Executive Summary<br />

Command (USCYBERCOM) synchronizes and directs<br />

transregional operations and, in coordination with<br />

combatant commands (CCMDs), Joint Staff (JS), and<br />

Office of Secretary of Defense, liaises with other United<br />

States Government (USG) departments and agencies, and<br />

members of the defense industrial base in conjunction<br />

with the Department of Homeland Security. Similarly, as<br />

directed, DOD will deploy necessary resources to support<br />

efforts of other USG departments and agencies.<br />

Roles and Responsibilities<br />

Authority for actions undertaken by the Armed Forces of<br />

the United States is derived from the US Constitution and<br />

Federal law. These authorities establish roles and<br />

responsibilities that provide focus for organizations to<br />

develop capabilities and expertise, including those for<br />

cyberspace.<br />

SecDef directs the military, intelligence, and ordinary<br />

business operations of DOD in cyberspace; and, provides<br />

policy guidance and authority for employment of<br />

assigned, attached, and supporting military forces<br />

conducting cyberspace missions.<br />

Chairman of the Joint Chiefs of Staff (CJCS) ensures<br />

that cyberspace plans and operations are compatible with<br />

other military plans.<br />

Service Chiefs [Services] will provide CO capabilities<br />

for deployment/support to CCMDs as directed by<br />

SecDef; and, remain responsible for compliance with<br />

USSTRATCOM’s direction for operation and defense of<br />

the DODIN.<br />

Commander, United States Strategic Command<br />

(CDRUSSTRATCOM), has overall responsibility for<br />

DODIN operations and defense in coordination with<br />

CJCS, the Service Chiefs, and CCDRs.<br />

CDRUSSTRATCOM is responsible for CO to secure,<br />

operate, and defend the DODIN, and to defend US<br />

critical cyberspace assets, systems, and functions as<br />

directed by the President or SecDef, against any intrusion<br />

or attack, and does so through a subunified command,<br />

USCYBERCOM.<br />

Other Combatant Commanders operate and defend<br />

tactical and constructed networks within their commands;<br />

and, integrate CO capabilities into all military operations;<br />
