A provincial head of<br />

social development may<br />

recognise a household as<br />

a child-headed household.<br />

An adult must be<br />

designated to supervise<br />

the child-headed<br />

households.<br />

The supervising adult must:<br />

facilitate psychological,<br />

social <strong>and</strong> emotional<br />

support to all members<br />

of the household;<br />

ensure that all<br />

household members<br />

required by law to<br />

attend school, do in fact<br />

attend school;<br />

assist with the<br />

supervision of<br />

homework;<br />

educate the household<br />

members on basic<br />

health <strong>and</strong> hygiene,<br />

<strong>and</strong> if possible, sexually<br />

transmitted infections;<br />

assist with the<br />

healthcare requirements<br />

of members of the<br />

household, including<br />

the supervision of the<br />

taking of medicine <strong>and</strong><br />

assistance to members<br />

with disabilities;<br />

assist with legal<br />

documentation when<br />

required;<br />

compile a domestic<br />

chore roster;<br />

in consultation with a<br />

social worker, attempt<br />

to reconnect the family<br />

members with parents<br />

or relatives;<br />

Targeted beneficiaries<br />

Children in a childheaded<br />

household may<br />

be recognised as a<br />

child-headed household<br />

if:<br />

<br />

or caregiver of<br />

the household is<br />

terminally ill, has died<br />

or has ab<strong>and</strong>oned<br />

the children in the<br />

household;<br />

<br />

member is available<br />

to provide care <strong>for</strong><br />

the children in the<br />

household;<br />

<br />

of 16 has assumed<br />

the role of caregiver<br />

in respect of the<br />

children in the<br />

household;<br />

<br />

interests of the<br />

children <strong>for</strong> the<br />

household to be<br />

recognised as a childheaded<br />

household.<br />

The supervising adult<br />

must be designated by<br />

the children’s courts<br />

or an organ of state or<br />

an NGO determined<br />

by the provincial head<br />

of social development.<br />
