As Lineman Felipe Barrientes and Groundman<br />
Freddie Pasillas walked through a gated community<br />
per<strong>for</strong>ming underground inspections, they heard a<br />
woman’s voice calling out. “At first, we thought it was<br />
just someone in one of the houses, so we didn’t pay too<br />
much attention,” said Felipe. “But when we heard it<br />
again, louder, we knew someone was in trouble.”<br />
Felipe and Freddie followed the sound and began<br />
responding to the woman, who was calling <strong>for</strong> help. They<br />
asked where she was and followed the sound of her voice<br />
to a backyard, where they found her lying on the ground,<br />
struggling to breathe. “Freddie helped her stay calm as I<br />
called 911,” said Felipe. “I stayed on the phone until the<br />
paramedics arrived and took over.”<br />

Customer Solutions Representative Deon Hall<br />
has resolved a lot of billing issues, but she<br />
found it particularly rewarding to help a group of<br />
mobile home park residents avoid disconnection<br />
of their electrical service because of circumstances<br />
outside their control.<br />
Each home in the park had a customer-owned<br />
meter, and the park had a master meter. The park’s<br />
owner was responsible <strong>for</strong> paying the charges on<br />
the master meter, and each resident reimbursed<br />
the owner <strong>for</strong> their share. But when the owner<br />
stopped paying the bill, the master meter was<br />
scheduled <strong>for</strong> disconnection.<br />
Deon became aware of the issue when handling<br />
the account through a process that reaches out to<br />
elderly, disabled and critical care customers in<br />
danger of disconnection. “A lot of the residents<br />
had special medical needs, so they couldn’t af<strong>for</strong>d<br />
to have their power turned off,” said Deon.<br />
After speaking with the residents, Deon identified<br />
one who agreed to be responsible <strong>for</strong> future<br />
charges <strong>for</strong> the park and helped get the account<br />
transferred into her name. “She’s so grateful that<br />
she and her neighbors still have their power on,”<br />
said Deon. “That feeling of accomplishment is<br />
what I like best about my job.”<br />

Life After a Serious Injury<br />
On Aug. 17, 2012, second-generation<br />
Journeyman Lineman John Udell, a<br />
15-year Southern Cali<strong>for</strong>nia <strong>Edison</strong><br />
employee, had an experience that<br />
would <strong>for</strong>ever change his life and the<br />
way he views on-the-job safety—not just as an employee,<br />
but as a colleague, a husband and a father.<br />
“We were replacing a burnt pole, and it was going<br />
to be a two-day job,” said John. “The second<br />
day ended early because I made contact with a<br />
12,000-volt line that was supposed to have been deenergized.”<br />
John immediately knew that his injuries<br />
were severe. He was airlifted from the job site to<br />
Phoenix, Ariz., to undergo treatment <strong>for</strong> his burns at<br />
the Arizona Burn Center, where he was hospitalized<br />
<strong>for</strong> more than six months. To date, John has undergone<br />
17 surgeries and extensive physical therapy,<br />
and many more surgical procedures lie ahead as he<br />
strives to gain some mobility in his hands and arms.<br />
John’s injuries have significantly impacted<br />
his family’s lives and those of his coworkers. His<br />
family relocated to Phoenix, where John continues<br />
to undergo treatment. He recently returned<br />
to his home district of Yucca Valley to talk about<br />

Choosing the<br />
Right Tree to Plant<br />
If you’re planting a tree anywhere near a<br />
power line, it’s important to think about<br />
how tall it will grow. Southern Cali<strong>for</strong>nia<br />
<strong>Edison</strong> recommends slow-growing varieties<br />
that will reach a mature height of no<br />
more than 25 feet, such as crape myrtle, narrow-leaved<br />
(willow) pittosporum, redbuds and<br />
evergreen pear. When purchasing a tree, speak<br />
to your local nursery professional, who can recommend<br />
trees suitable <strong>for</strong> the area you live in.<br />
Tree houses should be at least<br />
20 feet away from electrical utility lines.<br />
It’s best to avoid placing a tree house<br />
near lines altogether.<br />

