Authorities, Roles, and Responsibilities<br />

systems, and functions as directed by the President or SecDef, against any intrusion or<br />

attack, and does so through a subunified command, USCYBERCOM. At the headquarters<br />

level, USSTRATCOM advocates for national requirements and standards, and in<br />

coordination with other CCDRs, assesses and reports the operational readiness of the<br />

DODIN. Additionally, USSTRATCOM is responsible to establish compliance and enforce<br />

accountability across the department and, as required, to engage through CCMDs to build<br />

DOD partnering capacity with partner nations with respect to CO.<br />

(2) Represents the DOD SATCOM community, coordinating and orchestrating<br />

consolidated user positions with CCMDs, Services, and DOD agencies and with<br />

international partners. CDRUSSTRATCOM has operational and configuration management<br />

authority for SATCOM on-orbit assets, control systems, and ground terminal infrastructure,<br />

including DOD gateways, deemed necessary for the effective and efficient operation of<br />

SATCOM for DOD. Directs day-to-day operations of DOD-owned and leased SATCOM<br />

resources, as well as international partner and non-DOD SATCOM resources used by DOD,<br />

to provide authorized users with global SATCOM support as operations and evolving<br />

requirements dictate.<br />

(3) Develops, coordinates, and executes SATCOM operations policies and<br />

procedures; constellation deployment plans; and satellite positioning, repositioning, and<br />

disposal plans. Assesses how these various plans impact communications support to current<br />

and future operations, OPORDs, operation plans (OPLANs), and concept plans<br />

(CONPLANs), and coordinates SATCOM actions prior to execution.<br />

(4) In support of Unified Command Plan-assigned missions, CDRUSSTRATCOM:<br />

(a) Coordinates with the IC, CCMDs, Services, agencies, and allied partners to<br />

facilitate development of improved cyberspace access to support planning and operations.<br />

(b) Provides shared SA of CO and I&W.<br />

(c) Provides military representation to US national agencies, US commercial<br />

entities, and international agencies for cyberspace matters, as directed.<br />

(d) Notifies the CCMDs of ongoing or developing threats and anomalies via<br />

appropriate means to reduce potential risks and to ensure effective integration of systems,<br />

networks, services, use of the EMS, and to comply with DOD-mandated configuration<br />

standards.<br />

(e) Performs analysis of threats to the DODIN, including threat analysis of<br />

foreign malicious activity. Changes the global information condition as warranted by threat<br />

assessments.<br />

(f) Plans for and, as directed, coordinates DCO of CI&KR.<br />

(g) For global events, USSTRATCOM will be the supported command.<br />
