<strong>The</strong> <strong>Marl<strong>in</strong>gton</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong> <strong>met</strong> <strong>in</strong> <strong>Regular</strong> <strong>Session</strong> on June 14, 2005 at 7:00 p.m. at
the <strong>Marl<strong>in</strong>gton</strong> High School Library.
Doug Prather called the meet<strong>in</strong>g to order.
Dennis Miller gave the <strong>in</strong>vocation.
Tony Scott read the follow<strong>in</strong>g district Mission Statement:
In collaboration with staff, community, parents and students, the <strong>Marl<strong>in</strong>gton</strong> Local

<strong>The</strong> motion passed unanimously.
Don Van Fossen addressed the audience and read a statement <strong>of</strong> appreciation for be<strong>in</strong>g
appo<strong>in</strong>ted as <strong>in</strong>terim <strong>Board</strong> member. Mr. Van Fossen discussed problems voiced by
citizens and affirmed his desire to work to solve them. Mr. Van Fossen closed by
say<strong>in</strong>g that the <strong>Board</strong> has a solitary goal; "to do what is best for students".
Doug Prather announced plans for an <strong>in</strong>dependent, anonymous review <strong>of</strong>
Adm<strong>in</strong>strators.
Kathy Krupko addressed the <strong>Board</strong>. Ms. Krupko exressed dismay at people speak<strong>in</strong>g
out <strong>in</strong> <strong>Board</strong> meet<strong>in</strong>gs hav<strong>in</strong>g been charactarized <strong>in</strong> the paper as a "mob". Ms. Krupko
mentioned Booster Club issues and expressed regret at Mr. Tucci leav<strong>in</strong>g for a better
situation. Ms. Krupko said "we" have been called a mob and liars. Ms. Krupko
mentioned documentation be<strong>in</strong>g <strong>in</strong>complete and poor <strong>in</strong> regard to her review <strong>of</strong> Mr.
Tucci's personnel file. Ms. Krupko also po<strong>in</strong>ted out that "we" had travelled to Districts
where Adm<strong>in</strong>istrators were previously employed to research Adm<strong>in</strong>istrators' history.
Ms. Krupko mentioned a "Gestapo type mentality" prevail<strong>in</strong>g <strong>in</strong> the District. Ms.
Krupko mentioned staff be<strong>in</strong>g <strong>in</strong> fear <strong>of</strong> their jobs and be<strong>in</strong>g <strong>in</strong>timidated. Ms. Krupko
mentioned that she wanted to cheer for students while a cloud hangs over the District.
Ms. Krupko asserted that the <strong>Board</strong>, <strong>in</strong> particular, had failed to stay <strong>in</strong>formed,
mentioned 'ostrich behavior', and asked the <strong>Board</strong> when they would get their heads out
<strong>of</strong> the sand. Ms. Krupko referred to assaults and robberies <strong>in</strong> the school and said the
security system has been <strong>in</strong>operable. Ms. Krupko mentioned $10,000 <strong>of</strong> weights be<strong>in</strong>g
approved by Mr. Scott and Mr. Foss when the security system was <strong>in</strong>operable. Ms.
Krupko also said that the Booster Club had been asked to pay for half <strong>of</strong> the weight
purchase after it was purchased and asserted that she was lead to believe it hadn't been
purchased yet. Ms. Krupko blamed the <strong>Board</strong> for not research<strong>in</strong>g Mr. Scott and Mr.
Jan<strong>of</strong>a before hir<strong>in</strong>g them. Ms. Krupko stated that she hoped the septic system backed
up to the feet <strong>of</strong> the <strong>Board</strong>. Ms. Krupko also stated that she had been told that she is
difficult to deal with.
Carolyn Gabric addressed the <strong>Board</strong>. Ms. Gabric asserted that she was told that she
was "wast<strong>in</strong>g their time" when ask<strong>in</strong>g about the VoAg program. Ms. Gabric mentioned
decisions be<strong>in</strong>g based on "verbal documentation". Ms. Gabric then reprimanded the
<strong>Board</strong> for not pay<strong>in</strong>g attention to written documentation. Ms. Gabric criticized the

Adm<strong>in</strong>istration for hav<strong>in</strong>g a meet<strong>in</strong>g with Mr. M<strong>of</strong>fet from the State to discuss plann<strong>in</strong>g
for the VoAg program, for not <strong>in</strong>clud<strong>in</strong>g VoAg teachers <strong>in</strong> the meet<strong>in</strong>g, and for not
allow<strong>in</strong>g her to attend. Ms. Gabric asserted that the dropp<strong>in</strong>g <strong>of</strong> the science credit for
Agriculture was solely at the discretion <strong>of</strong> the District and asked for the credit to be
re<strong>in</strong>stated. Ms. Gabric mentioned "co<strong>in</strong>cidental" happen<strong>in</strong>gs; VoAg teachers be<strong>in</strong>g
non-renewed or fired and receiv<strong>in</strong>g poor evaluations after ask<strong>in</strong>g about budgets.