and Investigations Director David<br />
Garcia.<br />
Q<br />
So you have a unique background. You were a<br />
federal prosecutor and state attorney? I spent<br />
a year in the Department of Justice in Washington,<br />
five years as a deputy district attorney <strong>for</strong> Los<br />
Angeles County prosecuting murder cases, and<br />
about seven years in the United States Attorney’s<br />
Office prosecuting major narcotics and fraud cases.<br />
QHow has that prepared you <strong>for</strong> your current<br />
role? As a prosecutor, your oath is to uphold<br />
the Constitution of the United States to do justice,<br />
not to obtain conviction. I think that experience has<br />
prepared me very well. I view this position and the<br />
Ethics & Compliance investigative group as analogous<br />
to an inspector general position, where the<br />
group is basically independent, charged with following<br />
the facts and determining where the facts<br />
lead you. And no matter who made the allegation<br />
or who is the subject of the investigation, you follow<br />
the facts in a fair and objective manner.<br />
Q<br />
So your role didn’t exist be<strong>for</strong>e? Why now?<br />
We’ve got to make this process work <strong>for</strong> the employees<br />
and the company. To do that, you need good<br />
oversight over the investigations function. If the<br />
process is fair, objective and transparent, more employees<br />
will have confidence in calling the Helpline<br />
and reporting allegations or issues. The process is<br />
just as important<br />

want people waiting months and months <strong>for</strong> an<br />
investigation to conclude. One of the things we’re<br />
trying to do with the intake function is ensure that<br />
a report is handled within two business days, make<br />
sure that we triage the allegation, make sure it goes<br />
to the right place <strong>for</strong> handling, and then letting the<br />
reporting party know that it’s being handled.<br />
QConfidentiality seems vital to this program.<br />
Am I right? We want to do everything we can to<br />
maintain the confidentiality of the parties involved<br />
in the investigation. It’s one of my highest priorities<br />
in the program.<br />
QWhat are some things you’re doing to ensure<br />
retaliation doesn’t take place? Let me just say<br />
that retaliation is not tolerated at all, period, zero<br />
tolerance with that. One of the things we’re implementing<br />
is a retaliation monitoring program, where<br />
we can have a pulse on reporting parties and material<br />
witnesses that have been involved in the process<br />
to determine if there are indicators of retaliation,<br />
and then we’ll follow up with that.<br />

customers crank up their air<br />
conditioners. To help prepare <strong>for</strong> the possibility<br />
that the San Onofre Nuclear Generating<br />
Station will remain offline this<br />
summer, Southern Cali<strong>for</strong>nia <strong>Edison</strong> has<br />
developed a comprehensive plan to ensure<br />
a reliable grid and adequate power<br />
supply and to help customers decrease<br />
their energy use. The work outlined in the<br />
plan is moving <strong>for</strong>ward—in some cases,<br />
ahead of schedule—positioning the company<br />
well <strong>for</strong> the warmer months to come.<br />

