the school. Records<br />

containing information relevant to the student’s education is available to <strong>parent</strong>s or<br />

guardians. If you are under eighteen <strong>and</strong> have written permission or if you are<br />

eighteen or older, you have the right <strong>of</strong> access to your records. A member <strong>of</strong> the<br />

school staff responsible for the maintenance <strong>of</strong> the records will be present to provide<br />

interpretation <strong>of</strong> the records should you or your <strong>parent</strong>s choose to review them. A<br />

<strong>parent</strong> or student at least eighteen years <strong>of</strong> age may question records on grounds <strong>of</strong><br />

inaccuracy, irrelevancy, <strong>and</strong> impermissive disclosure, inclusion <strong>of</strong> improper<br />

information, or denial or access. Please contact a guidance counselor or administrator<br />

for additional information.<br />

GENESIS PARENT ACCESS<br />

We are pleased to provide the Genesis Parent Access to all homes via an<br />

easy-to-use website. Parent Access is a convenient collaboration tool that<br />

allows <strong>parent</strong>s/guardians to enhance their involvement in their student’s academic<br />

progress online. Parents can view their child’s attendance, class assignments,<br />

grades, discipline records, <strong>and</strong> schedule by going to www.absegami.net. To register,<br />

click on Genesis Parent Access under the Parent/Guardian tab <strong>and</strong> complete the<br />

registration form.<br />

LUNCH PROGRAM<br />

A balanced, nutritious breakfast <strong>and</strong> lunch will be available to students daily at a<br />

reasonable cost. Breakfast is available from 7:05-7:16 AM.<br />

FREE/REDUCED AND PAID MEAL TICKETS<br />

• Applications will be distributed to students in September.<br />

• Students who qualified for free or reduced price meals in the previous school<br />

year will continue to qualify in September until the new applications have<br />

been evaluated by October 1.<br />

• If qualified, a student’s ID is also his/her lunch ticket.<br />

• Information on free, reduced price <strong>and</strong> paid meal tickets is available in the<br />

school <strong>of</strong>fice.<br />

• Contact the Vice Principal for information regarding the lunch program.<br />

PRE-PAYMENT<br />

Families now have the ability to prepay their child’s lunch expenses. Simply write a<br />

check to Sodexho including your child’s full name <strong>and</strong> ID number as it appears on<br />

his/her ID card. The student will then only need to swipe his/her ID card to purchase<br />

food. Questions may be directed to the Food Service Director at 609- 909-2620.


IDENTIFICATION BADGES<br />

Students are issued identification badges at the beginning <strong>of</strong> each school year. For<br />

security <strong>and</strong> safety reasons, students will be required to carry their ID badges while in<br />

the school building <strong>and</strong> attending school activities both on <strong>and</strong> <strong>of</strong>f campus. Students<br />

must present their ID upon request <strong>of</strong> any staff member.<br />

Replacement <strong>of</strong> Lost ID Badges<br />

• The cost <strong>of</strong> a replacement ID is $5.00. CASH ONLY, must be paid in order<br />

to receive a replacement ID.<br />

• Students are required to use their ID badges to swipe into school locations,<br />

entering <strong>and</strong> exiting the building other than st<strong>and</strong>ard times, entering the<br />

cafeteria, <strong>and</strong> paying for lunch. Students must use their ID badge to obtain a<br />

pass out <strong>of</strong> a classroom. Students without ID badges will not be given a pass<br />

out <strong>of</strong> class.<br />

LOCKERS / PERSONAL PROPERTY<br />

To safeguard property, the student should use only his/her assigned locker. He/she<br />

should keep the locker properly locked at all times. The school cannot assume<br />

responsibility for the theft or loss <strong>of</strong> belongings from lockers.<br />

GEHRHSD RESERVES THE RIGHT TO INSPECT ANY LOCKER WITHOUT<br />

NOTICE. INSPECTION MAY BE COMPLETED AT ANY TIME BY<br />

PERSONNEL AUTHORIZED BY THE SCHOOL ADMINISTRATION.<br />

It is strongly recommended that the student identify all items <strong>of</strong> personal equipment,<br />

such as gym shoes, athletic equipment, <strong>and</strong> notebooks. Identification cards should be<br />

carried. It is suggested that the student carry only enough money to meet daily needs.<br />

The school assumes no responsibility for the theft/loss <strong>of</strong> student’s personal<br />

property, materials issued to students for instructional use, or to investigate<br />

the loss <strong>of</strong> items that are prohibited by school policy.<br />

All students must supply their own padlocks for their gym lockers.<br />

Numerical grades are earned during the marking period <strong>and</strong> may be converted to letter<br />

grades in accordance with the following chart:<br />

A 70 average is required to pass.<br />

An Incomplete is recorded as a 50 on the report card. Incomplete grades<br />

should be made up within 2 weeks <strong>of</strong> the report card issue date.<br />

Most colleges use a 4.0 grading/GPA scale to report average grades <strong>of</strong><br />

accepted incoming college freshmen. The GPA reported in the tables above<br />

will assist you in estimating what your high school GPA might be on a 4.0<br />

GPA scale.<br />

Advanced Placement courses will be weighted by adding ten points to the<br />

earned grade <strong>and</strong> Honors courses will be weighted by adding five points to the<br />

earned grade. Class Rank will be based solely on weighted grades. GPA will<br />

be based only on the numeric average without weighting.<br />

GRADES AND CREDITS<br />

1. At the end <strong>of</strong> the first semester, the semester average will determine<br />

eligibility for the second semester.<br />

2. At the end <strong>of</strong> the school year, the final average will determine eligibility for<br />

the first semester <strong>of</strong> the following school year.<br />

3. A grade <strong>of</strong> WF will be counted as a failure.<br />

4. Students entering grade 9 in the first semester have no academic requirement.<br />

They are encouraged to join the activities/athletics that interest them.<br />

5. For the first semester, students in grades 11, <strong>and</strong> 12 must have earned 27.5<br />

credits in the preceding school year.<br />

6. Class <strong>of</strong> 2015 <strong>and</strong> 2016 students must earn 15 credits to be eligible for<br />

athletics <strong>and</strong> activities in the second semester <strong>of</strong> the freshman year <strong>and</strong> 30<br />

credits by the end <strong>of</strong> the second semester to be eligible for athletics <strong>and</strong><br />

activities for the first semester <strong>of</strong> the sophomore year.<br />

7. To be eligible for athletics <strong>and</strong> activities in the 2nd semester, Class <strong>of</strong> 2013<br />

& 2014 students must have earned at least 13.75 credits in Semester I.<br />

INCOMPLETE GRADES<br />

Students may regain eligibility by presenting to the Supervisor <strong>of</strong> Athletics <strong>and</strong>/or<br />

Vice Principal, as appropriate, a written statement from the teacher involved, no later<br />

than the end <strong>of</strong> the 1st school day following the issuance <strong>of</strong> report cards.<br />

A student ending the year on no-credit status is ineligible for participation in<br />

athletics or activities for the following school year.


SUMMER MAKE-UPS<br />

Summer school <strong>and</strong> summer tutoring may be used to gain eligibility for the 1st<br />

semester <strong>of</strong> the following year. The maximum number <strong>of</strong> credits that may be earned<br />

during the summer for eligibility purposes is 10 credits.<br />

Tutoring --Tutoring during the school year will be considered in determining<br />

eligibility for the following year.<br />

A student beginning the year with credit completion days owed, that were<br />

carried over from the previous year, upon completion <strong>of</strong> the credit<br />

completion time owed, will be eligible.<br />

CREDIT COMPLETION<br />

The district maintains a consistent obligation requiring students to be present in<br />

school in order to be provided an education. Students who exceed 10 unexcused<br />

absences will be placed on NO CREDIT STATUS. Students on NO CREDIT<br />

STATUS can make up their days by attending credit completion after school by<br />

serving late detention (2:30-5:30) or a Saturday detention at Oakcrest HS only. One<br />

session <strong>of</strong> Credit Completion equals one day <strong>of</strong> attendance. Students who miss more<br />

than 36 days in a school year are not eligible for the late detention Credit Completion<br />

program.<br />

RETENTION & INELIGIBILITY DUE TO<br />

NO CREDIT STATUS<br />

Any student who ends the school year on NO CREDIT STATUS or TOTAL LOSS<br />

OF CREDIT STATUS <strong>and</strong> who has not filed an Attendance Appeal will be<br />

rescheduled into the SAME classes for the following school year. Further, those<br />

students will be ineligible for Athletics <strong>and</strong> Activities for the entire following school<br />

year.<br />

PROMOTION AND RETENTION<br />

Students will be promoted to grade 10 on the basis <strong>of</strong> accumulating 25 credits, to<br />

grade 11 on the basis <strong>of</strong> accumulating 60 credits, <strong>and</strong> to grade 12 on the basis <strong>of</strong><br />

accumulating 85 credits. <strong>School</strong> attendance will be a factor in the determination <strong>of</strong> a<br />

student’s promotion or retention.<br />

WITHDRAWAL FROM SCHOOL<br />

A student desiring to withdraw from school should first consult his/her guidance<br />

counselor in making a decision. He/she should not remain absent for any prolonged<br />

period <strong>of</strong> time <strong>and</strong> return later for withdrawal. In addition, the instructions given<br />

below should be followed without exception:<br />

1. Students under 18 must be accompanied by <strong>parent</strong> at time <strong>of</strong> withdrawal.<br />

2. A withdrawal slip will then be issued.<br />

3. Return all books, uniforms, <strong>and</strong> other school property to teachers who will<br />

initial the slip.<br />

4. Return the completed <strong>and</strong> properly initialed withdrawal slip to the<br />

Guidance Office.<br />

5. Transcript or transfer cards may not be released until all obligations are met.<br />

SOCIAL PROBATION<br />

A student may be placed on Social Probation if one or more <strong>of</strong> the following criteria<br />

have been met during the preceding marking period:<br />

A student on No Credit status.<br />

A student has a financial obligation which remains outst<strong>and</strong>ing.<br />

