Carlo Musso opened the meeting <strong>and</strong> informed <strong>bid</strong>ders that the project is part <strong>of</strong> the<br />

USAID Kabul Schools Program, <strong>and</strong> that includes Site Electrical system, Site Water<br />

System, Site Sewage Treatment System <strong>and</strong> L<strong>and</strong>scaping.<br />

Shohrukh Abdulloev summarized the composition <strong>of</strong> the Bid Documents, <strong>and</strong> highlighted<br />

important sections including the following:<br />

All sections – the need to complete <strong>and</strong> submit the required documentation as per the<br />

instructions was emphasized.<br />

All sections – the need to stamp <strong>and</strong> sign every page as acknowledgement that each has<br />

been read <strong>and</strong> understood was emphasized<br />

All contractors <strong>and</strong> their sub contractors must show pro<strong>of</strong> <strong>of</strong> AISA registration.<br />

All <strong>bid</strong>ders to pay attention to clause 5.3 (Technical Evaluation Criteria) <strong>of</strong> the ITB<br />

The <strong>bid</strong>der shall provide a <strong>bid</strong> security in original <strong>and</strong> in favour <strong>of</strong> <strong>UNOPS</strong> 00057362 –<br />

Kabul Schools Programme, case No. VSU/ITB/00057362/10/021 for a value <strong>of</strong><br />

30,000.00 USD (United States Dollars Thirty Thous<strong>and</strong> only).<br />

The closing date for submission <strong>of</strong> <strong>bid</strong>s is 12 October 2010 at 11.00 am Kabul time. No<br />

late <strong>bid</strong>s will be accepted, so <strong>bid</strong>ders should allow time for traffic jams <strong>and</strong> the like when<br />

submitting <strong>bid</strong>s. No excuses will be accepted.<br />

Bids will be opened on 12 October 2010 at 11.30 am.<br />

Bids must be valid for 90 days from the <strong>bid</strong> submission closing date.<br />

Bidder should carefully study <strong>and</strong> underst<strong>and</strong> the solicitation documents, inclusive the<br />

technical specifications, drawings, BOQ <strong>and</strong> General Conditions.<br />

Further the <strong>bid</strong>ders were able to seek clarification on the ITB <strong>and</strong> specifications.<br />

The below questions were asked <strong>and</strong> addressed by <strong>UNOPS</strong>.<br />

Q: What is the difference between the Bid Security <strong>and</strong> the Performance Security?<br />

A: Bid Security is a guarantee from the <strong>bid</strong>der that in case <strong>of</strong> selection he will execute the<br />

contract <strong>and</strong> furnish a performance security, if required, within a stipulated period <strong>of</strong><br />

time. As soon as a contract has been awarded or in case <strong>of</strong> cancellation <strong>of</strong> the solicitation<br />

process, <strong>UNOPS</strong> shall return the <strong>bid</strong> Security to all <strong>bid</strong>ders.<br />

Performance security is issued after the contract is being awarded to contractor to<br />

guarantee the faithful performance <strong>of</strong> the contract.<br />

Q: If the company is a joint venture is there a requirement to provide pro<strong>of</strong> <strong>of</strong> availability<br />

<strong>of</strong> AISA for all parties?<br />

A: All contractors <strong>and</strong> their sub contractors must show pro<strong>of</strong> <strong>of</strong> AISA registration.<br />

Q: Would <strong>UNOPS</strong> consider provision <strong>of</strong> additional timing to contractor, taking note that<br />

works are going to be implemented during the winter season.<br />

A: <strong>UNOPS</strong> expects to complete the project by March 2011, therefore, as provided in the<br />

evaluation criteria the <strong>bid</strong>der must <strong>pre</strong>sent proven track record <strong>of</strong> Cold Weather concreteworking<br />

experience.<br />

Q: Where the <strong>bid</strong>ding documents should be <strong>pre</strong>sented?<br />

A: The Bid documents must be delivered to <strong>UNOPS</strong> <strong>of</strong>fice located at UNOCA<br />

Compound, Jalalabad Road, Kabul, Afghanistan. Bids must be delivered prior to the<br />

deadline <strong>of</strong> submission <strong>of</strong> <strong>bid</strong>s, which is 12 October 2010, 11.00 am Kabul time.<br />

There were no further questions asked.<br />