Sam Suitca addressed the <strong>Board</strong>. Mr. Suitca said he was not part <strong>of</strong> a mob and said this
was a good place to live and good schools and op<strong>in</strong>ed that the <strong>Board</strong> was unresponsive.
Mr. Suitca <strong>in</strong>vited <strong>Board</strong> members to speak. Mr. Suitca mentioned candidates for
<strong>in</strong>terim <strong>Board</strong> member be<strong>in</strong>g called at the "last m<strong>in</strong>ute" to be <strong>in</strong>terviewed after the first
three candidates were <strong>in</strong>terviewed. Mr. Suitca made reference to Don Van Fossen's
appo<strong>in</strong>tment as <strong>in</strong>terim Boad member after he had been "voted out" by the public <strong>in</strong> the
past.
Tom Masterson addressed the <strong>Board</strong>. Mr. Masterson congratulated the Dest<strong>in</strong>ation
Imag<strong>in</strong>ation team and honored teachers, successful sports programs, and graduates.
Mr. Masterson posed the question, "What has happened s<strong>in</strong>ce the last <strong>Board</strong> meet<strong>in</strong>g?".
Mr. Masterson mentioned Dennis Tucci leav<strong>in</strong>g, mentioned the "loss <strong>of</strong> our best
Assistant Pr<strong>in</strong>cipal" (Mr. Tob<strong>in</strong>) and thanked Mr. Tob<strong>in</strong>. Mr. Masterson mentioned
evaluations happen<strong>in</strong>g late <strong>in</strong> the school year. Mr. Masterson commented on Joe Eaton
com<strong>in</strong>g to the District as Athletic Director and suggested the County was try<strong>in</strong>g to
make right so<strong>met</strong>h<strong>in</strong>g that was messed up by the Adm<strong>in</strong>istration by br<strong>in</strong>g<strong>in</strong> him on.
Mr. Masterson wished Mr. Eaton good luck, gave him a vote <strong>of</strong> confidence, and asked
him to f<strong>in</strong>d a volleyball coach. Mr. Masterson mentioned Ohio's Sunsh<strong>in</strong>e law and said
that <strong>Board</strong> meet<strong>in</strong>gs are required to be posted <strong>in</strong> a paper beforehand. Mr. Masterson
suggested that it appears that (the Admistrators or <strong>Board</strong>) "are hid<strong>in</strong>g so<strong>met</strong>h<strong>in</strong>g" and
asserted that the Alliance Review had voiced the same concern. Mr. Masterson
mentioned that reverse evaluations should be done sooner versus later. Mr. Masterson
po<strong>in</strong>ted out that the <strong>Board</strong> renewed Mr. Scott's contract for five years and asserted that
this (contracts <strong>of</strong> such duration for Super<strong>in</strong>tendents) are almost unheard <strong>of</strong> <strong>in</strong> other
districts. Mr. Masterson said the <strong>Board</strong> owed the community an apology for approv<strong>in</strong>g
a five-year contract for Mr. Scott.
Adam Slater addressed the <strong>Board</strong>. Mr. Slater questioned all-day k<strong>in</strong>dergarten cost<strong>in</strong>g
$150 per month when we have three assistant pr<strong>in</strong>cipals at the High School. Mr. Slater
said we only need one pr<strong>in</strong>cipal and one assistant. Mr. Slater criticized Mr. Witmer for
speak<strong>in</strong>g unfavorably <strong>of</strong> athletic teams.