A student has failed to fulfill a disciplinary obligation i.e. did not serve a<br />

teacher, <strong>of</strong>fice, late, <strong>and</strong>/or did not serve an assigned day <strong>of</strong> in school<br />

suspension.<br />

A student has been involved in a disciplinary matter which includes: Possession/use/sale<br />

<strong>of</strong> drugs or alcohol, possession/use/sale <strong>of</strong> weapons, engages in<br />

an act <strong>of</strong> violence or aggression, <strong>and</strong>/or is involved in an act <strong>of</strong> theft or<br />

damage to school property (involvement in these conduct matters will result<br />

in immediate placement on Social Probation).<br />

Student placement is the alternative program.<br />

Social Probation will prohibit a student’s ability to participate in extra-curricular,<br />

school activities which include, but are not limited to:<br />

Club/Organizational activities or performances<br />

Club/Organizational sponsored trips, etc.<br />

Non-Curricular field trips, etc.<br />

Dances requiring the purchase <strong>of</strong> a ticket i.e. Semi-Formal or Prom<br />

Intramural Activities<br />

REMOVAL FROM SOCIAL PROBATION<br />

Upon a student resolving all applicable condition(s) above, social probation may be<br />

removed.<br />

PASSES<br />

• Students must have an authorized hall pass <strong>and</strong> their <strong>Absegami</strong> ID to be in<br />

the halls during class periods.<br />

• Any school staff member has the authority to question students <strong>and</strong> ask to<br />

see passes.


• Passes are a privilege <strong>and</strong> are issued at the teacher’s discretion. This<br />

privilege may be revoked by the administration.<br />

• Students must get permission from their scheduled teacher to visit the nurse,<br />

library, <strong>of</strong>fice, guidance, etc. If not, this is considered a CUT <strong>and</strong> will result<br />

in disciplinary action.<br />

• Students must not ask a teacher to excuse them from a scheduled class. A<br />

staff member desiring to excuse a student from a scheduled class must make<br />

prior arrangements with the teacher <strong>of</strong> that scheduled class.<br />

INTERIM PROGRESS REPORTS<br />

Interim/progress reports will be <strong>of</strong>fered to <strong>parent</strong>s electronically half way through<br />

each marking period. These reports are an indication <strong>of</strong> progress, not grades. Please<br />

contact the Guidance Department if there are any questions about Interims.<br />

REPORT CARDS<br />

Report Cards will be available electronically within one week <strong>of</strong> the end <strong>of</strong> the<br />

marking period<br />

EXAM POLICY<br />

Students must be present at the assigned time to take Mid-term exams <strong>and</strong> Final<br />

exams. Students who are absent on the day <strong>of</strong> an exam will only be allowed to make<br />

the exam up if they present a valid note for an excused absence (doctor’s note, court<br />

appearance, death in the family) to the main <strong>of</strong>fice. All exams must be made up<br />

within two weeks <strong>of</strong> the close <strong>of</strong> the marking period. If these conditions are not met,<br />

a grade <strong>of</strong> ―50‖ will be recorded.<br />

Exam Sign-Out Procedure – See Attendance: Early Release<br />

Students will only be permitted to be signed out if they report to the<br />

designated area prior to the start <strong>of</strong> the exam. NO student will be called out<br />

<strong>of</strong> a classroom.<br />

HONOR ROLLS<br />

Honor rolls will be posted following each report period. Any student earning a grade<br />

<strong>of</strong> 76 or below will not be eligible for high honor or merit roll.<br />

<strong>High</strong> Honor Roll - Students with a 92 average or above<br />

Merit Roll - Students with an 85 to 91.99 average<br />

Varsity Scholar – A varsity scholar or similar program will be <strong>of</strong>fered at<br />

each school. For criteria, contact your child’s guidance counselor.<br />

NATIONAL HONOR SOCIETY<br />

Membership in the National Honor Society is limited to juniors <strong>and</strong> seniors. This<br />

honor is conferred upon students by the faculty in recognition <strong>of</strong> outst<strong>and</strong>ing<br />

accomplishments in scholarship, service, leadership, <strong>and</strong> character.<br />

The selection committee is composed <strong>of</strong> faculty members selected by the principal as<br />

prescribed by the National Association <strong>of</strong> Secondary <strong>School</strong> Principals (NASSP).<br />

Criteria for selection:<br />

Scholarship: The juniors <strong>and</strong> seniors with a minimum weighted or unweighted 91%<br />

grade point average will be eligible for selection. Juniors will be considered for<br />

selection at the end <strong>of</strong> their fifth semester. Seniors will be considered for selection at<br />

the end <strong>of</strong> their seventh semester.<br />

Service: The c<strong>and</strong>idate will show willingness to help others in the group that are less<br />

gifted, volunteer his/her talents toward the attainment <strong>of</strong> group goals, <strong>and</strong> perform<br />

work without regard to reward.<br />

Leadership: The c<strong>and</strong>idate will demonstrate the ability to motivate others, set the<br />

appropriate examples, <strong>and</strong> establish consistency in leading a group.<br />

Character: The c<strong>and</strong>idate will be honest, trustworthy, respectful <strong>and</strong> tolerant <strong>of</strong><br />

others, <strong>and</strong> be a pleasant <strong>and</strong> positive individual.<br />

SAT SCORE CHOICE<br />

Students can select which SAT scores are sent to colleges by selecting a specific date<br />

for the SAT <strong>and</strong> by individual test for the SAT Subject Tests.<br />

Score Choice is an optional feature, but students should be aware <strong>of</strong> each<br />

college’s individual score reporting policies before using it.<br />

For students who choose NOT to use the Score Choice feature, ALL SAT<br />

scores will automatically be sent.<br />

www.collegeboard.com, or call 1-800-SAT-HELP.<br />

A new Score Choice web page with information, FAQs, <strong>and</strong> a Score Choice<br />

tutorial is also available at the College Board website.<br />

In addition, the <strong>Absegami</strong> Guidance Department includes students’ SAT scores on<br />

their high school transcripts. Students taking advantage <strong>of</strong> Score Choice:<br />

Must now notify their counselor in writing as to which SAT scores, by<br />

sitting date, they would like to have removed from their <strong>Absegami</strong><br />

transcript. Without this notification, all <strong>of</strong> a student’s SAT scores that we<br />

receive will continue to be recorded on his/her high school transcript.<br />

Students who wish to have any <strong>of</strong> their SAT scores omitted from their high<br />

school transcript should submit a ―Request to remove SAT/ACT Test Scores


from the <strong>Absegami</strong> Transcript‖ form. The form is available on the Guidance<br />

page <strong>of</strong> the school’s website www.absegami.net<br />

This is a TWO-STEP PROCESS. If a score is removed on the SAT Score<br />

Choice website, but NOT removed through the <strong>Absegami</strong> Guidance<br />

Department, the SAT score will still show up on <strong>Absegami</strong> transcripts sent<br />

to colleges, <strong>and</strong> vice-versa.<br />

WORKING PAPERS<br />

New Jersey State Law requires every person under 18 who is employed full or<br />

part-time to obtain working papers. The necessary forms may be picked up from<br />

<strong>and</strong> returned to the Main Office.<br />

• The physical section <strong>of</strong> the working papers must be filled out by your<br />

physician.<br />

COMPUTER USE POLICY<br />

GEHRHSD provides computer equipment, computer services, <strong>and</strong> Internet access to<br />

its students <strong>and</strong> staff for educational purposes only. The purpose <strong>of</strong> providing<br />

technology resources is to improve learning <strong>and</strong> teaching through research, teacher<br />

training, collaboration, dissemination, <strong>and</strong> the use <strong>of</strong> global communication resources.<br />

The ―system administrators‖ referred to herein are employees <strong>of</strong> GEHRHSD. They<br />

are the administrators <strong>of</strong> the computer system <strong>and</strong>, as such, reserve the right to<br />

monitor all activity on network facilities.<br />

The use <strong>of</strong> electronic resources is available provided that abuses do not occur. Access<br />

is a privilege that will be denied if used inappropriately. In addition, disciplinary<br />

<strong>and</strong>/or legal action may be taken. The following are not permitted:<br />

Sending or displaying <strong>of</strong>fensive messages or pictures<br />

Using obscene language<br />

Harassing, insulting, or attacking others<br />

Damaging computers, computer systems or computer networks<br />

Violating copyright laws<br />

Using another’s password<br />

Trespassing in another’s folders, work, or files<br />

Intentionally wasting limited resources<br />

Employing the network for commercial purposes<br />

Violations may result in a loss <strong>of</strong> access as well as other disciplinary or legal action.<br />

Additional disciplinary action may be determined at the building level in line with<br />

existing practice regarding inappropriate language or behavior.<br />

ON-LINE CONDUCT<br />

Any action by a student or other user <strong>of</strong> the computer network that is determined by a<br />

system administrator to constitute an inappropriate use <strong>of</strong> the network resources or to<br />

improperly restrict or inhibit other members from using <strong>and</strong> enjoying those resources<br />

is strictly prohibited <strong>and</strong> may result in termination <strong>of</strong> an <strong>of</strong>fending member’s account<br />

<strong>and</strong> other action in compliance with the District’s discipline code.<br />

The user specifically agrees not to submit, publish, or display any<br />

defamatory, inaccurate, abusive, obscene, pr<strong>of</strong>ane, sexually oriented,<br />

threatening, racially <strong>of</strong>fensive, or otherwise illegal material, information, or<br />

s<strong>of</strong>tware in violation <strong>of</strong> any local, state, or federal law. It is prohibited <strong>and</strong> is<br />

a breach <strong>of</strong> the Terms <strong>and</strong> Conditions.<br />

Users <strong>and</strong> their <strong>parent</strong>s/guardians specifically agree to indemnify GEHRHSD<br />

