for estimat<strong>in</strong>g the number
of addicts
The <strong>in</strong>itial estimation of the number of addicts
requires a count of the addicts <strong>in</strong> treatment over the
past year and a multiplier reflect<strong>in</strong>g, for each one
addict <strong>in</strong> treatment the number of addicts not <strong>in</strong> treatment.
With<strong>in</strong> the data collected, variations <strong>in</strong> the
detail of the def<strong>in</strong>itions and calculations of these two
quantities can be made. The current <strong>in</strong>itial estimates
reported here are based on:
(a) the estimated number of male <strong>in</strong>patients
<strong>in</strong> the specialist cl<strong>in</strong>ics who are be<strong>in</strong>g
treated for hard drug use—hero<strong>in</strong> use or
drug <strong>in</strong>ject<strong>in</strong>g;
(b)
the multiplier estimated from the proportion
of <strong>in</strong>terviewed addicts treated for hard
drug addiction and the key <strong>in</strong>formants'
direct experience of this proportion—this
generates a range of possible multipliers
depend<strong>in</strong>g on the experience of the key
<strong>in</strong>formants and their suitability <strong>in</strong> this
regard.
In further more detailed waves of analysis these estimates
could be ref<strong>in</strong>ed by:

compar<strong>in</strong>g the number of addicts <strong>in</strong> treatment
with the number of (possibly repeat)
treatment episodes generated by the
addicts over a year, and the total number
of days spent <strong>in</strong> treatment;
triangulat<strong>in</strong>g the number of addicts aga<strong>in</strong>st
the numbers <strong>in</strong> treatment and the numbers
<strong>in</strong> prison over the previous year;
tak<strong>in</strong>g different ranges of feasibility for the
multipliers, depend<strong>in</strong>g upon the number
of addicts with whom the key <strong>in</strong>formants
have had contact <strong>in</strong> the last year, or
depend<strong>in</strong>g upon the reported treatment
ratios amongst the acqua<strong>in</strong>tances of the
<strong>in</strong>terviewed addicts;
<strong>in</strong>corporat<strong>in</strong>g key <strong>in</strong>formant assessments of
the difficulty of obta<strong>in</strong><strong>in</strong>g treatment <strong>in</strong> the
locales.
