Bevezetés<br />
Mi a Plan4all projekt tárgya?<br />
A területrendezési adatok harmonizációja az INSPIRE irányelv szerint az EU régióinak és<br />
településeinek legjobb gyakorlata, valamint jelenlegi kutatási projektjeinek eredményei<br />
alapján. A Plan4all (Terv mindenkinek") az eContentplus nevű közösségi program<br />
társfinanszírozásában megvalósuló európai projekt; Az EU projekt futamideje 2009. május -<br />
2011. október. A Plan4all 24 partner: egyetemek, magánvállalatok, nemzetközi szervezetek<br />
és közszolgálati intézmények konzorciuma. A Plan4all az INSPIRE alapelveinek megfelelően<br />
harmonizálja a területrendezési adatokat és a velük kapcsolatos metaadatokat. A<br />
területrendezés földrajzi eszközök segítségével jeleníti meg a társadalom gazdasági,<br />
társadalmi, kulturális és ökológiai intézkedéseinek összességét. Ez olyan tudományterület,<br />
közigazgatási módszer és politika is egyben, melyet a tér kiegyensúlyozott regionális<br />
fejlesztését és fizikai megszervezését célzó általános stratégiához szakmaközi és átfogó<br />
megközelítésként dolgoztak ki. (Európai regionális/Területrendezési Alapszabály, 1983)<br />
A területrendezés az egyik legfontosabb mindazon szakterületek közül, melyek<br />
társadalmunkra minden szinten óriási befolyást gyakorolnak. A fenntartható<br />
tervezés/rendezés a környezetre irányul, ahol az emberek élnek és dolgoznak, ahol<br />
társadalmi és gazdasági tevékenységüket folytatják, ahol a rendelkezésre álló erőforrásokat<br />
kiaknázzák stb.<br />
A területrendezés jelen van és hat a kormányzás minden szintjén, mind lentről felfelé, mind<br />
fentről lefelé irányulva. Nemzeti, regionális és helyi hatóságok a területi keretek és elvek<br />
kialakítása során naponta fontos kihívásokkal kerülnek szembe. A helyzetet tovább<br />
bonyolítja a területrendezés sokfélesége és általános összetettsége.<br />
A területrendezés holisztikus tevékenység. Minden feladatot átfogó módon kell megoldani a<br />
különféle forrásokból származó elemek/hozzájárulások felhasználásával. Nagyon lényeges,<br />
hogy ezek az elemek interoperábilisak legyenek. Így a felhasználó az IT-megoldások<br />
segítségével kutathatja, megtekintheti, letöltheti és fel is használhatja ezeket az adatokat.<br />
A Plan4all hozzásegít ahhoz, hogy a területrendezési adatok egyszerűbben elérhetők,<br />

A projekt munkaterve<br />
A Plan4all munkaterv 9 munkacsomagból áll:<br />
WP1: Projektmenedzsment és koordináció<br />
WP2: Helyzetelemzés<br />
• A területrendezésért és a téradat-infrastruktúráért felelős vezető regionális és helyi<br />
hatóságok azonosítása;<br />
• Az innovációs kihívások és a keretszerkezetek azonosítása a vonatkozó<br />
technológiai fejlesztések és irányzatok elemzése céljából;<br />
• Az INSPIRE követelményei; valamint<br />
• A szabványos metaadatok, adatmodellek, hálózatépítő módszerek és felhasználói<br />
igények elemzése.End date: 31stOctober 2011<br />
WP3: Az összes Plan4all metaadat-profil megtervezése – a metaadat-profilok<br />
meghatározása (az alább felsorolt) kiválasztott INSPIRE téradat-témákhoz az adott nemzeti<br />
területrendezési törvények és az INSPIRE-profil ötvözésével.<br />
WP4: Plan4all adatmodell meghatározása – összpontosítás a nemzeti modellekre és azok<br />