<strong>and</strong> the system administrators for any losses, costs, or damages, including<br />

reasonable attorney’s fees incurred by the District relating to, or arising out<br />

<strong>of</strong> any breach <strong>of</strong> the ON-LINE CONDUCT by the user.<br />

SOFTWARE LIBRARIES<br />

S<strong>of</strong>tware is provided to students as a curricular resource. No student may<br />

install, upload, or download s<strong>of</strong>tware without the expressed consent <strong>of</strong> the<br />

system administrator. Any s<strong>of</strong>tware having the purpose <strong>of</strong> damaging other<br />

members’ accounts or the District network (e.g. computer viruses) is strictly<br />

prohibited.<br />

The system administrators, at their sole discretion, reserve the right to immediately<br />

terminate the account or take other action, consistent with the<br />

District’s discipline code, <strong>of</strong> a member who misuses the s<strong>of</strong>tware libraries.<br />

ELECTRONIC MAIL<br />

Electronic mail (―Mail‖ or ―e-mail‖) is an electronic message sent by or to a member<br />

in correspondence with another person having Internet mail access.<br />

The system administrators may inspect the contents <strong>of</strong> mail sent by one<br />

member to an identified addressee, <strong>and</strong> disclose such content to a third party,<br />

without the consent <strong>of</strong> the sender or intended recipient, in order to comply<br />

with the law <strong>and</strong>/or policies <strong>of</strong> GEHRHSD, or to investigate complaints<br />

regarding mail which is alleged to contain defamatory, inaccurate, abusive,<br />

obscene, pr<strong>of</strong>ane, sexually oriented, threatening, racially <strong>of</strong>fensive, or<br />

otherwise illegal material.<br />

GEHRHSD reserves the right to cooperate fully with local, state, or federal<br />

<strong>of</strong>ficials in any investigation concerning or relating to any mail transmitted<br />

on the GEHRHSD’s network.<br />

Users should not expect that files or e-mail stored on district servers will<br />

always be private.


SECURITY<br />

Security on any computer system is a high priority, especially when the system<br />

involves many users.<br />

If a user feels that he/she can identify a security problem on the system, the<br />

user must notify a system administrator. The issue should be kept<br />

confidential.<br />

Any user identified as a security risk will have his/her account terminated<br />

<strong>and</strong> be subjected to other disciplinary action.<br />

VANDALISM<br />

V<strong>and</strong>alism is defined as any malicious attempt to harm or destroy works that are<br />

connected to the Internet backbone or <strong>of</strong> doing intentional damage to hardware or<br />

s<strong>of</strong>tware resident on the system.<br />

V<strong>and</strong>alism includes, but is not limited to, the uploading or creation <strong>of</strong><br />

computer viruses.<br />

V<strong>and</strong>alism will result in cancellation <strong>of</strong> system privileges <strong>and</strong> other<br />

disciplinary measures in compliance with the District discipline code.<br />

COMPUTER GAME PLAYING AND PAINT<br />

Academic based game playing is permitted on the GEHRHSD system only when<br />

terminals are not needed for other purposes <strong>and</strong> the game conforms to the curricular<br />

goals <strong>of</strong> the District.<br />

Game playing over dial-up links or other inter-machine communication is<br />

prohibited.<br />

Although drawing <strong>and</strong> painting have legitimate academic uses, those<br />

activities are prohibited when done for recreational purposes.<br />

ELECTRONIC EQUIPMENT<br />

Audio/Visual Equipment: Students are not permitted to use personal audio equipment<br />

during the school day. Large electronic equipment is prohibited on school buses <strong>and</strong><br />

in school <strong>and</strong> will be confiscated by the administration. Personal photographic<br />

equipment is not permitted at any time.<br />

Cell Phones, Beepers & Two-way Radios: Possession <strong>of</strong> any cell phone, pager, or<br />

any other type <strong>of</strong> personal paging device or look alike is prohibited during the regular<br />

school day both in school <strong>and</strong> on school grounds<br />

Laser Pointers: Possession <strong>of</strong> laser pointers or look-alikes is prohibited in school <strong>and</strong><br />

they will be confiscated.<br />

ELECTRONIC SURVEILLANCE<br />

GEHRHSD conducts electronic surveillance in all <strong>of</strong> the public use areas <strong>of</strong> its<br />

schools <strong>and</strong> the buses serving those schools. This includes all areas under the control<br />

<strong>of</strong> the school district except lavatories, locker rooms, <strong>and</strong> shower rooms, in which<br />

only audio surveillance is permitted. No individual using any <strong>of</strong> these facilities has the<br />

right to expect a right to privacy in these areas. Surveillance is in the form <strong>of</strong> both<br />

video <strong>and</strong> audio recording <strong>and</strong> may be running twenty-four hours daily.<br />

FOOD & DRINK<br />

Students are not permitted to have food or drink in the hallways or classrooms. Water<br />

bottles or other open drink containers are NOT allowed. Water fountains have been<br />

provided for student use.<br />

GAMES<br />

Dice, cards, <strong>and</strong> other gambling paraphernalia are not permitted on school grounds.<br />

Hacky sacks, Frisbees, balls, etc. are not allowed. Immediate confiscation will result.<br />

Disciplinary consequences may result.<br />

LATE TO CLASS<br />

Teachers have the prerogative to give verbal warnings or assign detentions for<br />

lateness to class. Chronic <strong>of</strong>fenders will be referred to the administration for more<br />

serious consequences.<br />

LAVATORIES<br />

The bathrooms located throughout the school are for your convenience. Students<br />

should not congregate in bathrooms. Loitering <strong>and</strong> smoking are prohibited in all<br />

bathroom areas.<br />

HALL TRAFFIC<br />

Traffic Laws are observed on the highways, <strong>and</strong> a high school also has traffic rules,<br />

which must be obeyed in order to have a well-organized school day.<br />

1. Speak in a s<strong>of</strong>t voice <strong>and</strong> avoid unnecessary noise.<br />

2. Keep to the right at all times.<br />

3. Walk; do not run.<br />

4. Do not block hallways; no loitering at hallway intersections.<br />

LOITERING<br />

Students are not permitted to loiter in or around school property. The school campus<br />

remains open at the end <strong>of</strong> the regular school day for those students who choose to<br />

participate in activities, athletics, <strong>and</strong>/or stay for extra help. Therefore, those students<br />

who choose to leave school at the end <strong>of</strong> the regular school day will not be permitted


to return to school grounds or ride the activity buses, <strong>and</strong> violators may be considered<br />

trespassers.<br />

STUDY HALLS<br />

Students are expected to bring schoolwork to study hall. Unauthorized absence from<br />

study hall will be considered a class cut. Study hall is an academic setting appropriate<br />

for reading, small study groups, <strong>and</strong> homework.<br />

All school policies apply (No electronics including cell phones & IPods).<br />

<strong>School</strong> hall pass policies apply.<br />

CUTTING CLASSES OR SCHOOL<br />

All students registered in the State <strong>of</strong> New Jersey <strong>and</strong> at GEHRHSD are required to<br />

attend school all days <strong>and</strong> all hours that school is in session (18A:38-26). Therefore,<br />

selective absence (cutting) from individual classes by students is not permitted.<br />

• Students who are found to be illegally absent from class will be subject to<br />

disciplinary penalties.<br />

• Students must get permission from their scheduled teacher to visit the<br />

nurse, library, <strong>of</strong>fice, guidance, etc.<br />

• Students are expected to swipe their ID badge at all locations when entering<br />

<strong>and</strong> exiting. If not, this is considered a CUT <strong>and</strong> will result in disciplinary<br />

action.<br />

STUDENT PICK-UP<br />

Students may be picked up upon dismissal by a <strong>parent</strong>, guardian, or authorized adult<br />

only. Please turn <strong>of</strong>f engine <strong>and</strong> car radio while waiting. Students are not allowed to<br />

be picked up by unauthorized persons unless <strong>parent</strong> or guardian permission has been<br />

obtained <strong>and</strong> an administrator is informed prior to the pickup.<br />

• Pick-up/drop-<strong>of</strong>f is to occur in the front <strong>of</strong> the building in the visitor<br />

parking loop.<br />

VISITORS<br />

All visitors must report to the Main Office <strong>and</strong> provide a valid Driver’s License upon<br />

entering the building. No visitors are permitted to see students in school unless<br />

emergency factors exist <strong>and</strong> then only with approval <strong>of</strong> the administration.<br />

Trespassers will be prosecuted.<br />

• Authorized visitors must provide appropriate identification, <strong>and</strong> be escorted by<br />

security to the desired building location.<br />

• Students are not permitted to bring visitors during the school day unless prior<br />

approval has been received from the principal or the appropriate vice-principal.<br />

*Due to insurance purposes, if student visitors are approved by the administration,<br />

the student visitor must be transported to <strong>and</strong> from school by a <strong>parent</strong> or guardian.<br />

DELIVERIES<br />

Any item brought to school for a student must be delivered to the main <strong>of</strong>fice by their<br />

<strong>parent</strong> or guardian. Deliveries may not be made to any other area <strong>of</strong> the school.<br />

Students are not permitted any food deliveries during the school day.<br />

PERFORMING ARTS CENTER<br />

Audience members are expected to behave in a respectful manner. The administration<br />

reserves the right to remove disorderly audience members. No food or drink is<br />

permitted in the Auditorium.<br />

CLOSING OF SCHOOL DUE TO INCLEMENT WEATHER<br />

In the event <strong>of</strong> inclement weather or some other urgent reason, which could<br />

necessitate the closing <strong>of</strong> school, families will be notified <strong>of</strong> the closing <strong>of</strong> school via<br />

the automated phone chain. In addition, the following sources will also announce<br />

school closings.<br />

Emergency Dismissal During the <strong>School</strong> Day<br />

The Superintendent will determine the advisability <strong>of</strong> an early dismissal because <strong>of</strong><br />

inclement weather or an emergency. If a decision is made to send students home<br />

before the regular dismissal time, the local radio stations will be requested to make<br />

announcements on the hour <strong>and</strong> half hour. Parents are requested to listen to the local<br />

radio station if there is any question about the early closing <strong>of</strong> school.<br />

Please do not call the school.


