INVESTIGATION OF HEINOUS AND<br />

SENSATIONAL CASES:<br />

For the period in review, the different operating units of the Group took<br />

cognizance of 173cases, 53 or 30.64% of which are Index Crimes while 120 or<br />

69.36% are Non-Index Crimes. One hundred sixty-nine(169) cases were filed in<br />

court, while four (4) are under investigation. The Group has a Case Solution<br />

Efficiency(CSE) of 97.68%.<br />

On the investigation of heinous crimes, the Group investigated sixteen<br />

(16) heinous crimes, thirteen (13) of which were filed and solved, while three(3)<br />

are still under investigation witha Crime Solution Efficiency (CSE) of<br />

81.25%.Likewise, on the investigation of sensational cases, five (5) cases were<br />

investigated, four (4) of which were filed and solved, while one (1) are still under<br />

investigation, registering a CSE of 80.00%.<br />

Significant accomplishments under <strong>CIDG</strong> OPLAN “Clean Sweep”:<br />

1. ARREST OF ONE OF THE LEADER OF THE<br />

DOMINGUEZ CARNAPPING GROUP<br />

• On <strong>January</strong> 24, <strong>2011</strong> at about 5:30 P.M., Raymond<br />

DOMINGUEZ y Santos, 26 years old of Iba Este, Calumpit, Bulacan and one of<br />

the suspects in the killing of Venzon Evangelista who voluntarily submitted<br />

himself to the custody of the Bulacan PPO on <strong>January</strong> 22, <strong>2011</strong> was arrested by<br />

elements of Bulacan CIDT. The arrest was made thru proper coordination with<br />

PSSUPT WENDY ROSARIO, OIC, Bulacan PPO by PSSUPT CHRISTOPHER A<br />

LAXA and Atty. Virgilio Pablico.<br />

• At around 6:00 P.M., Raymond DOMINGUEZ was brought to<br />

the Quezon City Prosecutor’s Office, Quezon City for inquest on charges of<br />

Kidnapping with Homicide and Violation of RA 6539.<br />

• During the inquest proceedings by Asst. City Prosecutor<br />

Solivan L. Usman, DOMINGUEZ thru his counsel Atty. Raymund P. Palad<br />

manifested that he is waiving his rights under Article 135 of the RPC and counsel<br />

of the accused was given a copy of the complaint. Initial hearing of the case was<br />

set on <strong>January</strong> 27, <strong>2011</strong> at 2:00 P.M.<br />

• After the inquest, Raymond DOMINGUEZ was brought to<br />

Camp Crame, Quezon City and turned-over to the custody of NCRCIDU of this<br />