Keeping the Juice Flowing<br />
SCE has enough power to offset the SONGS outage,<br />
but a challenge this summer will be getting electricity<br />
to the regions where it’s needed most. “Our ultimate<br />
goal is to provide a reliable and stable electrical system<br />
to our customers despite SONGS being offline,” said<br />
Becky Mandich, Generation Regulatory project manager.<br />
SONGS is key in providing grid stability in<br />
southern Orange County, so transmission projects<br />
are under way to help maintain reliability throughout<br />
that region. New capacitor banks were installed<br />
at the Johanna, Santiago and Viejo substations in<br />
Orange County to strengthen grid voltage. “Strengthening<br />
voltage is like making sure there’s enough<br />
pressure to get water through a hose,” said Jeremy<br />
Califano, Southern Programs project manager. “The<br />
additional support from this equipment will ensure<br />
that electricity can travel far enough to meet<br />
demand.”<br />
Additionally, the existing Barre-Ellis transmission<br />
line in southern Orange County will be split from two<br />
lines into four, providing increased flexibility. “Be<strong>for</strong>e,<br />
if one of those two lines went down, we’d lose half the<br />
power that moves through that area,” said Califano.<br />
“When this project is completed, if one line goes down,<br />
we’ll only lose a quarter of it, which reduces the risk of<br />
a major outage.”<br />
Less Demand, More Reliability<br />
SCE is also stepping up its demand response and<br />
energy efficiency programs. On April 22, the company<br />
announced that it’s partnering with Nest, a<br />
manufacturer of smart thermostats, to identify<br />
new ways to use smart meters and engage with<br />
customers. “We also received approval from the<br />
Cali<strong>for</strong>nia Public Utilities Commission to provide an<br />
extra $5 million in incentives <strong>for</strong> automated demand<br />
response equipment, which will make it easier <strong>for</strong><br />
business customers to participate in demand response<br />
programs,” said John Rankin, Demand Side Management<br />
project manager.<br />
Residential customers can do their part to decrease<br />
demand too—<strong>for</strong> example, by signing up <strong>for</strong><br />
the <strong>Summer</strong> Discount Plan, which lets SCE remotely<br />
turn off their air conditioners during times of peak<br />
demand. “We encourage all customers to sign up <strong>for</strong><br />
email, phone or text notifications when SCE declares<br />
a Save Power Day, and then reduce their energy use<br />
on those days,” said Rankin. “Taking small steps can<br />
go a long way.”<br />

Nearly 1.5 million poles,<br />
from one to <strong>10</strong>0 years old,<br />
support Southern Cali<strong>for</strong>nia<br />
<strong>Edison</strong>’s distribution<br />
grid. Approximately<br />
70 percent of these poles<br />
also support other electric<br />
and telecommunications<br />
utility equipment, which<br />
adds weight, or load, in addition to SCE’s lines.<br />
Although design specifications are in place to prevent<br />
poles from becoming overloaded, some poles<br />
have been identified as not meeting minimum requirements<br />
as established by SCE’s regulators. To<br />
maintain reliability and safety <strong>for</strong> customers, SCE is<br />
developing an unprecedented seven-year program<br />
to inspect the amount of equipment on poles and<br />
replace any that don’t meet regulations.<br />
A Massive Undertaking<br />
To determine if a pole meets strength and weight<br />
limit standards, Transmission & Distribution planners<br />
per<strong>for</strong>m calculations that take into account<br />
both the physical features of the pole and the equipment<br />
that’s attached to it. Because SCE’s poles are<br />
located across terrain ranging from the mountains<br />
to the desert, environmental factors including<br />
wind, ice and elevation are factored in to make sure<br />
each pole meets safety regulations <strong>for</strong> its particular<br />
location.<br />
Through the Pole Load Inspection Program, every<br />
pole in the company’s 50,000-square-mile service<br />
territory will be inspected, an immense task that<br />
will require significant resources. The company will<br />
need additional manpower to per<strong>for</strong>m inspections,<br />
create work orders and replace or fix poles.<br />
“This program will help ensure all of our poles<br />
meet compliance requirements and are loaded<br />
properly to better withstand natural disasters and<br />
emergencies,” said Ken Trainor, PLIP director.<br />
“These regulations are in place to help us maintain<br />
reliability and protect our customers’ safety, and it’s<br />
our responsibility to comply with them.”<br />
Vision <strong>for</strong> the Future<br />
As well as making sure pole load requirements are<br />
met in the field, the program will help regulators<br />
and members of the Southern Cali<strong>for</strong>nia Joint Pole<br />
Committee, an organization of utility representatives<br />
that hold joint interest in poles, get the in<strong>for</strong>mation<br />
they need to manage pole assets. The joint<br />
owners will work together to create a common pole<br />
loading policy and standards, as well as a plat<strong>for</strong>m<br />
<strong>for</strong> sharing pole loading data.<br />
“At the end of the day, our plan is that the program<br />
makes regulators and joint owners confident that<br />
each pole throughout SCE’s service territory meets<br />
or exceeds regulatory requirements,” said Gregg<br />
Kludjian, director of Resource <strong>Planning</strong> and Per<strong>for</strong>mance<br />