BUS TRANSPORTATION<br />

The GEHRHSD has contracted a complete system <strong>of</strong> bus transportation to <strong>and</strong> from<br />

each high school. The transportation schedule is listed below:<br />

Due to the safety problems <strong>of</strong> students having to drive long distances under all<br />

weather conditions plus the lack <strong>of</strong> space for adequate student parking, the Board <strong>of</strong><br />

Education has adopted a ―NO STUDENT DRIVING‖ policy. Under this policy, no<br />

student is permitted to drive a motor vehicle (including motorcycles <strong>and</strong> mopeds) to<br />

school or to park a motor vehicle on perimeter roads or private parking areas during<br />

the school day. Students who violate this policy will have their automobiles<br />

IMMEDIATELY towed at their own expense <strong>and</strong> WITHOUT NOTIFICATION.<br />

Students may also face other disciplinary action.<br />

Bus Passes – A Student’s Identification Badge is considered his/her bus pass for<br />

regular busing to <strong>and</strong> from school.<br />

• Passes to ride a different bus are issued on Tuesday, Wednesday, <strong>and</strong> Thursdays<br />

only on a one-day basis with <strong>parent</strong> permission <strong>and</strong> administrative approval.<br />

Activity Buses – Activity buses are available to students on a ―pass only‖ basis.<br />

Passes are available from activity advisors, coaches, <strong>and</strong> teachers. <strong>Absegami</strong> ACIT<br />

PM students wishing to return to <strong>Absegami</strong> must follow the established procedure by<br />

contacting their VP in advance for a pass.<br />

PRIOR TO BUS LOADING<br />

Report to assigned bust stop at least 10 minutes earlier than assigned time.<br />

Missing the bus is not a valid excuse for absence from school.<br />

Bus drivers may only accept <strong>and</strong> discharge students at the stop indicated on<br />

the Bus Permit.<br />

BUS RULES OF CONDUCT<br />

It is expected that the same rules <strong>of</strong> conduct in force during the day are also in force<br />

as the students ride to <strong>and</strong> from school:<br />

1. The bus driver has complete jurisdiction over the passengers at all times.<br />

2. The bus driver <strong>and</strong> bus property must be respected at all times. Arguments,<br />

complaints, etc. should not be voiced while the bus is in route. They may be<br />

made to the Director <strong>of</strong> Transportation or to a member <strong>of</strong> the <strong>School</strong><br />

Administration.<br />

3. The bus driver will only stop at those points designated by the Board <strong>of</strong> Ed.<br />

4. Students must remain in their seats at all times.<br />

5. There will be no smoking or fighting at any time.<br />

6. No items will be thrown within the bus or out <strong>of</strong> the bus.<br />

7. No body parts will be extended out <strong>of</strong> the windows.<br />

8. There will be no pushing or shoving.<br />

9. No student shall be in possession <strong>of</strong>, use, or be under the influence <strong>of</strong><br />

alcoholic beverages or drugs at any time.<br />

10. Students should talk in s<strong>of</strong>t, moderate tones so the driver does not become<br />

distracted. Loud, abusive, or pr<strong>of</strong>ane language is prohibited.<br />

11. New Jersey State Law requires schools to organize <strong>and</strong> conduct emergency<br />

exit drills for all students who ride school buses. Drills are to be conducted<br />

on school property <strong>and</strong> be supervised by the Principal or person assigned to<br />

act in a supervisory capacity.<br />

12. Changes in bus assignments may only be considered by submitting a written<br />

request signed by the <strong>parent</strong> to the district transportation <strong>of</strong>fice.<br />

13. Any disruptive <strong>and</strong>/or dangerous behavior may result in the loss <strong>of</strong> bus<br />

privileges.<br />

14. Electronic surveillance cameras are installed on buses.<br />

ELIGIBILITY POLICY FOR ACTIVITIES /ATHLETICS<br />

1. The Eligibility Policy will apply equally to students in activities <strong>and</strong>/or athletics<br />

that require participation beyond the contractual school day.<br />

2. Students will gain/lose eligibility for athletics <strong>and</strong> activities on a semester basis.<br />

The date <strong>of</strong> the issuance <strong>of</strong> the 2 nd & 4 th report card will be the date which students<br />

gain/ lose eligibility for the following semester. In accordance with NJSIAA rules, an<br />

athlete who becomes ineligible may finish the sport season in progress. A student who<br />

has commenced preparation in a public performance <strong>of</strong> a concert, recital, drama, or<br />

debate may continue to participate until the performance is completed.<br />

3. A student may not join an athletic program following the opening date (playing the<br />

first regularly scheduled game) without the approval <strong>of</strong> the Athletic Director or head<br />

coach.<br />

4. The grades for determining eligibility at the end <strong>of</strong> the first semester will be the<br />

semester average. The grades for determining eligibility at the end <strong>of</strong> the school year<br />

will be the final average. A grade <strong>of</strong> WF will be counted as a failure.


5. To be eligible:<br />

10 th <strong>and</strong> 11 th graders must have earned 30 credits<br />

12 th graders must have earned 13.75 credits<br />

6. A pupil in a no-credit status is ineligible for participation in athletics or activities<br />

for the succeeding year.<br />

7. A student with an incomplete grade may regain eligibility by presenting to the<br />

Supervisor <strong>of</strong> Athletics <strong>and</strong>/or Vice Principal, as appropriate, a written statement from<br />

the teacher involved, no later than the end <strong>of</strong> the first school day following the issuance<br />

<strong>of</strong> report cards, that the incomplete grade has been made up or is an ―incomplete<br />

passing‖ <strong>and</strong> that the student has been given additional time to complete make-up work.<br />

8. A student on total loss <strong>of</strong> credit will lose eligibility when they have accumulated 36 or<br />

more absences.<br />

9. For a trip <strong>of</strong> more than one-day duration, all student participants must
be eligible<br />

on the last day that refunds are possible (as stated on the trip approval form).<br />

10. Summer school <strong>and</strong> tutoring in the summer may be used to gain eligibility for the<br />

first semester <strong>of</strong> the following year. The maximum number <strong>of</strong> credits that may be<br />

earned during the summer for eligibility purposes is 10 credits.<br />

11. Eligibility for senior week activities will be determined on the day that senior<br />

failures are reported.<br />

12. Tutoring during the school year will be considered in determining eligibility for<br />

the succeeding year.<br />

13. Students are responsible for their own yearly physicals.<br />

ATHLETIC PARTICIPATION<br />

Students who wish to try out for an athletic squad or team must return a completed<br />

district Physical Examination Report. Those who fail to do so will not be permitted to<br />

attend the first practice <strong>of</strong> the sport.<br />

• Physicals are good for one <strong>calendar</strong> year.<br />

• If a physical expires mid-season, a new physical must be obtained prior to that<br />

season.<br />

• A new form must be completely filled out <strong>and</strong> turned in for each sport the<br />

student-athlete participates in.<br />

Transfer Students<br />

All newly enrolled students who are not from the GEHRHS sending districts are<br />

required to have a physical upon entry into the district, which was done no more than<br />

365 days prior to entry <strong>and</strong> states what, if any, modifications are required for full<br />

participation in the school program. The forms for this physical is available in the<br />

child study <strong>of</strong>fice <strong>and</strong> are also available online at the OHS, AHS <strong>and</strong> CCHS websites.<br />

PHYSICAL EXAMINATION<br />

It is strongly recommended that a physical be completed at least one time during<br />

adolescence. According to state law, each student medical examination shall be conducted<br />

at the medical home <strong>of</strong> the student <strong>and</strong> a full report sent to the school. A form<br />

for the private doctor’s examination can be obtained from the school nurse.<br />

Students who wish to try out for an athletic squad or team must return a completed<br />

Examinations will be provided by the school physician for those students who do not<br />

NCAA ELIGIBILITY<br />

For students planning to enroll in any Division I or Division II college or university<br />

there are core course minimums (16 courses) <strong>and</strong> GPA/SAT/ACT score minimums<br />

that students must meet in high school to be eligible to play sports at the college level.<br />

MODIFICATION OF NJSIAA TRANSFER RULE<br />

Eligibility <strong>of</strong> transfer students on or after September 1 on any given year, any<br />

incoming 10th, 11th, or 12th grade transfer student who did not have a bona fide<br />

change <strong>of</strong> address <strong>and</strong> has participated in any level <strong>of</strong> a sport will be ineligible for 30<br />

ATTENDANCE<br />

Absence from school jeopardizes the ability <strong>of</strong> a pupil to satisfactorily complete the<br />

prescribed course <strong>of</strong> study <strong>and</strong> violates the statutes requiring children to regularly<br />

attend school (N.J.S.A 18A:38-35-26).<br />

Definition <strong>of</strong> Excused Absences: An absence is excused only if it occurs because <strong>of</strong> a<br />

driver's test, a court appearance, a doctor's appointment, a medical excuse signed by a<br />

physician, a funeral in the family, or a religious holiday. Unlike elementary school, a<br />

note from home does not excuse a student.<br />

Definition <strong>of</strong> Unexcused Absences: All other absences are considered unexcused.<br />

