Childcare <strong>for</strong>ums are<br />
defined in the National<br />
Action Plan <strong>for</strong> Orphans<br />
<strong>and</strong> Other Children<br />
Made Vulnerable by<br />
HIV <strong>and</strong> AIDS 2009–12<br />
as ‘community-based<br />
structures focusing on<br />
the needs of OVC in the<br />
community <strong>and</strong> ensuring<br />
that their needs are<br />
addressed. The purpose<br />
of Childcare <strong>for</strong>ums is to<br />
ensure early identification<br />
of OVC, be aware of<br />
initiatives involving<br />
childcare <strong>and</strong> support,<br />
create awareness, assess<br />
children’s needs, promote<br />
advocacy, <strong>and</strong> build<br />
capacity in families <strong>and</strong><br />
communities’.<br />
Targeted beneficiaries<br />
OVC<br />
They are non-profit<br />
initiatives which<br />
are specifically<br />
community-based.<br />
The DoSD provides<br />
funding <strong>and</strong> support.<br />
In short, these <strong>for</strong>ums<br />
identify <strong>vulnerable</strong><br />
children <strong>and</strong> facilitate<br />
access to government<strong>funded</strong><br />
<strong>programmes</strong>.<br />
They do not actually<br />
deliver these <strong>services</strong><br />
themselves (Mathambo et<br />
al. 2009).<br />