kombinációira, majd ezek átalakítása közös modellekké.<br />
WP5: Hálózatépítési architektúra – tartalmazza az INSPIRE hálózatépítési alapelveit az<br />
európai területrendezés céljára.<br />
WP6: Nagyszabású tesztrendszer - célja a WP3, WP4 és WP5 keretében megtervezett<br />
modellek műszaki megvalósíthatóságának bemutatása.<br />
WP7: Tartalomtelepítés - ennek során a Plan4all téradat-raktárak megtelnek szemantikailag<br />
gazdag, soknyelvű metaadatokkal.<br />
WP8: Érvényesítés – elkészülnek az eredmények kiértékeléséhez szükséges minőségi<br />
keretek.<br />
WP9 Terjesztés, csoportosítás, általános megegyezés elérése és a fenntarthatóság<br />
megtervezése – ide értendők a projekt eredményeinek támogatását és felértékelését célzó<br />
tevékenységek. A legfőbb cél pedig a széleskörű terjesztés minél több szinten.<br />

A műhely rövid leírása<br />
This workshop will build within the participation of EUROGI to PLAN4ALL project<br />
http://www.plan4all.eu/<br />
The project Plan4all will focus on the harmonisation of spatial planning data based on the<br />
existing best practices in EU regions and municipalities and the results of current research<br />
projects. The important part of the Plan4all project is networking standards of spatial<br />
planning data, based on previously collected and analysed experiences, and then defining<br />
common procedures and methodologies for spatial data sharing and utilisation of new pan-<br />
European standards for spatial planning data within the EU. The focus will be not only on<br />
technical and technological aspects, but also on Digital Right Managements and other IPR<br />
issues, security of data and data models. An important issue will be models for public private<br />
data sharing, and how spatial planning data could be used for social, environmental and<br />
economical development and also for protection of citizens. On the level of economical<br />
development, the sharing will support mainly real estate business and real estate investment<br />

across Europe. One of the core tasks of spatial planning is protection from natural disasters,<br />
for example flood protection. Nature preservation is another important task. Those are highly<br />
complex matters, and especially in cross-border-regions it is difficult to understand how<br />
planning limitations and measures on one side impact the system on the other side -<br />
therefore the cross-border-co-operation on those tasks is critical. Given the actual situation<br />
with planning information it is still very complicated (sometimes impossible) to have valid<br />
Environmental Impact Assessments (EIA) and Strategic Environmental Assessments (SEA)<br />
in cross-border settings. Plan4all can significantly contribute to improve this situation.<br />
The expected results from Plan4all are European forums for SDI in spatial planning, a<br />
database of best practices, and analysis of best practices in terms of organisation, sharing,<br />
and harmonisation and SDI recommendations for spatial planning. The whole sector should<br />
profit from the availability of understandable and more transparent planning information<br />
throughout Europe. ISOCARP, the International Society of City and Regional Planners, which<br />
is a partner in the consortium, just recently issued the "International Manual of Planning<br />
Practice (IMPP)" (5 th edition) that describes and compares the planning systems of more<br />
than 100 countries worldwide - including all European countries. This is very helpful for<br />
planning experts. Plan4all can be seen as the "next step" in such a comparison as it makes<br />
plans and their implications understandable.<br />

public area 1 sufficient material for obtaining the most update information..“<br />
A műhely célkitűzései<br />
Considering, the main aim of Plan4all project co-financed by the eContentplus programme of<br />
the European Commission is the harmonisation of spatial planning data according to the<br />
INSPIRE Directive, it was understood, the main objectives of the Plan4all Communication<br />
and Dissemination Workshop is threefold:<br />
To bring together the prime stakeholders and major players<br />
To promote the Plan4all and INSPIRE on national, regional and municipal level in Hungary.<br />
To build capacity among the participating stakeholders discussing some of the the potential<br />
topics might be mutually beneficial by exchange views and experiences on methodology,<br />
standards, legal aspects, applications, metadata only few to mention.<br />
Célközönség<br />
It was understood, the project Communication and Dissemination Workshop should be driven<br />
by the need to learn and discuss case study findings as well as issues and themes based on<br />
the results of earlier project workpackages. Therefore participation of EUROGI and Plan4all<br />
project WP representatives at the Workshop was really important taking into account that the<br />
project has no consortium member from Hungary. Consequently, the Workshop should fulfill<br />
a real communication and dissemination mission towards the Hungarian spatial planning<br />
community supported by project guideline, whereas the strong presence of the Hungarian<br />
stakeholders and local administrations will be arranged by the host National GI Association<br />
<strong>HUNAGI</strong> (proud member of EUROGI).<br />
<strong>HUNAGI</strong> most authentic member organisation in the field namely VÁTI, the Hungarian Public<br />
Nonprofit Limited Liability Company for Regional Development and Town Planning was<br />
invited to assist the organisational arrangements. (It should be mentioned, <strong>HUNAGI</strong><br />
President Mr. Zsolt Barkóczi is Chief Information Officer at VÁTI.)<br />