Students in GEHRHSD are allowed a maximum <strong>of</strong> 10 unexcused absences. These are<br />

not free days, but are absences that occur because <strong>of</strong> family responsibilities, an illness<br />

not requiring a doctor, or vacations.<br />

<strong>School</strong>-Sponsored Activities: Pupils shall not be considered absent while participating<br />

in a school-sponsored activity.<br />

Loss <strong>of</strong> Course Credit: Pupils who miss over 10 days <strong>of</strong> school (unexcused absence)<br />

will not have completed the course <strong>of</strong> study as prescribed <strong>and</strong>, as such, do not qualify<br />

to receive the assigned credit for the course. In order to regain credit, an appeal must<br />

be submitted, granted, <strong>and</strong> credit completion sessions or long detention assigned<br />

wherein relevant course work is completed.<br />

Total Loss <strong>of</strong> Credit: Pupils who miss in excess <strong>of</strong> 36 school days (excused <strong>and</strong> unexcused<br />

absences) will lose credit for the entire year. Long detention or credit<br />

completion cannot be used to reinstate credit if the total number <strong>of</strong> days exceeds 36.<br />

verified as incapacitated will be issued a written notification to report to school within<br />

5 school days. Failure to do so may result in fines.<br />

Lateness to <strong>School</strong>:Students arriving late to school should underst<strong>and</strong> that they place<br />

themselves in academic jeopardy if the practice <strong>of</strong> lateness is habitual <strong>and</strong> unexcused.<br />

Some classwork can be made up, but students must underst<strong>and</strong> they need to be present<br />

to earn a class participation grade.<br />

1. Students must be in school prior to 9:25 a.m. in order to receive credit for the entire<br />

day.<br />

2. Pupils arriving late to school who had a verified appointment with a physician,<br />

dentist, or driver’s test will be given an excused late to school.<br />

3. Students will be issued a late detention on their 8th unexcused late to school.<br />

Students are reminded they must swipe their ID cards when signing in.<br />

4. On the 12 th unexcused late to school, a student will be assigned one session <strong>of</strong><br />

credit completion. Every additional four lates will result in another session <strong>of</strong> credit<br />

completion being assigned. Excessive lateness could result in other disciplinary<br />

sanctions.<br />

Early Release: Sign-out prior to 12:30 p.m. The student must produce a documented<br />

excuse for that sign-out. The school recognizes emergencies which create a legitimate<br />

need for leaving school early: illness as documented by the school nurse, a <strong>parent</strong><br />

verified appointment for a doctor, a <strong>parent</strong> verified appointment for driver's test or<br />

court appointment, etc. For a student to be counted as present for the day, the student<br />

must be present for four hours <strong>of</strong> instruction. Students will be issued a late detention<br />

on their 8th unexcused sign-out, <strong>and</strong> credit completion for each 4 unexcused early<br />

sign-outs. Students are reminded that they must swipe their ID cards when signing in<br />

or out.<br />

Absence <strong>and</strong> Participation in <strong>School</strong> Events: No student may participate in a program<br />

or event related to student activities or athletics who has not been in attendance<br />

on the day <strong>of</strong> the event, or if a weekend event, the last school day preceding the event.<br />

Vacation Days: Vacation days are not excused absences.<br />

College Visitations: College visits are excused for SENIORS only with <strong>of</strong>ficial<br />

documentation <strong>and</strong> the following restrictions:<br />

Atlantic Cape Community College (ACCC) is only excused for the placement<br />

test. Campus tours are not excused.<br />

Richard Stockton College <strong>of</strong> NJ: Morning tours are not excused. Students are<br />

encouraged to sign-out <strong>and</strong> take the afternoon tour.<br />

Students will only be excused for ONE visit per college.<br />

Consecutive Absences: Any pupil who misses 10 consecutive school days <strong>and</strong> who<br />

does not appear on home assignment, home instruction, <strong>and</strong>/or who is not medically


TRUANCY<br />

Truancy is absence from school without the knowledge <strong>of</strong> <strong>parent</strong> <strong>and</strong>/or school<br />

authorities. Students who leave school without permission while school is in session<br />

will be considered truant <strong>and</strong> will be subject to disciplinary penalties.<br />

ATTENDANCE APPEALS<br />

The Board is cognizant <strong>of</strong> possible unforeseen factors which may create hardships<br />

relating to the operation <strong>of</strong> the attendance policy.<br />

-Written excuses for absences for pr<strong>of</strong>essional appointments, driver's test, doc- tor<br />

appointments/illness, death in the family <strong>and</strong> religious holidays must be submitted to<br />

the Vice Principal no later than 10 school days from the date <strong>of</strong> each absence. If an<br />

excuse for the absence is not submitted within 10 school days from the date <strong>of</strong> each<br />

absence, it may not be submitted for consideration at a later date.<br />

-Any student exceeding 10 days <strong>of</strong> unexcused absences may appeal ―no credit" status<br />

to the Attendance Appeals Committee. The Attendance Appeals Committee may grant<br />

the appeal in full, in part, or deny the appeal. The recommendation <strong>of</strong> the Attendance<br />

Appeals Committee may require a student to attend the district Credit Completion<br />

Program in order to be returned to credit status.<br />

-In keeping with the dictates <strong>of</strong> fairness <strong>and</strong> procedural due process, any appeal <strong>of</strong> nocredit<br />

status that results in attendance in the District Credit Completion Program, will<br />

be directed to the Principal/Vice Principal within ten days <strong>of</strong> notification <strong>of</strong> the<br />

decision <strong>of</strong> the Attendance Appeals Committee.<br />

-Appeals to the Superintendent <strong>and</strong> the Board <strong>of</strong> Education, relating to the decision,<br />

must be made in writing within ten school days <strong>of</strong> receipt <strong>of</strong> the decision.<br />

-Decisions <strong>of</strong> the Board <strong>of</strong> Education may be appealed to the Commissioner <strong>of</strong><br />

Education.<br />

ABSENCE FROM INDIVIDUAL CLASSES<br />

All students registered in the State <strong>of</strong> New Jersey <strong>and</strong> at our high school are required<br />

to attend school all days <strong>and</strong> all hours that school is in session (18A:38-26).<br />

Therefore, selective absence from individual classes by students is not permitted.<br />

Students who are found to be illegally absent from class will be subject to several<br />

penalties.<br />

ILLNESS<br />

In the event <strong>of</strong> illness during the school day, students must report to the nurse. If the<br />

nurse is not in, the student should report to the Main Office.<br />

A pass from the classroom teacher is required for admission to the Nurse.<br />

No student is permitted to leave the school campus unless such dismissal is<br />

approved by the nurse <strong>and</strong> cleared through the <strong>of</strong>fice.<br />

Students will be excused by permission <strong>of</strong> a <strong>parent</strong>, guardian, or responsible<br />

person listed on the emergency information card. .<br />

Students must be in school until 12:30 PM to receive credit for the day.<br />

HOMEWORK REQUESTS<br />

• If a student will be absent for three to ten days, <strong>parent</strong>s should call the guidance<br />

<strong>of</strong>fice to request that assignments be sent home by the teachers. Teachers must be<br />

given at least one-day notice to prepare the assignments.<br />

HOME INSTRUCTION<br />

If a student is unable to attend classes because <strong>of</strong> a chronic, medically documented<br />

illness that will keep the student out <strong>of</strong> school for more than ten consecutive days,<br />

home instruction will be provided at no cost to the <strong>parent</strong>s/ guardians <strong>of</strong> the student.<br />

Upon documentation <strong>of</strong> the illness <strong>and</strong> recommendation for Home Instruction by the<br />

family’s physician, the <strong>parent</strong> should immediately contact the school nurse who will<br />

forward to the <strong>parent</strong>s the Homebound Recommendation form to be completed by a<br />

doctor. Upon receipt <strong>of</strong> the required documentations <strong>and</strong> verification, the nurse will<br />

forward the completed form to the Supervisor <strong>of</strong> Special Services who, after district<br />

approval, notifies the Homebound Coordinator at (609) 404-2052 for implementation<br />

<strong>and</strong> teacher assignment.<br />

Please Note<br />

Students are not permitted to work while on home instruction.<br />

• The doctor must verify that the student is confined to the home.<br />

MAKE UP WORK<br />

Students are provided an opportunity to complete assignments missed because <strong>of</strong><br />

legitimate absences.<br />

1. It is the responsibility <strong>of</strong> the student to make arrangements with the teacher<br />

to make up work, including mid-year <strong>and</strong> final exams.<br />

2. Extended time to make up work may be granted by the teacher.<br />

3. Students may complete work for time missed as per the building<br />

administration.<br />

OBLIGATIONS<br />

Students who do not satisfy outst<strong>and</strong>ing obligations by the dates established by the<br />

administration will be subject to disciplinary sanctions including loss <strong>of</strong> privileges <strong>and</strong><br />

exclusion from athletic <strong>and</strong> other school <strong>events</strong>. Seniors who do not satisfy their<br />

obligations will not be permitted to participate in prom activities, senior week<br />

activities, or the graduation ceremony. Students must satisfy all obligations five days<br />

prior to the issuing <strong>of</strong> Homecoming, Sophomore Semi, <strong>and</strong> Prom tickets. Deadlines<br />

for student financial obligations will occur throughout the school year. All checks<br />

must have the name <strong>of</strong> the school, name <strong>of</strong> student, <strong>and</strong> purpose. Personal checks will


e accepted for activities before May 15. Transfer student obligations at all times<br />

during the school year must take the form <strong>of</strong> cash, certified check, or money order.<br />

ALTERNATIVE HIGH SCHOOL PLACEMENT<br />

Students placed at the GEHRHSD Alternative Program, or placed on homebound or<br />

out <strong>of</strong> district for discipline related issues will forfeit all participation in school sports,<br />

activities, proms <strong>and</strong> dances, class trips, field trips, senior week, graduation, <strong>and</strong> any<br />

other school functions or related activities. Those students should not be present on<br />

main school grounds unless prior permission is received from an administrator <strong>of</strong> that<br />

building.<br />

STUDENT INSURANCE<br />

The school provides insurance coverage for students who sustain injury in school or<br />

while in school activities. All students are covered under a master policy provided by<br />

