Chapter III<br />

(1) Advise the President and SecDef on operational policies, responsibilities, and<br />

programs.<br />

(2) Assist SecDef in implementing operational responses to threats or hostile acts.<br />

(3) Translate SecDef guidance into OPORDs.<br />

d. Service Chiefs<br />

(1) Provide appropriate administration of and support to cyberspace forces assigned<br />

by SecDef. Services will provide CO capabilities for deployment/support to CCMDs as<br />

directed by SecDef.<br />

(3) Remain responsible for compliance with USSTRATCOM’s direction for<br />

operation and defense of the DODIN.<br />

(4) Coordinate with CDRUSSTRATCOM to prioritize cyberspace mission<br />

requirements and force capabilities.<br />

(5) Provide users of the EMS regulatory and operational guidance in the use of<br />

radio frequencies through the authority of Army (Army Spectrum Management Office),<br />

Navy (Navy and Marine Corps Spectrum Center), and Air Force (Air Force Spectrum<br />

Management Office).<br />

e. Chief, National Guard Bureau<br />

(1) Serves as an advisor to CDRUSSTRATCOM on National Guard matters<br />

pertaining to the CCMD missions and support planning and coordination for such activities<br />

as requested by the CJCS or the CCDRs.<br />

(2) Serves as the channel of communications on all matters pertaining to the<br />

National Guard between USSTRATCOM and the 50 states, the Commonwealth of Puerto<br />

Rico, the District of Columbia, Guam, and the Virgin Islands.<br />

f. Commander, US Strategic Command<br />

(1) Has overall responsibility for DODIN operations and defense in coordination<br />

with CJCS, the Service Chiefs, and CCDRs. CDRUSSTRATCOM is responsible for CO to<br />

secure, operate, and defend the DODIN, and to defend US critical cyberspace assets,<br />