As default option the Members and Partners of <strong>HUNAGI</strong> were called to participate, but<br />
special attention was paid for strengthen the links with MUT, the the Urban Knowledge<br />
Center (actually a Hungarian Public Nonprofit Limited Liability Company) and towards local<br />
governments which were invited through their regional and national associations.<br />

The organisation of the Hungarian Plan4all Workshop was facilitated by the experienced<br />
impressions on management and output of the Austrian Plan4ll Workshop. Based on the kind<br />
invitation of AGEO Secretary General Ms. Gerda Schennach, <strong>HUNAGI</strong> SG attended the<br />
Workshop and provided an illustrated report posted on <strong>HUNAGI</strong>’s blog established to the<br />

governments and the spatial planning community, the Plan4all Workshop was advertised on<br />
the website of TÉRPORT the Portal for Territorial Planners (See illustration).<br />

The Hungarian National Plan4all Workshop took place in Budapest on 3 of March, 2011 on<br />
the level of the 2nd <strong>HUNAGI</strong> Conference. From the <strong>HUNAGI</strong> website on-line facility was<br />
provided for the registration of experts and decision makers from the government, public<br />
sector, academia and NGOs. The database containing the names, affiliation and access<br />
information of the registered stakeholder representatives and invited experts can be found at<br />
the Appendix D. The Call for Participation and the registration sheet to be completed can be<br />

As goal, harmonization of the spatial<br />
planning data and a roadmap for the<br />
project was introduced. 24 partners from<br />
14 EU countries + Norway .<br />
The impact of INSPIRE on planners as<br />
seamless data users were illustrated.<br />
Planning specific INSPIRE data themes<br />
were identified. Project objectives and<br />
some next steps incl. a case study was<br />
mentioned. Strong voice of the planning<br />
community is needed in INSPIRErelated<br />

The inevitable role of GIS and GI in<br />
physical planning was introduced and<br />
illustrated by applications. From<br />
settlement to county level the major<br />
requirements were highlighted. For<br />
spatial planning, both sectorial and<br />
statistical data provided by TeIR are<br />
needed. Monitoring-like applications in<br />
construction, e-public utilities, operative<br />
disaster responses were presented.<br />
The Head of the Hungarian Mapping and<br />
Cadastre Authority referred to the legal<br />
basis related to access of information in<br />
Hungary. Spatial data themes were<br />
classified and the INSPIRE framework,<br />
principles and roadmap highlighted.<br />
MoRD is responsible for the coordination<br />
of implementation in Hungary. Early<br />
results, and the role of MoRD in the<br />
National Spatial Data Infrastructure.<br />

In the future development will be driven<br />
by the needs of users (e.g. ciizens and<br />
enterpreneurs). The regulation remains<br />
task of the government which will be<br />
supported by the appropriate agencies<br />
and professional solution providers. The<br />
paradigm needs new principles, such as<br />
Time and speed, Cost effectiveness,<br />
Time for clean-up, Distinction, and<br />
Subsidiarity. These were introduced<br />
comparing their previous and the future<br />
features.<br />
Planning needs information. Spatial<br />
planning needs spatial data. Applications<br />
from business GIS which locations are<br />
the most promising on mid-run to build<br />
department stores, expected impact<br />
assessment of a new metroline, changes<br />
in biological activities in urban<br />
environment, surface temperature<br />
monitoring, the Landscape Cadastre<br />
TÉKA were presented.<br />
Major GIS applications at the<br />
Municipality in Budapest includes Esribased<br />
unique systems supporting policy<br />
implementation, environmental<br />
protection, air quality monitoring and<br />
forecast, public roads management and<br />
flood protection. These are under<br />
revision and the concept and<br />
requirements of a new,<br />
transportation/road-oriented integrated<br />
system are highlighted.<br />

introduced. The Policy/Decision Support<br />
System (actually a computer-based<br />
information system) were explained.<br />