Bollinger, Inc. Coverage is automatic when a student is enrolled in <strong>Absegami</strong>, Cedar<br />

Creek or Oackcrest <strong>High</strong> <strong>School</strong>. This is a full excess policy. A full excess policy<br />

requires <strong>parent</strong>s, who have other insurance, to submit all bills to their insurance carrier<br />

first. The amount not paid will be submitted to Bollinger, Inc. If the <strong>parent</strong>s do not<br />

have insurance, Bollinger, Inc. becomes the first carrier.<br />

• What to do if your student is injured <strong>and</strong> requires medical treatment?<br />

- All injuries must be reported immediately to the student’s teacher/coach.<br />

The teacher/coach will file an accident report with the school nurse. In<br />

some instances, the seriousness <strong>of</strong> an injury is not ap<strong>parent</strong> at the time it<br />

occurs. Therefore, the teacher/coach is unaware <strong>of</strong> the injury or the need to<br />

file an accident report. It is very important that the teacher/coach be<br />

notified the very next day so that an accident report can be filed. This is<br />

most important if it was necessary to have the student treated by a physician<br />

or at the emergency room.<br />

- If you have Blue Cross/Blue Shield or other medical insurance, submit bills<br />

to your insurance carrier first. A bill showing the amount not paid by your<br />

insurance carrier should be submitted to Bollinger, Inc. If <strong>parent</strong>s have<br />

HMO or similar coverage, the HMO must be utilized first or a claim will not<br />

be paid by Bollinger, Inc. Parents cannot choose to NOT use HMO first<br />

(Example: If a hospital or physician is not participating with any form <strong>of</strong><br />

HMO, the <strong>parent</strong>s with this coverage who choose to use a non-participating<br />

facility must pay for the care themselves). In an emergency, the HMO will<br />

generally cover certain expenses.<br />

- If you do not have Blue Cross/Blue Shield or other medical insurance, the<br />

bill should be submitted to Bollinger, Inc.<br />

• What should you do if your physician or the emergency room requires<br />

payment when services are rendered?<br />

- Submit your Blue Cross/Blue Shield or other medical insurance<br />

identification card.<br />

- If this is not acceptable, you should:<br />

1. Pay the fee required.<br />

a. Obtain a receipt which lists: The student’s name, date <strong>of</strong> treatment,<br />

nature <strong>of</strong> injury, treatment, name <strong>of</strong> physician who treated student,<br />

<strong>and</strong> the amount charged.<br />

- Obtain an insurance form from the school nurse <strong>and</strong> submit the form <strong>and</strong><br />

receipt to Bollinger, Inc. as soon as possible.<br />

IMMUNIZATION<br />

The state <strong>of</strong> New Jersey requires every student to have:<br />

1. Four doses <strong>of</strong> Diphtheria, Pertussis, <strong>and</strong> Tetanus<br />

2. Three doses <strong>of</strong> Polio vaccine<br />

3. Measles, Mumps, Rubella vaccine<br />

4. A Mantoux Intradermal Tuberculin test is required <strong>of</strong> selected students.<br />

5. Hepatitis B- series <strong>of</strong> three shots.<br />

MEDICATIONS—PRESCRIPTIONS<br />

Medication will only be administered with completed Permission to Administer<br />

Medication form which can be obtained from the nurse’s <strong>of</strong>fice. The medication must<br />

be in the original container with doctor’s prescription label attached. Any controlled<br />

substance must be brought in by the <strong>parent</strong>.<br />

EMERGENCY MEDICAL CARDS<br />

Parents are requested to complete with accuracy the emergency cards which are<br />

distributed at the beginning <strong>of</strong> the school year to students. Please provide at least one<br />

additional telephone number in addition to your home number.<br />

EXPECTATIONS OF STUDENT CONDUCT<br />

All students should commit themselves to learning <strong>and</strong> to the development <strong>of</strong> their<br />

unique potential. Students should know that their attitudes <strong>and</strong> acts affect both their<br />

own <strong>and</strong> their classmates’ learning <strong>and</strong> should accept responsibility for helping to<br />

create a positive school environment; respecting the health, safety, <strong>and</strong> welfare <strong>of</strong><br />

15. Keep language <strong>and</strong> gestures respectful <strong>and</strong> free <strong>of</strong> pr<strong>of</strong>anity <strong>and</strong> obscenities;<br />

16. Obey the school rule against use or possession <strong>of</strong> tobacco, alcohol, <strong>and</strong><br />

controlled dangerous substances by students on school property or while<br />

attending school sponsored activities;<br />

17. Be informed regarding student rights <strong>and</strong> responsibilities.<br />

DRESS CODE<br />

Any attire or grooming which is unreasonable, immodest, <strong>and</strong> sloppy, which<br />

affects the school climate adversely, or which creates a behavior problem,<br />

will be considered unacceptable <strong>and</strong> will result in disciplinary sanctions.<br />

Any clothing that displays gang related material or shows racial, ethnic,<br />

sexual or religious intolerance is prohibited.<br />

Undergarments should not be seen.<br />

Coats, jackets, hats, headb<strong>and</strong>s, or articles <strong>of</strong> clothing that cover the head or<br />

facial area are not permitted to be worn or carried in the building during the


<strong>of</strong>ficial school day. Head covering for religious reasons must be documented<br />

<strong>and</strong> approved by the student’s vice principal.<br />

Skirts <strong>and</strong> shorts should be at least finger-tip length. Anything shorter is<br />

considered a violation <strong>of</strong> the GEHRHSD Dress Code.<br />

In addition, the following items are also NOT PERMITTED:<br />

• Spiked jewelry, wallet chains, <strong>and</strong> sunglasses<br />

• Pajamas, slippers, nightwear, pillows, <strong>and</strong> blankets<br />

• Tank tops, spaghetti-strap tops, tube tops, <strong>of</strong>f the shoulder tops, or any attire<br />

that reveals the shoulders or midriff<br />

DISCIPLINE<br />

The objective <strong>of</strong> the GEHRHSD discipline policy is tw<strong>of</strong>old: First, it is to maintain an<br />

orderly school environment that is conducive to student learning. Second, it is to teach<br />

students to be proactive <strong>and</strong> to take responsibility in all types <strong>of</strong> situations. All<br />

policies, rules, <strong>and</strong> regulations established by the GEHRHSD shall remain in effect.<br />

The GEHRHSD discipline code maintains due process at each step in the disciplinary<br />

process.<br />

The authority <strong>of</strong> any pr<strong>of</strong>essional staff member shall extend over each student, in<br />

every part <strong>of</strong> the school property, at any time, <strong>and</strong> at all school functions, regardless<br />

<strong>of</strong> location, whether or not school is in session <strong>and</strong> whether or not the function is on<br />

school property.<br />

Students who disrupt the education <strong>of</strong> others will be subject to disciplinary sanctions.<br />

Detentions: Students must report on the day assigned. Failure to do so will result in<br />

additional disciplinary sanctions. Misbehavior during a detention will result in a loss<br />

<strong>of</strong> credit for the detention <strong>and</strong> additional disciplinary actions.<br />

If absent on the day <strong>of</strong> an assigned detention, students must report to the<br />

assigning Vice-Principal to reschedule the detention.<br />

<strong>and</strong>/or receiving detentions, you may be placed in ISS. You may also be placed in ISS<br />

for a variety <strong>of</strong> non-violent <strong>of</strong>fenses such as leaving school grounds, truancy,<br />

smoking, etc., or in combination with an external suspension.<br />

Out-<strong>of</strong>-<strong>School</strong> Suspension (OSS): OSS/expulsion are serious disciplinary sanctions<br />

which may be imposed upon students when the student has materially <strong>and</strong><br />

substantially interfered with the maintenance <strong>of</strong> good order in the school. While<br />

serving out-<strong>of</strong>-school suspension, the student is not permitted on the grounds <strong>of</strong><br />

any <strong>of</strong> the three district high schools at any time or for any reason.<br />

Loss <strong>of</strong> Privileges/Social Probation – Students who continually violate school<br />

behavior codes may lose school privileges such as attendance at proms, participation<br />

in senior week activities, dances, activity period, graduation exercises, field <strong>and</strong> class<br />

trips, etc.<br />

Administrative Review/Superintendent’s Hearing/Board <strong>of</strong> Education Hearings<br />

A student’s entire record <strong>of</strong> discipline, attendance, <strong>and</strong> academic performance is<br />

reviewed by the principal, superintendent, <strong>and</strong>/or Board <strong>of</strong> Education with the student<br />

<strong>and</strong> his/her <strong>parent</strong>s. Strict probation, continued suspension, placement in the district’s<br />

alternative program, or expulsion may result.<br />

If, in the judgment <strong>of</strong> the Superintendent <strong>of</strong> <strong>School</strong>s, a student has had every<br />

opportunity <strong>and</strong> yet continues to materially <strong>and</strong> substantially interfere with<br />

maintenance <strong>of</strong> good order in the school, he/she should be expelled from school.<br />

Expulsion is permanent removal from school rolls.<br />

Any student who disrupts the educational process <strong>of</strong> Cedar Creek <strong>High</strong> <strong>School</strong>, <strong>and</strong><br />

endangers the health, safety, <strong>and</strong> welfare <strong>of</strong> students or staff <strong>of</strong> CCHS, may be immediately<br />

suspended <strong>and</strong> placed before an Administrative Review meeting for further<br />

adjudication.<br />

Students who accumulate multiple discipline <strong>of</strong>fenses are subject to an Administrative<br />

Review <strong>and</strong>/or Placement at the Alternate Program. Students who continually violate<br />

school behavior codes may lose school privileges such as attendance at proms,<br />

participation in senior week, graduation exercises, field trips, activities, dances,<br />

activity period, etc.<br />

Social Probation – Limits students from participation in activities.


