Introducti<strong>on</strong><br />

<strong>United</strong> Nati<strong>on</strong>s procurement delivery in <str<strong>on</strong>g>2009</str<strong>on</strong>g> has marginally increased in comparis<strong>on</strong> to previous years. The total <strong>United</strong><br />

Nati<strong>on</strong>s procurement volume has increased by $203 milli<strong>on</strong> over the previous year, representing an increase of 1.5 percent. In<br />

terms of procurement of goods and services, agencies decreased their procurement of goods by $360 milli<strong>on</strong> and increased that<br />

of services by $563 milli<strong>on</strong> over 2008. The <str<strong>on</strong>g>2009</str<strong>on</strong>g> data further c<strong>on</strong>firms that the UN’s requirement for services exceeds that of<br />

goods, reversing the trend of previous years where the proporti<strong>on</strong> of goods procured far outweighed that of services c<strong>on</strong>tracted.<br />

The <str<strong>on</strong>g>2009</str<strong>on</strong>g> report analyzes procurement from developing countries and countries with ec<strong>on</strong>omies in transiti<strong>on</strong>, and examines<br />

<strong>United</strong> Nati<strong>on</strong>s system performance in increasing opportunities for vendors in developing countries and countries with<br />

ec<strong>on</strong>omies in transiti<strong>on</strong>. Significant progress has been made towards achieving that objective (refer to Figures 3 to 8 in the<br />

Executive Summary for more detail).<br />

New for <str<strong>on</strong>g>2009</str<strong>on</strong>g>, the report provides a comparative analysis of the agency share of goods and services categories procured by UN<br />

agencies.<br />

In additi<strong>on</strong>, the <str<strong>on</strong>g>2009</str<strong>on</strong>g> report looks at procurement by <strong>United</strong> Nati<strong>on</strong>s organizati<strong>on</strong>s from vendors that support the ‘Global<br />

Compact’. The Compact measures engagement by the <strong>United</strong> Nati<strong>on</strong>s system with companies that take corporate social<br />

resp<strong>on</strong>sibility seriously, an increasingly important c<strong>on</strong>siderati<strong>on</strong> in the global marketplace. While <strong>United</strong> Nati<strong>on</strong>s organizati<strong>on</strong>s<br />

give no preferential treatment to Compact signatories, the volume of procurement with registered Global Compact vendors<br />

shows an average increase over the period 2006-<str<strong>on</strong>g>2009</str<strong>on</strong>g>.<br />

The <str<strong>on</strong>g>2009</str<strong>on</strong>g> statistical report features an annual thematic supplement, now in its sec<strong>on</strong>d year, that focuses <strong>on</strong> current issues in<br />

procurement. The focus of the <str<strong>on</strong>g>2009</str<strong>on</strong>g> supplement is <strong>on</strong> emerging issues relating to procurement from developing countries.<br />

It includes an overview of the internati<strong>on</strong>al debate <strong>on</strong> the subject, case studies and c<strong>on</strong>tributi<strong>on</strong>s from practiti<strong>on</strong>ers and<br />

internati<strong>on</strong>al experts.<br />
