but also in developing modern technology and<br />
providing professional training for new, better-educated<br />
and more highly-skilled personnel.<br />
In past years, all of this took place within<br />
individual, albeit large, oil industry projects.<br />
Since its inception in 2005, however, the KA-<br />
ZENERGY Association has been striving to assist<br />
the state in this matter at a national level.<br />
In <strong>September</strong> 2006, we began conducting<br />
KAZENERGY’s Educational program, a unique<br />
example of an association of companies – representing<br />
all subsoil users, regardless of their<br />
nationality – that works with talented young<br />
people. By implementing the Program, private<br />
businesses help to develop our country<br />
by supporting social and educational projects,<br />
and training highly qualified personnel.<br />
Since 2007, the Association has provided<br />
grants and scholarships to students of universities,<br />
professional schools, and colleges. In<br />
November of the same year, KAZENERGY and<br />
the Ministry of Education and Science signed<br />
a Memorandum agreeing to cooperate in<br />
training personnel for the industry. In February<br />
2008, a similar Memorandum was signed<br />
with CIP JSC as part of the student scholarship<br />
program ‘Bolashak’. We were also involved in<br />
producing the State program for the development<br />
of technical and professional education<br />
in the Republic of Korea for 2008-2012.<br />
Last <strong>September</strong>, the KAZENERGY Association<br />
signed a trilateral Agreement on scientifictechnical<br />
cooperation with the Ministry of Education<br />
and Science and the Ministry of Labour<br />
and Social Protection.<br />
“vErTiCal pErSONNEl”<br />
– What is the most significant aspect of<br />
your participation in the state’s personnel<br />
policy?<br />

You can appreciate the scope: KAZENERGY<br />
has more than 40 member-companies, and<br />
our partners in education include 25 colleges<br />
and professional schools, and 20 universities.<br />
Educational institutions selected as partners of<br />
the Association’s Education program will be<br />
announced in October 2010, prior to the 5th<br />
Eurasian Energy Forum.<br />

KAZENERGY.com, has an ‘Educational program’<br />
section where one can find conditions of<br />
participation and requirements for grants and<br />
scholarship applicants, as well as information<br />
grants for students, the KAZENERGY Association<br />
implements various youth projects. These<br />
include establishing the Association’s Youth<br />
Committee, and staging both an international<br />
youth conference and an annual gathering of<br />
KAZENERGY fellows and scholarship-holders.<br />
We encourage these fellows and scholars<br />
to attend republican debate tournaments and<br />
the annual KAZENERGY Eurasian Forum. This<br />
work has received international recognition:<br />
our fellow Rahimzhan Hismetov, for example,<br />
became a member of the Youth Committee<br />
of the World Petroleum Council (WPC) and a<br />
participant of the second World Youth Forum,<br />
“Energize Your Future”, organized by WPC.<br />

– People. The core of our participation is<br />
preparing professionals to work in an innovative<br />
economy that is constantly evolving and<br />
improving its technology. We are not a training<br />
organization, but we managed to involve<br />
oil-gas and energy players in implementing a<br />
State program on professional education, and<br />
we were also able to combine educational<br />
institutions and oil companies in the projects<br />
on universities, professional schools and colleges<br />
that train specialists for the oil-gas and<br />
energy sector. The website also features a database<br />
of our fellows and scholarship holders.<br />
We publish and distribute leaflets with information<br />
on our offers for students, and conduct<br />
outreach briefings in industrial educational<br />
institutions.<br />
In addition to providing scholarships and<br />
All these activities are aimed at supporting talented<br />
young people in their quest to study and<br />
pursue science. For instance, receiving scholarships<br />
and grants reduces students’ domestic<br />
and financial concerns, and gives them more<br />
time to study. We also take care of orphans,<br />
so that their difficult social situation does not<br />
prevent them from succeeding.<br />