DANCES<br />

Dances at <strong>Absegami</strong> <strong>High</strong> <strong>School</strong> are for <strong>Absegami</strong> students. We do not have open<br />

dances. All school rules apply to school dances both on <strong>and</strong> <strong>of</strong>f campus. In addition:<br />

• If a student leaves the dance, he/she will not be readmitted.<br />

• No student will be admitted 1 hour after the start <strong>of</strong> the dance unless the<br />

advisor <strong>of</strong> the organization sponsoring the dance has given prior permission.<br />

However, school <strong>of</strong>ficials reserve the right to deny entry at any time.<br />

• Special guests may be permitted to attend the Sophomore Semi-Formal, <strong>and</strong><br />

the Junior/Senior Prom. Prior to the dance, the guest must be approved by the<br />

Code <strong>of</strong> Behavior Chart<br />

ALCOHOL, DRUGS & UNSAFE BEHAVIORS<br />

All students <strong>and</strong> employees should know that Greater Egg Harbor Regional <strong>High</strong><br />

<strong>School</strong> District prohibits unlawful possession, use, or distribution <strong>of</strong> illicit drugs <strong>and</strong><br />

alcohol on its property or as part <strong>of</strong> any activities. This document is designed to<br />

comply with the requirements <strong>of</strong> the Drug-Free <strong>School</strong>s <strong>and</strong> Communities Act<br />

Amendments <strong>of</strong> 1989 (CFR 34 Part 86) for drug-free schools <strong>and</strong> campuses.<br />

STUDENT INFORMATION AND SUPPORT PROGRAMS<br />

Information on the health risks <strong>and</strong> consequences involved with consumption <strong>and</strong>/or<br />

possession <strong>of</strong> alcohol <strong>and</strong> other drugs is available in brief herein. More detailed<br />

information is available through the Substance Awareness Coordinator, nurse’s <strong>of</strong>fice,<br />

health teachers, <strong>and</strong> athletic trainer. Detailed information on consequences is also<br />

available through the <strong>School</strong> Resource Officers.<br />

A wide variety <strong>of</strong> student support programs are3 available through GEHRHSD. These<br />

programs can be accessed through the guidance department. Please contact your<br />

guidance counselor for more information on available programs.<br />

HEALTH RISKS<br />

Health risks detailed below are a brief summary, compliments <strong>of</strong> Rutgers University<br />

Health Services publication, Alcohol & Other Drugs, What You Need to Know.<br />

Alcohol is a depressant drug that slows down the activity <strong>of</strong> the central nervous system<br />

(which controls the functions <strong>of</strong> the brain), impairing coordination, speech, body<br />

temperature, pulse, <strong>and</strong> breathing.<br />

Consumed in small amounts, alcohol reduces inhibitions, <strong>and</strong> provides the<br />

false sense <strong>of</strong> acting as a stimulant.<br />

Excessive drinking is consuming 4 or more drinks within two hours on any<br />

occasion.<br />

Continued <strong>and</strong> excessive drinking over a short period <strong>of</strong> time will raise the<br />

blood alcohol concentration (BAC) to <strong>and</strong> above the .08% level, which is<br />

considered legally drunk in the state <strong>of</strong> New Jersey.<br />

Dangerous drinking-related risks include (but are not limited to) accidents,<br />

violence, v<strong>and</strong>alism, personal injury, aggressive behavior, blackouts,<br />

hangovers, vomiting, <strong>and</strong> sexual assault.<br />

Health risks vary from drug to drug. Below is a list <strong>of</strong> some commonly used drugs<br />

<strong>and</strong> their effects:<br />

Tobacco products kill more than 430,000 U.S. citizens each year, more than alcohol,<br />

cocaine, heroin, homicide, suicide, car accidents, <strong>and</strong> fire combined. Tobacco use is<br />

the leading preventable cause <strong>of</strong> death in the U.S. Tobacco use can cause heart disease,<br />

stroke, heart attack, vascular disease <strong>and</strong> aneurysm.<br />

Marijuana can distort perception, lead to loss <strong>of</strong> coordination, increase heart rate,<br />

cause anxiety/panic attacks, <strong>and</strong> impair memory/learning. Long term effects include<br />

daily cough, symptoms <strong>of</strong> chronic bronchitis, difficulty sustaining attention, problems<br />

in registering, processing, <strong>and</strong> using information <strong>and</strong> dependence.<br />

Cocaine can cause heart rhythm disturbances, heart attacks, chest pains, respiratory<br />

failure, strokes, seizures, headaches, abdominal pain, <strong>and</strong> nausea.<br />

LSD can cause dilate pupils, increased body temperature/heart rate, sweating, <strong>and</strong> loss<br />

<strong>of</strong> appetite, sleeplessness, dry mouth, tremors, <strong>and</strong> long lasting psychosis.<br />

Ecstasy (MDMA) can cause confusion, depression, sleep problems, drug craving,<br />

severe anxiety, paranoia, muscle tension, involuntary teeth clenching, nausea, blurred<br />

vision, rapid eye movement, fainting spells, chills/sweating, increased heart rate, <strong>and</strong><br />

death. Inhalants can cause severe damage to the brain <strong>and</strong> central nervous system.<br />

This can lead to impaired perception <strong>and</strong> reasoning, memory loss, defective muscular<br />

coordination <strong>and</strong> dementia.<br />

Heroin is considered highly addictive <strong>and</strong> can cause liver disease, kidney failure,<br />

neurochemical changes in the brain, <strong>and</strong> heart valve damage.<br />

Methamphetamine can cause increased heart rate, irregular heartbeat, irreversible<br />

damage to blood vessels in brain (producing stroke), respiratory problems, anorexia,<br />

cardiovascular collapse, <strong>and</strong> death. It can also affect your central nervous system by<br />

causing irritability, confusion, paranoia, convulsion, hypothermia, insomnia, tremors,<br />

aggressiveness, anxiety <strong>and</strong> convulsions.<br />

ALCOHOL AND THE UNDERAGED<br />

The purchase <strong>and</strong> consumption <strong>of</strong> alcohol is a right extended by the State <strong>of</strong> New<br />

Jersey. The legal age <strong>of</strong> purchase <strong>and</strong> consumption <strong>of</strong> alcoholic beverages in the State<br />

<strong>of</strong> New Jersey is 21 years.<br />

Possession or Consumption <strong>of</strong> Alcohol in Public Places by the Underaged<br />

(N.J.S.A. 2C:33-15)<br />

Any person under the legal age to purchase alcoholic beverages who knowingly<br />

possesses without legal authority or who knowingly consumes any alcoholic beverage<br />

in any school, public place, or motor vehicle is guilty <strong>of</strong> a disorderly persons <strong>of</strong>fense<br />

<strong>and</strong> shall be fined a minimum <strong>of</strong> $500. If the <strong>of</strong>fense occurs in a motor vehicle, it will<br />

also result in a 6 month loss <strong>of</strong> license.<br />

Purchase <strong>of</strong> Alcohol by/for the Underaged (N.J.S.A. 33:1-81)<br />

An under aged person who purchases or attempts to purchase alcohol, or lies about his<br />

age, or a person <strong>of</strong> legal age who purchases alcohol for an under aged person faces a


conviction <strong>of</strong> a disorderly persons <strong>of</strong>fense, which incurs a fine <strong>of</strong> not less than $500<br />

<strong>and</strong> loss <strong>of</strong> license for 6 months. In addition, under aged person may be required to<br />

participate in a state sponsored alcohol education program.<br />

UNDERAGE DRIVER WHO HAS CONSUMED ALCOHOL (N.J.S.A. 39:4-<br />

50.14)<br />

Any person under the legal age to purchase alcoholic beverages who operates a motor<br />

vehicle with a blood alcohol concentration <strong>of</strong> 0.01 percent or more, but less than 0.08<br />

percent is subject to a fine <strong>of</strong> $250-500, insurance surcharges, loss <strong>of</strong> license for 30-90<br />

days, 15-30 days community service, <strong>and</strong> a requirement to spend 12-48 hours in an<br />

Intoxicated Driver Resource Center. The underage driver can also be charged with<br />

DWI <strong>and</strong> face the fines <strong>and</strong> penalties specified for a DWI conviction. Fines <strong>and</strong><br />

suspensions are doubled if the <strong>of</strong>fense occurs within 1000 feet <strong>of</strong> a school zone, even if<br />

school is not in session.<br />

OPEN ALCOHOLIC BEVERAGE CONTAINERS (N.J.S.A. 39:4-51)<br />

Any person found to be in possession <strong>of</strong> an open or unsealed container holding an<br />

alcoholic beverage in a motor vehicle faces a $200 fine for a first <strong>of</strong>fense, <strong>and</strong> a $250<br />

fine or 10 days <strong>of</strong> community service for a second <strong>of</strong>fense.<br />

TRANSFER OF ID (N.J.S.A. 33:1-87.7)<br />

Any person who is underage <strong>and</strong> uses another person’s identification to obtain alcohol,<br />

or someone <strong>of</strong> legal age gives their ID to an under aged person so that they can obtain<br />

alcohol, faces a fine <strong>of</strong> up to $300 <strong>and</strong>/or up to 60 days in jail.<br />

FALSE IDENTIFICATION (N.J.S.A. 2C:21-2.1)<br />

Any person who knowingly sells, <strong>of</strong>fers, possesses, or exposes for sale a document that<br />

simulates a driver’s license or other document issued by a government agency <strong>and</strong> that<br />

could be used to verify a person’s identity or age is guilty <strong>of</strong> a second degree crime.<br />

There is a $1,500 fine, loss <strong>of</strong> license for 6 months to 2 years, <strong>and</strong> a possible 10-20<br />

years imprisonment. Mere possession <strong>of</strong> a counterfeit driver’s license is a fourth degree<br />

crime that is punishable by a $10,000 fine <strong>and</strong> up to 18 months imprisonment, as well<br />

as the 6 month to 2 year license suspension.<br />

SERVING AN ALCOHOLIC BEVERAGE TO A MINOR (N.J.S.A. 2C:33-17)<br />

Any person who purposely or knowingly <strong>of</strong>fers or serves or makes available an<br />

alcoholic beverage to a person under the legal age for consuming alcoholic beverages<br />

or entices that person to drink an alcoholic beverage is committing a disorderly<br />

person’s <strong>of</strong>fense <strong>and</strong> is subject to a $1,000 fine.<br />