A summary was given on the definition,<br />
geographic coverage of Centropa, a<br />
region of administrative areas of 4<br />
countries with a population of 6 million,<br />
50% in cities supported by a political<br />
memorandum signed in 2005. The<br />
CentropeMAP challenges, the data flow<br />
(spatial data+statistical data),<br />
visualization and web-based services.<br />
CentropaSTATISTICS is a cross-border<br />
database project.with spatio-temporal<br />
capability in a multi-language<br />
environment.<br />
Four isues were addressed: CAGI as<br />
professional NGO and its role in SDI<br />
building, introduction of the<br />
contemporary GI community features<br />
and key players in the Czech Republic<br />
Expected synergy of the administrative,<br />
societal, and<br />
commercial interests, finally the<br />
challenge of International cooperation as<br />
a way forward. The speaker gave an<br />
overview about the Slovakian situation<br />
as well<br />
The data and technological background<br />
of the physical planning and regional<br />
development was introduced. The<br />
accessibility of plans, recent hot topics<br />

The Plan4all Project – First Results<br />

The talk focused on the development of<br />
an INSPIRE-friendly Metadata Service<br />
for Nature Protection supporte by the<br />
EU Nature-SDIplus project. The<br />
harmonisation process has been<br />
introduced with data analysis, source<br />
and target data models under the<br />
spotlight. Also the harmonisation tools<br />
were mentioned. The references of the<br />
published metadata have been given. As<br />
further outlook, the distributed databases<br />
were mentioned (eg. TÉKA) or the<br />
Vadonleső web 2.0 which operates on<br />
the subsidiarity principle.<br />
The speaker – Co-chair of the <strong>HUNAGI</strong><br />
Team working in the EU project Legal<br />
Aspects of PSI (LAPSI) made a clear<br />
distinction in the features of the PSI<br />
open access and PSI re-use. The<br />
present difficulties in the re-use are<br />
caused by the insufficient regulation. A<br />
logical solution could be the more<br />
efficient adoption of the PSI Directive.<br />
An overview was given on the different<br />
practices followed by the EU Member<br />
States so far. Finally a possible model<br />
for Hungary has been suggested.<br />
Electronic Public Utility Register was<br />

XPlanung is a best practice, part of the<br />
German national eGovernment Strategy<br />
pursued by governments on all level in<br />
the “Deutschland-online” programme.<br />
Goal is the lossless data exchange<br />
between actors involved in planning<br />
processes. Feature is the central storage<br />
of urban land-use plans and other<br />
thematic plans having uniform semantic<br />
structure interoperable with different<br />
softwares and information systems. Only<br />
one schema transformation rule is<br />
applied to target INSPIRE data model for<br />
source datasets.<br />
Why and how terrestrial laser scanners<br />
are applied in Urban Planning? The<br />
answer is given by sharing experiences<br />
by applications.<br />
There is an increasing needs for more<br />
precise and realistic 3D digital city<br />
models. A road scanning configuration<br />
built on a van is introduced. The<br />
demand for detailed 3D city models can<br />
be only done through Terrestrial LS<br />

The morning session having top level governmental speakers and experts of EUROGI was<br />
chaired by Zsolt Barkóczi, President of <strong>HUNAGI</strong>. Other chairs include András Rab, Secretary<br />
of <strong>HUNAGI</strong>, while moderators of the discussions of the afternoon sessions were Géza<br />
Juhász and Richard Ongjerth. Before adjourn, some conclusions were summarized by the<br />
Secretary General of <strong>HUNAGI</strong>. In the moderated discussion the top subject was related to<br />
the regulations and legislative framework in association with INSPIRE and PSI directives.<br />
INSPIRE national contact person Dr. Szabolcs Mihály of the Ministry of Rural Development<br />
and Dr. Tamás A. Kovács , PSI expert gave clarifications and replies on questions arised eg.<br />
by Dr. Szilárd Szabó of Térinformatika-online. Dr. László Csemniczky, President of the<br />
Hungarian Geospatial Technology Society (AM/FM Hungary) called the attention on their<br />
forthcoming Conference where the issue of e-Public Utility Registry can be further discussed.<br />
A műhely erdmény<br />
Participants agreed, digital spatial planning needs digital spatial data, where the regulation<br />
and legislative framework requires special attention. Also the relevance and benefits of<br />
international cooperations and networking were shown. Such links are fundamental to ahieve<br />
collaboration level which is a must for effective cross-border actions. The Workshop gave<br />
unique opportunity for the governmental decision makers to learn more about Plan4all,<br />
INSPIRE, PSI and their connections while the shared views of practical spatial planners gave<br />
real contribution. Participants are advised to follow the Plan4all achievement as documented<br />
in the public part of Plan4all wiki (http://www.plan4all.eu/wiki/Deliverables:public ). Some of the<br />

