Carlo Musso opened the meeting and informed bidders that the project is part of the
USAID Kabul Schools Program, and that includes Site Electrical system, Site Water
System, Site Sewage Treatment System and Landscaping.
Shohrukh Abdulloev summarized the composition of the Bid Documents, and highlighted
important sections including the following:
All sections – the need to complete and submit the required documentation as per the
instructions was emphasized.
All sections – the need to stamp and sign every page as acknowledgement that each has
been read and understood was emphasized
All contractors and their sub contractors must show proof of AISA registration.
All bidders to pay attention to clause 5.3 (Technical Evaluation Criteria) of the ITB
The bidder shall provide a bid security in original and in favour of UNOPS 00057362 –
Kabul Schools Programme, case No. VSU/ITB/00057362/10/021 for a value of
30,000.00 USD (United States Dollars Thirty Thousand only).
The closing date for submission of bids is 12 October 2010 at 11.00 am Kabul time. No
late bids will be accepted, so bidders should allow time for traffic jams and the like when
submitting bids. No excuses will be accepted.
Bids will be opened on 12 October 2010 at 11.30 am.
Bids must be valid for 90 days from the bid submission closing date.

Bidder should carefully study and understand the solicitation documents, inclusive the
technical specifications, drawings, BOQ and General Conditions.
Further the bidders were able to seek clarification on the ITB and specifications.

A: Bid Security is a guarantee from the bidder that in case of selection he will execute the
contract and furnish a performance security, if required, within a stipulated period of
time. As soon as a contract has been awarded or in case of cancellation of the solicitation
process, UNOPS shall return the bid Security to all bidders.
Performance security is issued after the contract is being awarded to contractor to
guarantee the faithful performance of the contract.
Q: If the company is a joint venture is there a requirement to provide proof of availability
of AISA for all parties?
A: All contractors and their sub contractors must show proof of AISA registration.
Q: Would UNOPS consider provision of additional timing to contractor, taking note that
works are going to be implemented during the winter season.
A: UNOPS expects to complete the project by March 2011, therefore, as provided in the
evaluation criteria the bidder must present proven track record of Cold Weather concreteworking
experience.
Q: Where the bidding documents should be presented?
A: The Bid documents must be delivered to UNOPS office located at UNOCA
Compound, Jalalabad Road, Kabul, Afghanistan. Bids must be delivered prior to the
deadline of submission of bids, which is 12 October 2010, 11.00 am Kabul time.
There were no further questions asked.
The meeting was closed at 12:00 am.
