The Prevention of <strong>and</strong><br />
Treatment <strong>for</strong> Substance<br />
Abuse Act requires<br />
the minister of social<br />
development to establish at<br />
least one public treatment<br />
centre in each province <strong>for</strong><br />
the reception, treatment,<br />
rehabilitation <strong>and</strong> skills<br />
development of users<br />