Construction Complete<br />
on Sandlot Substation<br />

In April, construction was completed on the<br />
Sandlot Substation in Hinkley, Calif., and final<br />
testing is under way. The substation will connect<br />
the Abengoa Mojave Solar Project to the grid, providing<br />
250 megawatts of renewable power.<br />

SCE Recognized As Top<br />
Walk For Kids Fundraiser<br />
On April 7, six Southern Cali<strong>for</strong>nia <strong>Edison</strong> employee<br />
teams participated in the Los Angeles<br />
Ronald McDonald House Walk <strong>for</strong> Kids in Los Angeles,<br />
Calif. Together, the teams raised $38,000,<br />
making SCE the walk’s top fundraiser.<br />
The Ronald McDonald House supports families<br />
with children undergoing treatment at local<br />
hospitals and provides a low-cost place <strong>for</strong> the<br />
families to stay.<br />
“This was the most successful Walk <strong>for</strong> Kids<br />
in the organization’s 12-year history,” said Stu<br />
Hemphill, senior vice president of Power Supply<br />
and L.A. Walk <strong>for</strong> Kids chair. “The SCE teams set<br />
a high bar this year, and I can’t wait to see how<br />

SCE Lineman Fatally<br />
Injured in Menifee District<br />
On April 25, Distribution Lineman Jose “Raul”<br />
Ros, an 11-year employee of Southern Cali<strong>for</strong>nia<br />
<strong>Edison</strong>, sustained fatal injuries in an electrical incident<br />
in the Menifee District. Raul was part of<br />
a crew that was per<strong>for</strong>ming planned work<br />
when a 12-kilovolt circuit relayed. Three<br />
other distribution linemen were taken to<br />
the hospital, treated <strong>for</strong> minor injuries<br />
and released.<br />
“We need to do everything we<br />
can to keep ourselves and each other<br />
safe,” said Ron Litzinger, Southern<br />
Cali<strong>for</strong>nia <strong>Edison</strong> president. “Safety is<br />
a prerequisite and a fundamental principle<br />

QWhere did you grow up? I was born in Japan<br />
and spent two or three years there—long enough<br />
to mix up my English and Japanese. After a short<br />
stay in Illinois, I moved to Cali<strong>for</strong>nia and have spent<br />
most of my life in Southern Cali<strong>for</strong>nia.<br />
QYou received your bachelor’s degree in electrical<br />
engineering from Cali<strong>for</strong>nia State University,<br />
Fullerton, and your MBA from Cali<strong>for</strong>nia<br />
Polytechnic University, Pomona. Do you have<br />
any personal highlights from those times? I was<br />
earning money through tutoring math, primarily<br />
at high schools around and<br />
at Cal Poly Pomona. That’s<br />
where I met my wife, who<br />
I also tutored. She and I<br />
were married be<strong>for</strong>e we even<br />
earned our degrees.<br />
QDo you think your college<br />
years had an impact<br />
on your future career?<br />
One of the things I learned<br />
about myself, especially<br />
from tutoring, was that I get<br />
great joy out of seeing other<br />
people succeed. And that’s<br />
something that has stayed<br />
with me and has been helpful<br />
in my manager role at this<br />
company. I really like to see<br />
other people develop and do well.<br />
QIs there a motto that resonates with you?<br />
Many years ago when I first joined the company,<br />
I had a manager who said, “Never let your<br />
job define your role.” You can always do more than<br />
what your job description states. And so that always<br />
stuck with me, and it’s something that I’ve<br />
mentioned to other employees as well.<br />
QWhat interests do you have outside of work?<br />
Well, I’m a person that’s a little on the competitive<br />
side, so I like to set goals and then achieve<br />
them. I’m a runner, and I’m looking to do a 5k<br />
with an average six-minute pace.<br />
QAnything else that you would like <strong>Edison</strong><br />
employees to know about you that they might<br />
not know? Relationships are important to me. I<br />
appreciate it when people<br />
reach out to me, even if it’s to<br />
talk about a Lakers game. You<br />
don’t get a lot of visitors up in<br />
the fourth floor of the General<br />
Office, so I really look <strong>for</strong>ward<br />
to interacting with people.<br />
