(iv) The Regulations to the Social Assistance Act governing the eligibility criteria <strong>for</strong> the CSG were amended on 1 January 2010.<br />
Prior to this date, the CSG was only available <strong>for</strong> children younger than 15. The amendment effectively extends the eligibility age<br />
of children to 18 in a stepped, phased-in manner over the next three years, starting with children aged 15–16 in 2010, 16–17<br />
year olds in 2011 <strong>and</strong> those between the ages of 17–18 in 2012 (Regulation No. 32853, 31 December 2009).<br />
(v) A primary caregiver is a person over the age of 16 years who looks after the daily needs of the child. This person does not have<br />
to be related to the child. It excludes a person caring <strong>for</strong> a child <strong>for</strong> remuneration or an institution which receives an award <strong>for</strong><br />
taking care of the child or a person who does not have the implied or express consent of a parent, guardian or custodian of the<br />
child (section 1, Social Assistance Act 13/2004).<br />
(vi) The means test changed in August 2008. Prior to August 2008, the means test <strong>for</strong> the CSG was R800 per month in urban<br />
areas <strong>and</strong> R1 100 per month in rural areas. It had not been changed in a decade (Regulation No. 31356, 22 August 2008).<br />