introduced information systems (e.g. TIR, KIR, TakarNet24, TÉKA) should be encouraged to<br />
enter in the Europeanwide ESDI-NETplus Self-assessment Program, an action announced<br />
for subnational and local SDIs to participate by EUROGI.<br />

On-site registration service were provided by <strong>HUNAGI</strong> staff members as well as volunteers<br />
of Member Organisations. Kvantitás Ltd manager dr. László Makula offered a Visual Report<br />
for the participants (See in Annex D). Exhibition was arranged by Attila Rab, Secretary of<br />
<strong>HUNAGI</strong> in close cooperation with the staff of Hotel Gellért. Lecture and exhibition rooms and<br />
related technical services were provided by Danubius Hotel Gellért according to previous<br />
agreement. Catering services have include coffee/tea breaks and also a buffet lunch was<br />
served for the participants. The cooperation with staff of Hotel Gellért was excellent. An<br />
international consultation on Presidental level was arranged with EUROGI, CAGI and SAGI<br />
on 2nd March in a light, working dinner environment on the site of the Workshop. Expert of<br />
the Austrian CEIT-ALANOVA was invited. His manager, AGEO representative Manfred<br />
Schrenk was not able to attend due his last minute schedule conflict.<br />

languages. About 20 pre- and post-event spots<br />
were dealing with Plan4all and the Workshop.<br />
The blogspots was visited since August 2010<br />
more than 17,000 times. Beside it, a dedicated<br />
Plan4allhu blog has been established to raise<br />
further awareness for the Workshop but it<br />
generated much less attention (200 visitors).<br />
An eNewsletters of <strong>HUNAGI</strong> were used to<br />
disseminate the news on the availability of all<br />
of the downloadable ppts presented. <strong>HUNAGI</strong><br />
eNewsletters were submitted to about 500<br />
members and partners of <strong>HUNAGI</strong>.<br />

A folytatás útjának előkészítése<br />
Spatial planning and the 3D are closely related. One of the most evident future application in<br />
real estate registry, management and related business, 3D cadastre was an issue which was<br />
addressed in the discussion at the Meeting of the Permanent Committee on Cadastre in the<br />
European Union hosted by the Hungarian National Mapping and Cadastre Agency as Official<br />
Event of the Hungarian Presidency of the Council of the European Council in early June<br />
2011. <strong>HUNAGI</strong> chaired the session devoted to SDI, where this topic were arised by András<br />
Osskó, advisor of FÖMI, chair of FIG Commission on Cadastre between 2006-2010.<br />
The workshop gave an impulse for <strong>HUNAGI</strong> to pay more attention to the digital spatial<br />
planning related areas including digital cities, smart cities, visual cities with applied emerging<br />
technologies using innovative modeling and simulation e.g. the Virtual City of Diginext<br />
exhibited at the INSPIRE Conference in Edinburgh June, 2011.<br />
Another promising channel is the agreed cooperation with the Hungarian Urbanistical<br />
Society’s Knowledge Centre (MUT) in the field of urban management and the spatial<br />
planning supported by GI/GIS/SDI.<br />
By talking with Workshop participant Dr. Almássy Director of the company responsible for the<br />
Management of Public Areas Budapest, another cooperation is foreseen with the Capital’s<br />
Local Government providing advise and assistance to identify digital spatial planning and<br />
urban management needs using GI/GIS/SDI. (Similar, multiyear cooperation framework has<br />
been already signed and the implementation is underway with the State Audit Agency in the<br />
field of mapping of endangered public institutions and organisations by the corruption).<br />
The Plan4all project, the Hungarian Workshop will be mentioned among other European<br />
activities in the <strong>HUNAGI</strong> presentation at the 7th International Symposium of Digital Earth<br />
devoted to „The Knowledge Generation” hosted by the Western Australia Land and<br />
Information Systems in Perth in August 2011. <strong>HUNAGI</strong> submitted letter of intention to submit<br />
a bid to host the 8th Digital Earth symposium in November 2013. Decision will be made in<br />
August at the ISDE Executive Committee.<br />
In case of win, the digital spatial planning will be a topic enabling to introduce the European<br />
achievements in this field by inviting major labs throughout Europe eg. Fraunhofer IGD, one<br />
of the world leading institute for applied research in visual computing (DeepCity3D and<br />
CityServer3D), and other experts in urban planning, regional development working in an<br />
information society environment.<br />

