Youth Scholarship/Fee Assistance Program 

Would you like to register your child for a recreation program but 

can’t because of a limited family budget? Financial assistance 

may be available through our Youth Activity Scholarships. Funding 

is provided by the City of Antioch CDBG and HUD program, which 

are based solely on need, not school grades. Scholarships will 

be funded only as long as resources are available. Applicants 

may submit applications for consideration in concurrence with 

registrations for any activities advertised for this year’s recreation 

program. Information and applications for this program can be 

picked up at the Antioch Community Center, 4703 Lone Tree Way, 

Monday thru Thursday 8:30am - 5pm. For additional information, 

call 776-3050.

COMMUNITY 

Information 

The City of Antioch Recreation Department encourages all 

individuals with disabilities to participate in any of the offerings in 

this brochure. In order to provide assistance in these programs, 

we request two weeks advanced notice for such service prior to the 

first meeting. We are also interested in assisting to accommodate 

all programs to meet individual needs. For further information, call 

776-3050. 

Recreation Guide: The Recreation Guide is published four times a 

year by the City of Antioch Recreation Department as a community 

service. Every effort has been made to insure the accuracy and 

completeness of the information and events in the publication. 

Updated information is available by contacting the Recreation 

Department or by accessing our City of Antioch website at 

www.ci.antioch.ca.us. 

Class Age Limits: The City of Antioch Recreation Department has 

over 25 years of experience providing quality programs for children. 

We set minimum age requirements for each of our classes in order 

to provide the safest and most enjoyable program for your child. 

Enrolled children must be the minimum age by the first day of class 

or turn the correct age during the class, unless otherwise designated 

in a program description. For grade level specifications, we do not 

promote children to the next grade level until the official school year 

begins, ie. a child who completes kindergarten this June will not be 

recognized as a 1st grader until they officially begin 1st grade in the 

Fall. 

Antioch Youth Council 

Due to the recent City budget cuts, this program has been 

discontinued until further notice. If you have any questions, please 

call 776-3050. 

Information Regarding Your Water Bill 

The City of Antioch is one of the few local water utilities that 

provide a water bill on a monthly basis. By reviewing the water 

bill every month, homeowners can minimize losses due to leaks 

or over watering. Water bills also provide prior year comparative 

consumption information. On the reverse side of the water bill 

is information regarding office hours, emergency numbers and 

conservation tips. Customer Service Representatives are available 

to answer questions and to open, close or change accounts. They 

may be reached by dialing (925) 779-7060, Monday thru Thursday 

between the hours of 8am - 5pm. Additional information is available 

on the City’s website at www.ci.antioch.ca.us.

PARENT/TOT (6 months - 5 years with parent) 

Pollywogs (6 months - 36 months with parent) 

Guppies (3 years - 5 years with parent) 

Parent and child explore and encourage water exploration, water 

adjustment, swim readiness skills and water safety. Swim diapers 

required if not toilet trained. 

TINY TOTS (3 years - 5 years without parent) 

Minnows - Learn to put face in water, front/back float (with support), 

kick, underwater exploration, roll front/back to front. 

Starfish - Children who are comfortable with face in water. Build on 

skills with independent floats on back & front, glides and safety skills. 

Seahorse - Very comfortable in water. Continue to build skills with 

improvement of strokes on front & back. Deep-water orientation, 

safety and endurance swim. 

ADAPTED AQUATIC (persons with physical or 

mental disabilities) 

MOCCASINS – Individualized class based on individual 

abilities- can teach privately or in a group of four or more 

provided each student brings an aid or parent that can assist in 

water if needed. 

YOUTH LESSONS (6 years - 14 years) 

Otters 1 - Introduction to water skills. Become comfortable and 

begin to learn steps needed to swim. 

Sunfish 2 - Fundamental aquatic skills. Moderate comfort in water 

and learn primary swimming skills. 

Whales 3 - Stroke development. Front & back crawl, coordinating 

breathing, introduction of strokes. 

Marlins 4 - Stroke improvement. Increase stroke development 

and endurance. 

Dolphins 5 - Stroke refinement. Refine all strokes and continue 

endurance. 

