and Gas, and the Ministry of Environment<br />
Protection – as well as delegates from energy<br />
companies; scientific and training institutes;<br />
Unions of energy engineers and engineering<br />
companies; and Kazakhstan UNO Development<br />
program.<br />
During the meetings of the Committee, we<br />
actively discuss law drafts concerning energy<br />
(one important example is the law draft<br />
“About energy efficiency”), and make proposals<br />
for the elaboration of strategic programs<br />
of development – both in the electric energy<br />
sector and as part of inter-industry programs<br />
concerning the production and consumption<br />
of electric energy and heat. This is the object<br />
of the Republic’s program of energy saving.<br />
In this light, KAZENERGY offers an ideal forum<br />
for debate among industry professionals<br />
regarding the adoption of optimal proposals<br />
for industry development, the protection<br />
of individual interests, interaction with the<br />
government and state bodies, and so on. The<br />
Association’s expanded role in developing<br />
international cooperation should also be<br />
mentioned.<br />
Without doubt, all of these achievements<br />
have promoted the Association to its leading<br />
position as an innovator in fostering dialogue<br />
and debate in the Republic’s energy industry.<br />
2. This autumn, the 5 th kazenergy<br />
eurasian Forum will be held in Astana.<br />
How do you evaluate the significance of<br />
this event for the development of domestic<br />
energy and the dialogue on energy as a<br />
whole?<br />
as an effective dialogue ground capable of<br />
elaborating new and constructive approaches,<br />
ideas and proposals that were relevant to the<br />
economic development of the country, and<br />
established a common vision of international<br />
energy security.<br />
The 5th KAZENERGY Eurasian Forum is being<br />
organized at a special time: namely, during<br />
Kazakhstan’s chairmanship in the OSCE.<br />
It is quite natural, therefore, for Kazakhstan to<br />
internationally promote its aim of forming a<br />
stable and secure global energy system.<br />
Complex efforts with that aim undertaken<br />
under the leadership of President Nursultan<br />
Nazarbayev, are felt by the global community<br />
to be an indication of Kazakhstan’s great<br />
commitment to broadening partnerships and<br />
increasing the stability of energy relations. It<br />
is thus quite reasonable that the 5th KAZEN-<br />
ERGY Eurasian Forum will focus on discussing<br />
the “Eurasian energy map”.<br />
It is no secret that Europe and Asia together<br />
define global energy processes today. It is for<br />
this reason that the creation of a stable system<br />
of energy relations on a continental scale,<br />
and the development of a complex Eurasian<br />
energy dialogue, are so crucial.<br />
The Forum also increases the intensity of<br />
processes of experience exchange, and works<br />
to attract new investments and new technologies.<br />
I am sure that the 5th anniversary of the KA-<br />
ZENERGY Eurasian Forum will mark another<br />
step forward in the development of the energy<br />
and oil-gas industry, and will strengthen<br />
the bonds of multilateral partnership.<br />

Within a short period of time since its inception,<br />
the Forum became one of the most authoritative<br />
international events in Kazakhstan,<br />
showcasing participation at a high level from<br />
leaders in the energy and oil-gas industry:<br />
experts and heads of companies. The Forum<br />
offers to all interested parties the opportunity<br />
to discuss topical issues associated with the<br />
functioning and development of the fuel and<br />
energy complex.<br />
From that point of view, the KAZENERGY<br />
Forum has successfully recommended itself<br />
3. Kazakhstan became a full member<br />
of the World energy Council in 2009.<br />
What do you expect as a result of the<br />
republic’s membership in that influential<br />
organization?<br />
The KAZENERGY Association helped to initiate<br />
the process by which Kazakhstan became<br />
a member of the World Energy Council.<br />
On <strong>September</strong> 16-19, 2009, the meeting of<br />
the Executive Assembly of the WEC took<br />
place in Reykjavik, Iceland, and its Secretary