governmental agencies, planning companies, solution providers from the private sector,<br />
universities and NGOs came together. The 210 registered individuals are members of a<br />
potential future network in the field of digital spatial planning. Especially the attention paid by<br />
the government towards the<br />
subject was a success. Five<br />
ministries, three Deputy<br />
State Secretaries were<br />
attend the National Plan4all<br />
Workshop, which was<br />
selected the topic of the 2 nd<br />
<strong>HUNAGI</strong> Conference.<br />
Moreover, it was qualified to<br />
an official event of the<br />
Hungarian Presidency of<br />
the European Council. The<br />
decision was made upon<br />
written request by the<br />
Ministry of Foreign Affairs based on the Support of the Ministry of Interior. Consequently,<br />
<strong>HUNAGI</strong> was authorized to use the logo of the Hungarian Presidency during the event.<br />
The Conference provided an adequate forum to promote the Plan4all and INSPIRE on<br />
national, regional and municipal level in Hungary. The dissemination of Plan4all results was<br />
supported by the presentation of EUROGI WP representatives and the Hungarian INSPIRE<br />
national contact person Dr. Szabolcs Mihály highlighted the state of the art in the Hungarian<br />
case. Experts from the neighbor countries also contributed to the better understanding their<br />
efforts which could bet he first step in cross-country applications. All the presentations<br />
enabled capacity building among the participating stakeholders for mutual benefit, however<br />
despite the discussions after the presentations the time was too short to go into the details.<br />

This document serving as final report on the National Plan4all Workshop in Hungary and the<br />
associated financial documentation – prepared in line with the proposal submitted on 6 April<br />
2010, subsequently on 27 April 2010 and as lastly corrected version on 2 December 2010 –<br />
will be submitted to the President of EUROGI in electronic form.<br />
Based on the Expense Report (attached) the financial documentation and invoices in copies<br />
will be issued by the bookkeeping company of <strong>HUNAGI</strong>, the Kurator Ltd, Budapest.<br />
On behalf <strong>HUNAGI</strong> I would like to express our appreciation for the permission we received<br />
from EUROGI to deliver all the reports till end of July 2011.<br />

By the kind cooperation with Plan4all Project Manager Tomas Mildorf who submitted the<br />
electronic versions, two of the official Plan4all posters have been printed and displayed in<br />
Budapest to facilitate the understanding of the merit of the project by visula tools.<br />

correctness of the names and annotations. The offered contribution was done based on a<br />
longer term agreement between Kvantitás Ltd and <strong>HUNAGI</strong> in order to reflect the committed<br />
enthusiasm and proactive role of Hungarian GI experts for the wider public inside and outside<br />
of the country.<br />
Moreover a 2011 <strong>HUNAGI</strong> Calendar has been produced by Kvantitas Ltd on its own<br />
expenses emphasizing the Plan4all Workshop, and dedicating a conference venue<br />
photograph for the month March. <strong>HUNAGI</strong> bought 5 copies for the involved project leaders<br />
including the Secretariat of EUROGI and participating experts Ing.Corrado Ianucci of<br />
EUROGI as well as presidents of SAGI, CAGI and <strong>HUNAGI</strong>.<br />