Sharks 6 - Swimming fitness & skill proficiency. Achieve higher 

level of fitness and/or enter to competitive swimming.

size is not met by Wednesday prior to the start of 

class, it may be cancelled.

students to have to repeat a level to complete the 

necessary skills. Classes are cancelled in the event

Splash Ball 

AQUATICS 

Ages 5 - 9 years. Learn an exciting new game called Splash 

Ball. Splash Ball is designed to introduce the sport of water polo 

to children ages 5-9. The intent is to provide basic skills and 

understanding of the sport in a recreational format. Splash Ball is 

an easy to learn game that will motivate kids to swim and stay fit.

American Red Cross Lifeguard Training 

Become an “American Red Cross” certified lifeguard. After 

successful completion, the American Red Cross will issue certificates 

in Lifeguarding/First Aid/CPR/AED & Administering in Emergency 

Oxygen. Participants must pass pre-requisite swimming skills test 

the first day of class. 

*Swim 300 yards continuously, demonstrating breath 

control and rhythmic breathing. 

*Tread water for two minutes using only the legs. 

*Swim 20 yards, retrieve a 10-pound object from 7-10 

feet of water, swim 20-yards on the back to the starting 

point with both hands holding the object and exit the 

water without using a ladder or steps within 1 minute 

40 seconds.

Field Rentals 

Softball and soccer fields not scheduled for league play are 

available on a rental basis for evening and weekend play at Antioch 

Community Park (Worth Shaw Sports Complex), Memorial Field 

and City Park. Applications must be picked up and fees paid at the 

Recreation Department. You may reserve no more than two weeks 

in advance and not less than three working days prior to your use. 

FIELD AVAILABILITY IS NOT GIVEN OVER THE PHONE. AVAILABILITY 

IS ONLY CHECKED AT THE TIME OF RESERVATION. For more

Wet Field Policy 

The City of Antioch Recreation Department has a WET FIELD POLICY 

that all users, whether they have a permit or not, are expected to 

abide by. Fields are not to be played on if the turf is wet. Play on 

wet fields is dangerous to the players and very damaging to the turf. 

We have a FIELD CONDITIONS HOTLINE: (925) 776-3050 OPTION 

#4 updated after 3pm M-TH. If no such recording exists using your 

best judgement will help you to make a sound decision about field 

usage.

LEAGUE DESCRIPTIONS 

Flag Football League (18 and older) Recreation Co-ed Volleyball 

Grab your friends and neighbors and sign up as a team (minimum 

of 8 players recommended) or an individual/free agent for the 5 on 

5 non-contact Flag Football League. If you register as a free agent, 

you will be assigned to a team. Competitive, recreational and 

co-ed divisions will be offered. A minimum of 4 teams are needed 

for each division. Informational packets available for pick up at 

the Antioch Community Center, 4703 Lone Tree Way, Monday thru 

Friday 8:30am-5pm beginning July 8th. This league is tentatively 

planned to be played on Sundays. Season to tentatively begin on 

September 9th. All games will be played at the “new” artificial turf 

fields at the Antioch Community Park on James Donlon Boulevard.

Ever wonder what to do with lawn clippings, leaves, and organic 

waste that you hate to throw in the garbage? Ever consider 

composting? Composting is a natural process that breaks down 

organic material, such as yard and vegetable wastes, into a soil-like 

material. Finished compost enhances soil, improves soil structure 

and adds nutrients to gardens and yards. And the best part of 

composting is...it puts to good use wastes that might otherwise end 

up in a landfill. Everyone attending a workshop will receive a FREE

year by the City of Antioch Recreation Department as a community 

service. Every effort has been made to insure the accuracy and 

completeness of the information and events in the publication.

Class Age Limits: The City of Antioch Recreation Department has 

over 25 years of experience providing quality programs for children. 

We set minimum age requirements for each of our classes in order 

to provide the safest and most enjoyable program for your child. 

Enrolled children must be the minimum age by the first day of class 

or turn the correct age during the class, unless otherwise designated 

in a program description. For grade level specifications, we do not 

promote children to the next grade level until the official school year 

begins, ie. a child who completes kindergarten this June will not be 

recognized as a 1st grader until they officially begin 1st grade in the 

Fall.

