I think Dr. McCarthy's suggestions, I think Dr.
Fletcher's suggestions, both have pros and cons. Some of
these goals would be better addressed in the organization
that Dr. Fletcher proposes. Some would be better addressed
in what Dr. McCarthy has proposed. But there may be other
permutations and alternatives too that could be laid on the
