2. OPERATION AGAINSTCYBER SEX DEN<br />

IN DINALUPIHAN, BATAAN<br />

• On <strong>January</strong> 10, <strong>2011</strong>, elements of Bataan CIDT-3RCIDU of<br />

this Group together with Bataan PPSC implemented Search Warrant No. 338-10<br />

issued by Hon. Remigio M. Escalada Jr., Executive Judge of RTC Branch 3,<br />

Balanga City, Bataan that resulted in the arrest of Alvin LAZO, Shift Manager;<br />

Catherine Joy DELA CRUZ, Operation Manager; Roxanne TALA; Lito GUARO,<br />

both Supervisors and thirty-two (32) chat sales agents at Midway 635 Contact<br />

Center located at Bonifacio, Dinalupihan, Bataan owned by Albert ATIENZA.<br />

• Said establishment disguised as a call center but is actually<br />

engaged in selling of pornographic sites through online chatting using yahoo<br />

messenger and iMesh applications. However, Albert ATIENZA was not around<br />

and nowhere to be found during the operation. Seized were the following pieces<br />

of evidence:<br />

- Sixty (60) sets of computers;<br />

- Three (3) hubs;<br />

- Three (3) modems;<br />

- Four (4) routers;<br />

- One (1) Epson printer with scanner;<br />

- One (1) printer; and<br />

- One (1) unit of telephone landline (Globe).<br />

• Cases for violation of Article 201of the RPC, in relation to RA<br />

8792 (Electronic Commerce Act), Section 9(j) and 9(o) (2) of RA 8484 (Access<br />

Device Regulation Act), and Section 4(e), 5(c) of violation of 9208 (Anti-<br />

Trafficking in Person Act of 2003) were filed against the arrested persons before<br />

the Provincial Prosecutor’s Office, Balanga City, Bataan docketed under NPS<br />

No. III-03-INQ-11A-0008.<br />

ADMINISTRATIVE ACCOMPLISHMENTS:<br />

PERSONNEL MANAGEMENT<br />

As of <strong>January</strong> 31, <strong>2011</strong>, the Group has an actual strength of 1,248;<br />

registering a 64.86%, fill-up out of a 1,924 authorized strength. Of this number,<br />

259 are <strong>Police</strong> Commissioned Officers (PCOs), 897 are <strong>Police</strong> Non-<br />

Commissioned Officers (PNCOs) and 92 are Non-Uniformed Personnel (NUP).<br />

Likewise, 8.04% of the uniformed personnel are assigned at H<strong>CIDG</strong> while<br />

91.96% at the Regional Criminal Investigation and Detection Units and Special<br />

Operating Divisions. Based on the authorized strength of 1,924, <strong>CIDG</strong> has a<br />

percentage fill-up of 83.55% for PCOs, 60.20% for PNCOs and 74.19% for NUP.<br />

With the end view of enhancing the accountability and responsibility of all<br />

Regional Chiefs, Division Chiefs and Special operating units, H<strong>CIDG</strong> undertook<br />

the following courses of action:<br />

a) Conducted Group and Staff Conferences at the Headquarters,<br />

<strong>CIDG</strong> and attended by all Chiefs, RCIDUs, Divisional and<br />

Special Staffs, Section Chiefs and Chiefs, SODs; and<br />