MARINA 

The Antioch Marina, built in 1988, is located at the foot of “L” Street in Antioch. The Marina features 

berths from 24 to 70 feet with 82 covered berths between 32 and 50 feet. All berths are constructed of 

concrete, providing even floatation with clean smooth dock surfaces. 

The following services are available at the Marina: 

*Boat Launch - New 3 Lane Launch. Launch Ramp Fees $5.00 per 24 hour. $100.00 Annual Pass per calendar year.

The picnic areas located in the Jensen Family Picnic Grove in the 

Antioch Community Park on James Donlon are the only reservable 

picnic areas throughout the City of Antioch. 

Picnic reservation requirements and rules: 

1. All fees must be paid when reserving. 

2. Reservations must be made no later than 2 working days prior to 

the reservation (no later than Wednesday for the following weekend). 

3. Groups need to pick up and place all garbage in garbage cans 

provided in the area. 

4. Groups are responsible for damage to the picnic area during their 

use. There is no electricity in picnic areas. 

5. Permission is needed to bring any special equipment. Some 

equipment may require reserving party to provide insurance 

coverage to the City. 

6. Alcohol Permit must be obtained from the Recreation Department 

for use of alcohol in any City park for a fee of $15 (alcohol can only 

be served in conjunction with food). 

AIR JUMPERS 

Air jumpers are allowed in the parks only if the company you 

are using has a liability insurance policy on file with the City of 

Antioch at the Antioch Community Center. To inquire please call 

(925) 776-3050. If they do not have insurance on file with the City, 

you must use another company. There is no electricity at any of the 

parks in Antioch. 

Water jumpers or any other water equipment are not allowed in 

any of the Antioch City parks. Horses/ponies or any other livestock 

are not allowed in any of the Antioch parks. There is a noise 

ordinance in the City of Antioch - no loud music is allowed in the 

parks.

ALCOHOL CONSUMPTION & 

PARK GUIDELINES 

The City’s parks are for the enjoyment of everyone - to keep them 

that way, please observe these few basic park rules posted at each 

site. 

*Alcoholic beverages are allowed only with a permit from the 

Recreation Department. 

*Alcohol Consumption Permits will only be issued if alcoholic 

beverages are served in conjunction with food at a picnic, 

barbecue or concession stand environment (ie. City parks or sports 

complexes). Only beer and wine are permissable. 

*Permits shall not be issued to groups for the sole purpose of 

consuming alcoholic beverages. Permit Fee: $15 per single use. 

*Picnic areas are on a first-come, first-served basis (except in 

Antioch Community Park). 

*Designated softball fields may be rented. 

No refunds for alcohol permits.

Pre-registration is required and is on a first come, first 

served basis for participation in programs. Refunds will 

be issued if program/class is full. In the event of a full 

class, your name will be placed on a waiting list. Please 

note: We do not accept registration over the phone or 

by fax. 

Register Early - DON’T MISS OUT! 

Many classes fill early. Fees must be paid in full at the 

time of registration. Classes are subject to cancellation 

if class minimum is not reached. 

Fee for Late Pick-up 

Parents agree to pick up their children by or before the 

scheduled release time. A late fee of $5 per 5-minute 

interval PER CHILD will be charged. Late fees are 

payable to the City of Antioch. 

Drop Box 

For your convienience, if paying with a check you can 

drop your Registration Form at our outdoor drop box at 

4703 Lone Tree Way. 

Refunds/Transfers 

The City of Antioch will be happy to arrange a transfer 

to another class/activity or arrange a refund. Customer 

requested refunds or transfers will be approved only if 

initiated by phone or in person NO LATER THAN 5 

business days prior to the first day of class. No refunds 

issued after class has started. All refunds are subject to 

a $7 service charge per activity unless class/activity is 

cancelled by the City of Antioch Recreation Department. 

Refunds take up to 3-6 weeks to receive in the mail. 

Cancellations 

The City has the right to cancel classes when enrollments 

have not reached their minimum. Please register early 

and help us to prevent class cancellations. 

We don’t like to cancel classes.... but sometimes 

it is necessary before the first meeting when enrollments are 

low. Your registration might be the one that enables the 

class to be held.
