Background<br />

The first annual statistical report <strong>on</strong> procurement by UN agencies in respect of operati<strong>on</strong>al activities, prepared by the<br />

Inter-Agency <strong>Procurement</strong> Services Office (IAPSO) of the <strong>United</strong> Nati<strong>on</strong>s Development Programme, was submitted to the<br />

39th sessi<strong>on</strong> of the General Assembly (Doc. A/39/417) in 1984. By resoluti<strong>on</strong> 39/220 the General Assembly established the<br />

need for recurrent reporting of such informati<strong>on</strong> <strong>on</strong> operati<strong>on</strong>al activities and encouraged organizati<strong>on</strong>s of the UN system to<br />

co-operate in this important exercise. Since 2008 the report has been compiled by UNOPS.<br />

Methodology<br />

<str<strong>on</strong>g>Statistical</str<strong>on</strong>g> data <strong>on</strong> procurement of goods and services and the pers<strong>on</strong>nel comp<strong>on</strong>ents for operati<strong>on</strong>al activities are requested<br />

from UN organizati<strong>on</strong>s. To facilitate collecti<strong>on</strong> and compilati<strong>on</strong> of the large amount of data, UNOPS provides pro forma tables<br />

available from the UNGM website, together with instructi<strong>on</strong>s for completing the reporting requirements.<br />

The <str<strong>on</strong>g>2009</str<strong>on</strong>g> report compiles informati<strong>on</strong> supplied by 36 UN organizati<strong>on</strong>s in total (of which 33 provided procurement data and<br />

<strong>on</strong>ly nine pers<strong>on</strong>nel data). UNOPS relies entirely <strong>on</strong> the co-operati<strong>on</strong> of the reporting entities. In general, resp<strong>on</strong>se rates were<br />

satisfactory and data quality has improved with the use of better reporting tools. Three UN entities did not provide data for<br />

<str<strong>on</strong>g>2009</str<strong>on</strong>g>.<br />

Data are reported <strong>on</strong> goods, based <strong>on</strong> country of supply and <strong>on</strong> services, depending <strong>on</strong> the locati<strong>on</strong> of c<strong>on</strong>tractor’s head office.<br />

<strong>Procurement</strong> orders and c<strong>on</strong>tracts for services are reported by c<strong>on</strong>tract amount and rather than expenditures incurred. Most UN<br />

agencies are unable to report data based <strong>on</strong> country of origin of goods, or <strong>on</strong> actual expenditures, at the present time.<br />