DRIVING WHILE INTOXICATED (N.J.S.A. 39:4-50)<br />

A person is said to be legally intoxicated in New Jersey if his blood alcohol concentration<br />

is at or above 0.08%. A person may also be arrested <strong>and</strong> charged with<br />

driving while intoxicated (DWI) if the individual is determined to be under the<br />

influence <strong>of</strong> alcohol or drugs, regardless <strong>of</strong> the blood alcohol concentration level. A<br />

person can also be charged with or convicted <strong>of</strong> DWI for allowing an intoxicated driver<br />

to operate his vehicle.<br />

First Offense (.10% BAC or more): Fines <strong>of</strong> $250-500, insurance surcharge<br />

<strong>of</strong> at least $1000 per year for three years, loss <strong>of</strong> license for 7-12 months, <strong>and</strong><br />

a requirement to spend 12-48 hours in an Intoxicated Driver Resource Center.<br />

A 30 day jail term is also possible.<br />

Second Offense (within 10 years): Fines <strong>of</strong> $500-1000, insurance surcharge<br />

<strong>of</strong> at least $1000 per year for three years, loss <strong>of</strong> license for 2 years, a<br />

requirement to perform 30 days <strong>of</strong> community service, <strong>and</strong> a m<strong>and</strong>atory 48<br />

hours in jail. A 90 day jail term is also possible.<br />

Third Offense: Fine <strong>of</strong> $1000, loss <strong>of</strong> license for 10 years, <strong>and</strong> a m<strong>and</strong>atory<br />

180 day jail term. The insurance surcharge for a third time <strong>of</strong>fender is at least<br />

$1,500 per year for three years. Fines <strong>and</strong> suspensions are doubled if the<br />

<strong>of</strong>fense occurs within 1000 feet <strong>of</strong> a school zone, even if school is not in<br />

session.<br />

DRIVING WHILE SUSPENDED DUE TO DWI (N.J.S.A. 39:3-40)<br />

Any person found driving while his license is suspended due to a DWI conviction will<br />

be subject to a $500 fine, loss <strong>of</strong> license for an additional 1-2 years, <strong>and</strong> a possible 90<br />

day jail term. If the individual is involved in an accident that results in injury, he will<br />

face a m<strong>and</strong>atory 45 day jail sentence.<br />

REFUSAL TO UNDERGO BREATHALYZER TEST (N.J.S.A. 39:4-50.2)<br />

Refusal to take the breathalyzer test where there is probable cause <strong>of</strong> arrest for DWI<br />

will result in a 6 month loss <strong>of</strong> license, a fine <strong>of</strong> $250-500, <strong>and</strong> an obligation to satisfy<br />

the requirements <strong>of</strong> an alcohol education or rehabilitation program. A person can also<br />

be convicted <strong>of</strong> DWI without the results <strong>of</strong> a breathalyzer test. In that case, he will<br />

suffer all the fines <strong>and</strong> penalties specified a DWI conviction.<br />

POSSESSION OF DRUG PARAPHERNALIA (N.J.S.A. 2C:36-2)<br />

Any person found in possession <strong>of</strong> drug paraphernalia is subject to up to 6 months in<br />

jail, a m<strong>and</strong>atory fine <strong>of</strong> $500-1000, <strong>and</strong> a m<strong>and</strong>atory loss <strong>of</strong> driving privileges for 6<br />

months to 2 years. Any person who delivers drug paraphernalia to a person under 18<br />

years <strong>of</strong> age is guilty <strong>of</strong> a crime <strong>of</strong> the third degree punishable by 3-5 years in jail.<br />

POSSESSION OF A CONTROLLED DANGEROUS SUBSTANCE<br />

Possession, Use or Being Under the Influence, or Failure to Make Lawful Disposition<br />

Marijuana: 0-18 months in jail, a fine <strong>of</strong> $500 to $25,000, <strong>and</strong> a m<strong>and</strong>atory<br />

loss <strong>of</strong> license for 6 months to 2 years<br />

Cocaine/Crack: 3-5 years in jail, a fine <strong>of</strong> $1,000 to $25,000<br />

GHB (gamma hydroxybutyrate): 5-10 years in jail, a fine <strong>of</strong> $150,000 <strong>and</strong> a<br />

loss <strong>of</strong> license for 6 months to 2 years<br />

LSD / Psilocybin (Mushrooms): same as cocaine


POSSESSION WITH INTENT TO DISTRIBUTE (N.J.S.A. 2C:35-5)<br />

Manufacturing, Distributing or Dispensing a Controlled Dangerous Substance<br />

Marijuana: 0-10 years in jail <strong>and</strong> a fine <strong>of</strong> $750 to $100,000<br />

Cocaine: 10-20 years in jail<br />

DESIGNER DRUGS<br />

Designer drugs, also referred to as club drugs, are a class <strong>of</strong> synthetic drugs most <strong>of</strong>ten<br />

associated with underground youth dance parties called Raves. Designer drugs include<br />

MDMA (ecstasy), ketamine, GHB, rohypnol, <strong>and</strong> imitations. The possession <strong>of</strong><br />

designer drugs is punishable by 3-5 years in jail, a fine <strong>of</strong> $1,000 to $25,000 <strong>and</strong> a<br />

m<strong>and</strong>atory loss <strong>of</strong> license for 6 months to 2 years.<br />

SMOKING IN PUBLIC (N.J.S.A. 2C:33-13)<br />

Any person who smokes or carries lighted tobacco in a public place or building where<br />

smoking is prohibited by municipal ordinance is subject to a $200 fine.<br />

THEFT (N.J.S.A. 2C:20-3)<br />

A person is guilty <strong>of</strong> theft if he purposely obtains property <strong>of</strong> another by unlawful<br />

taking or disposition. Theft constitutes a crime <strong>of</strong> the fourth degree if the amount<br />

involved is at least $200 but does not exceed $500. A theft crime <strong>of</strong> the fourth degree<br />

carries a penalty <strong>of</strong> a fine <strong>of</strong> up to $10,000 <strong>and</strong>/or imprisonment for up to 18 months.<br />

If the amount involved was less than $200, the <strong>of</strong>fense constitutes disorderly persons<br />

<strong>of</strong>fense which carries a fine up to $1,000 <strong>and</strong>/or imprisonment for up to 6 months.<br />

RECEIVING STOLEN PROPERTY (N.J.S.A. 2C:20-7)<br />

A person guilty <strong>of</strong> theft knowingly receives property <strong>of</strong> another knowing that it has<br />

been stolen or believing that it is probably stolen.<br />

DISORDERLY CONDUCT (N.J.S.A. 2C:33-2)<br />

Any person who engages in fighting or threatening behavior, creates a hazardous or<br />

physically dangerous condition, or uses <strong>of</strong>fensive or abusive language in a public place<br />

is subject to driver’s license suspension, community service, probation, a fine <strong>of</strong> up to<br />

$1,000, <strong>and</strong>/or up to 8 months in jail.<br />

FALSE PUBLIC ALARMS (N.J.S.A. 2C:33-3)<br />

A person is guilty <strong>of</strong> a crime <strong>of</strong> the third degree if he initiates or circulates a reported<br />

warning <strong>of</strong> an impending fire, explosion, bombing, catastrophe, or emergency knowing<br />

that the warning is false <strong>and</strong> likely to cause evacuation <strong>of</strong> a public place or to cause<br />

public inconvenience or alarm. A false public alarm is a crime <strong>of</strong> the third degree<br />

which carries a penalty <strong>of</strong> a costly fine.<br />

TERRORISTIC THREATS (N.J.S.A. 2C:12-3)<br />

A charge <strong>of</strong> committing a terroristic threat generally applies in cases where it is alleged<br />

that a person threatened to kill someone, or deliberately put them in imminent fear <strong>of</strong><br />

their life. A terroristic threat charge can also be applied if a person threatens to commit<br />

a crime <strong>of</strong> violence that causes a disruption or evacuation <strong>of</strong> a public place or building.<br />

HARRASSMENT (N.J.S.A. 2C:33-4)<br />

Any person who makes or causes to be made a communication likely to cause<br />

annoyance or alarm; threatens or subjects another to striking, kicking, shoving, or other<br />

<strong>of</strong>fensive touching; or engages in any course <strong>of</strong> alarming conduct or <strong>of</strong> repeatedly<br />

committed acts with purpose to alarm or seriously annoy such other person.<br />

Harassment carries a penalty <strong>of</strong> 6 months in jail <strong>and</strong>/or a $1,000 fine. Harassment<br />

related to race, color, religion, gender, h<strong>and</strong>icap, sexual orientation, or ethnicity is<br />

punishable by fine <strong>of</strong> up to $10,000 <strong>and</strong>/or imprisonment for up to 18 months.<br />

ASSAULT (N.J.S.A. 2C:12-1)<br />

Simple Assault: A person is guilty <strong>of</strong> simple assault if he attempts to cause<br />

bodily injury to another, or causes such injury purposely, knowingly, or<br />

recklessly.<br />

Aggravated Assault: A person is guilty <strong>of</strong> aggravated assault if he attempts<br />

to cause serious bodily injury to another; or causes such injury purposely,<br />

knowingly, or recklessly in circumstances where the person has exhibited<br />

indifference to human life; or attempts or causes bodily injury to another<br />

person with a deadly weapon. Aggravated assault is usually differentiated<br />

from simple assault by the <strong>of</strong>fender’s intent, the extent <strong>of</strong> the injury to the<br />

victim.