Beth Strouble addressed the <strong>Board</strong>. Ms. Strouble described her experience so far <strong>in</strong> the
District as be<strong>in</strong>g "positive". Ms. Strouble mentioned her husband's sibl<strong>in</strong>gs choos<strong>in</strong>g to
live <strong>in</strong> the District. Ms. Strouble mentioned hav<strong>in</strong>g pride <strong>in</strong> her two nephews be<strong>in</strong>g on
w<strong>in</strong>n<strong>in</strong>g football teams and other successful student-relatives. Ms. Strouble said she
lost respect for the District after see<strong>in</strong>g a statement <strong>in</strong> the newspaper where<strong>in</strong> a <strong>Board</strong>
member described sports at <strong>Marl<strong>in</strong>gton</strong> as "embarrass<strong>in</strong>g". Ms. Strouble said she
believed the consensus is not happy right now and vowed to do everyth<strong>in</strong>g <strong>in</strong> her power
to help the District. Ms. Strouble closed by say<strong>in</strong>g she would be pray<strong>in</strong>g for the <strong>Board</strong>
and District.

Kathy Hoover addressed the <strong>Board</strong>. Ms. Hoover said she volunteers and said that those
who have spoken tonight are not a "select few" and made favorable comments about
<strong>Marl<strong>in</strong>gton</strong> be<strong>in</strong>g a great district that she would pray for resolution.
Jean Smith addressed the <strong>Board</strong>. Ms. Smith spoke to the character <strong>of</strong> Thomas Herren.
Ms. Smith mentioned that we have <strong>in</strong>vested much <strong>in</strong> Tom Herren, that he has enjoyed
his job here greatly, and said that Mr. Herren has been given great evaluations for 20
out <strong>of</strong> 25 years. Ms. Smith <strong>in</strong>vited the audience to view the evaluations <strong>of</strong> Mr. Herren.
Ms. Smith mentioned a Mr. Kirk at Carrolton say<strong>in</strong>g Mr. Herren is "excellent". Ms.
Smith mentioned the State Certifier hav<strong>in</strong>g assessed Mr. Herren <strong>in</strong> March and that the
State Certifier said Mr. Herren had control <strong>of</strong> the classroom and was reach<strong>in</strong>g them.
Ms. Smith asserted that "maybe Mr. Jan<strong>of</strong>a does not know how to evaluate VoAg
teachers". Ms. Smith said Mr. Herren has character, <strong>in</strong>tegrity and honesty and hoped
for a re-evaluation. Ms. Smith said Mr. Jan<strong>of</strong>a told her "he didn't care what they (the
State Certifier) said".
Lori Wilk<strong>in</strong>son addressed the <strong>Board</strong>. Ms. Wilk<strong>in</strong>son mentioned hav<strong>in</strong>g students <strong>in</strong> the
District. Ms. Wilk<strong>in</strong>son said she was not here to defend anyone and doesn't like what's
go<strong>in</strong>g on <strong>in</strong> the High School. Ms. Wilk<strong>in</strong>son expressed disappo<strong>in</strong>tment <strong>in</strong> policies not
be<strong>in</strong>g applied consistently student-to-student. Ms. Wilk<strong>in</strong>son mentioned the school not
do<strong>in</strong>g a good job at keep<strong>in</strong>g track <strong>of</strong> where students are and said Mr. Pallante was
condescend<strong>in</strong>g to her. Ms. Wilk<strong>in</strong>son praised Mr. Tob<strong>in</strong> for tak<strong>in</strong>g responsibility for an
error. Ms. Wilk<strong>in</strong>son said we all need to work together and mentioned teachers be<strong>in</strong>g
fearful to speak up. Ms. Wilk<strong>in</strong>son said some responsibility lies "with us" (parents).
Ms. Wilk<strong>in</strong>son mentioned her desire for girls on on the volleyball team to have a decent
season and hoped we would <strong>in</strong>terview even those applicants with no experience.
Tennie Masterson addressed the <strong>Board</strong>. Ms. Masterson mentioned great amounts <strong>of</strong>
research hav<strong>in</strong>g been done to make sure the Super<strong>in</strong>tendent is do<strong>in</strong>g th<strong>in</strong>gs right. Ms.
Masterson mentioned <strong>in</strong>complete evaluations. Ms. Masterson also mentioned
correspondence from employees "mysteriously" disappear<strong>in</strong>g from personnel files. Ms.
Masterson mentioned that evaluations should be done before contracts are renewed.
