DR. CASSELL: So then the question is what is
the intermediate solution. Is there an intermediate
solution? Well, there is a research solution to it, among
other things, where we strongly urge the National
Institutes of Mental Health to put out an RFP on
researching the issue and we request them to come back to
us with this saying we cannot resolve this issue because
there are too many questions of fact that have not been
solved for us. Otherwise we are just writing a bunch of
stuff that we know as we write it does not work. I do not
want to do that.
I do not want to come back and say, "Well, it
does not work but we are going to write it down anyway," or
end up with a good workable report where all the way
through the body of the report it is a great report and
then we get to the conclusions on which policy is based and
we are back where we were.
DR. CHILDRESS: David, do you have anything to
add to that sobering thought?
DR. COX: Yes, with some trepidation actually.
