It is not only <strong>road</strong> traffic that produces considerable quantities of air <strong>pollutant</strong>s, but also<br />
the non-<strong>road</strong> segment, i.e. mobile machines <strong>and</strong> appliances that are not intended to<br />
transport passengers <strong>and</strong> goods by <strong>road</strong>. These include construction, agricultural <strong>and</strong><br />
forestry machinery, as well as a b<strong>road</strong> range of appliances for garden-care, hobbies,<br />
etc.<br />
For a long time the non-<strong>road</strong> segment was neglected in air pollution control. It is only<br />
in the recent past that <strong>emissions</strong> in the non-<strong>road</strong> segment have been investigated in<br />
greater detail. Today its importance as contributor to air pollution is well recognised.<br />
The existence of a comprehensive database is essential in order to carry out a reliable<br />
assessment of the air pollution attributable to non-<strong>road</strong> machinery <strong>and</strong> enable political<br />
debate on measures aimed at reducing this type of pollution. This report provides the<br />
necessary background material. It contains comprehensive data relating to the inventory<br />
<strong>and</strong> number of operating hours of the various machine <strong>and</strong> appliance categories,<br />
emission limit values <strong>and</strong> emission factors, as well as emission <strong>and</strong> <strong>fuel</strong> <strong>consumption</strong><br />
levels.<br />
The report therefore forms a valuable basis for assessing the relevance of specific<br />
source groups, estimating the future trend of <strong>emissions</strong> <strong>and</strong> assessing the effect of<br />
potential reduction measures. It thus provides a comprehensive overview of non-<strong>road</strong><br />
pollution that can serve as a valuable basis <strong>and</strong> reference tool for enforcement authorities,<br />
environmental bodies, political decision-makers <strong>and</strong> a variety of other interest<br />
groups.<br />
This report is based on a significant quantity of data that has been obtained through<br />
close co-operation with a variety of bodies. While the data are based on the current<br />
status of knowledge, they may change in the future as the result of new developments<br />
<strong>and</strong> findings, <strong>and</strong> in view of this the FOEN is grateful to receive any relevant information<br />
so that we can constantly update <strong>and</strong> improve our data sets.<br />