Ms. Masterson mentioned that she was not afraid <strong>of</strong> Mr. Scott. Ms. Masterson
addressed Mr. Scott and said, "You may have the <strong>Board</strong> fooled, but not me" and
cont<strong>in</strong>ued, "It is time for you to be held accountable." Ms. Masterson told Mr. Scott
that he would "resign and go away quietly" if he "had any <strong>in</strong>tegrity". Ms. Masterson
then addressed the <strong>Board</strong> and said that she was "appalled" at them and said they "had
not done their job" or followed their own bylaws. Ms. Masterson commented on their
"condescend<strong>in</strong>g" and "complacent" attitudes and suggested that maybe they should
resign too. Ms. Masterson encouraged people to speak out and mentioned threats and
<strong>in</strong>timidation.
Kev<strong>in</strong> Tob<strong>in</strong> addressed the <strong>Board</strong>. Mr. Tob<strong>in</strong> thanked the <strong>Board</strong> and Staff for support
over the last two years and said he was grateful to Mr. Scott and Mr. Jan<strong>of</strong>a. Mr. Tob<strong>in</strong>
mentioned recent turmoil tak<strong>in</strong>g the focus <strong>of</strong>f <strong>of</strong> the students. Mr. Tob<strong>in</strong> applauded
people for stepp<strong>in</strong>g forward but mentioned that a time comes when we become part <strong>of</strong>
the problem, not the solution. Mr. Tob<strong>in</strong> mentioned positive th<strong>in</strong>gs go<strong>in</strong>g on and

encouraged the audience to not leave those positive th<strong>in</strong>gs "<strong>in</strong> the dust". Mr. Tob<strong>in</strong>
addressed accusations <strong>of</strong> <strong>in</strong>timidation and mentioned test scores go<strong>in</strong>g up and teachers
collaborat<strong>in</strong>g. Mr. Tob<strong>in</strong> mentioned that the focus needs to be put back on the students
and gave thanks to his coworkers.
Dick McCoy addressed the <strong>Board</strong>. Mr. McCoy agreed that the focus needs to be on
kids. Mr. Mcoy said their three grandsons go to <strong>Marl<strong>in</strong>gton</strong> and that they were
encouraged by what was go<strong>in</strong>g on here when they started here. Mr. McCoy said the
<strong>Board</strong> had robbed them <strong>in</strong> the last three months with everyth<strong>in</strong>g go<strong>in</strong>g on. Mr. McCoy
said "We've been cheated by the <strong>Board</strong>" for not <strong>in</strong>vestigat<strong>in</strong>g the wrong-do<strong>in</strong>g <strong>of</strong>
adm<strong>in</strong>istrators. Mr. McCoy mentioned decisions based on friendship <strong>in</strong>stead <strong>of</strong> fact
which he equated to cheat<strong>in</strong>g young people. Mr. McCoy mentioned the ignor<strong>in</strong>g <strong>of</strong> a
petition by students and referred to "back door" deal<strong>in</strong>gs <strong>in</strong> regard to Mr. Krupko. Mr.
McCoy mentioned Mr. Witmer cheat<strong>in</strong>g young people with what he said <strong>in</strong> regard to
athletics at <strong>Marl<strong>in</strong>gton</strong>. Mr. McCoy f<strong>in</strong>ished by say<strong>in</strong>g that they (he and his wife) have
no trust <strong>in</strong> the <strong>Board</strong> or Adm<strong>in</strong>istration.
Kelly Palmer addressed the <strong>Board</strong>. Mr. Palmer said he called Lynn Kaplan Wednesday
night and that Ms. Kaplan denied that the <strong>Board</strong> was hold<strong>in</strong>g <strong>in</strong>terviews the next day to
select an <strong>in</strong>terim <strong>Board</strong> member. Mr. Palmer addressed <strong>Board</strong> member Lynn Kaplan
and asked her why she said that. Ms. Kaplan responded by say<strong>in</strong>g that she thought she
told him they were hav<strong>in</strong>g <strong>in</strong>terviews but was not sure how many were be<strong>in</strong>g
<strong>in</strong>terviewed or when.
Jeffrey Ruff addressed the <strong>Board</strong>. Mr. Ruff expressed his <strong>of</strong>fense at sports hav<strong>in</strong>g been
labeled as embarrass<strong>in</strong>g and mentioned the succes <strong>of</strong> various sports teams. Mr. Ruff
mentioned his friendship with Mr. Tucci and that a "certa<strong>in</strong> adm<strong>in</strong>istrator" is what most
people say the problem is and was the reason for Mr. Tucci leav<strong>in</strong>g. Mr. Ruff closed
by say<strong>in</strong>g that he hopes he (the "certa<strong>in</strong> adm<strong>in</strong>istrator") makes the right decision and
steps down.
Danielle Schrader addressed the <strong>Board</strong>. Ms. Schrader praised Mr. Herren and <strong>in</strong>
particular his help <strong>in</strong> her determ<strong>in</strong>ation <strong>of</strong> her career path. Ms. Schrader said that if Mr.
Scott wanted what was best, he would listen to students and others and not fire Mr.
Herren. Ms. Schrader said <strong>in</strong>tegrity was lack<strong>in</strong>g <strong>in</strong> the Adm<strong>in</strong>stration and
Super<strong>in</strong>tendent <strong>of</strong> <strong>Marl<strong>in</strong>gton</strong>. Ms. Schrader said she hoped the <strong>Board</strong> had the courage
to do the right th<strong>in</strong>g and keep Mr. Herren. Ms. Schrader said she was disappo<strong>in</strong>ted to
have read <strong>in</strong> the Repository that the dropp<strong>in</strong>g <strong>of</strong> the science credit for agricultural
science was at the sole discretion <strong>of</strong> Mr. Scott after hav<strong>in</strong>g been told by the <strong>Board</strong> that
it was a State requirement.
Norita Webb addressed the <strong>Board</strong>. Ms. Webb said she felt the <strong>Board</strong>'s number one task
should be communication. Ms. Webb read observations <strong>of</strong> the last <strong>Board</strong> meet<strong>in</strong>g and
mentioned that there were not enough seats and that the sound system was <strong>in</strong>adequate.
Ms. Webb asked if coach<strong>in</strong>g and mentor<strong>in</strong>g is go<strong>in</strong>g on. Ms. Webb asked if anyone
from the <strong>Board</strong> has <strong>met</strong> with the Slaters or Gabrics and if not, asked, "Why?". Ms.
Webb said communication can diffuse certa<strong>in</strong> th<strong>in</strong>gs and asked if there was much
discussion before the non-renewal <strong>of</strong> Mr. Tucci. Ms. Webb asked if there really are

three assistant pr<strong>in</strong>cipals at the High School and asked "Why?", if true. Ms. Webb
asked if Mr. Burner's NHS questions will be addressed. Ms. Webb mentioned the Prom
dress code and mentioned the possibility <strong>of</strong> chaparones at the Prom. Ms. Webb
mentioned tak<strong>in</strong>g personal <strong>of</strong>fense at Mr. Witmer mention<strong>in</strong>g a Mob mentality. Ms.
Webb said "Test scores alone don't reveal success". Ms. Webb suggested the <strong>Board</strong>
hav<strong>in</strong>g a public meet<strong>in</strong>g and excuse Mr. Scott and other leadership to get a better
response.
Lynn Kaplan addressed the audience and assured that they (the <strong>Board</strong>) were address<strong>in</strong>g
problems even if it did not appear so. Ms. Kaplan said she cares about the District and
that there was no "magic wand" to fix everyth<strong>in</strong>g <strong>in</strong> the District, but that members <strong>of</strong>
the <strong>Board</strong> are work<strong>in</strong>g to improve th<strong>in</strong>gs. Ms. Kaplan addressed Mr. Palmer and said
that she knew the <strong>in</strong>terviews were tak<strong>in</strong>g plance and that there was a misunderstand<strong>in</strong>g.
A member <strong>of</strong> the audience asked why others weren't notified when a meet<strong>in</strong>g occurred
with Mr. M<strong>of</strong>fet from the State. Mr. Scott assured the person that Mr. M<strong>of</strong>fet was
com<strong>in</strong>g back next week. Mr. Scott attempted to expla<strong>in</strong> basis for meet<strong>in</strong>g with Mr.
M<strong>of</strong>fet and the planned sequence the review. Another person <strong>in</strong> the audience shouted
that it was a local decision, not a state one, <strong>in</strong> regard to dropp<strong>in</strong>g <strong>of</strong> the science credit
for Agriculture Science.
Mr. Witmer conveyed the great responsibility that comes with appo<strong>in</strong>tment to the
<strong>Board</strong> and expressed his pride with many <strong>of</strong> the athletic programs. Mr. Witmer
mentioned that children are here to learn and that if children do not learn from sports,
then they don't belong here.
