the child in the care of<br />

the supervision of a<br />

child-headed household<br />
A child-headed<br />
household may be<br />
recognised as such<br />
a household by the<br />
provincial head of<br />
social development.<br />
A child-headed<br />
household must<br />
function under the<br />
supervision of an adult<br />
designated to supervise<br />
the household by a<br />
Children’s Court or<br />
an organ of state or<br />
NGO determined by<br />
the provincial head of<br />

adoptive<br />
parents<br />
The objectives of an<br />
adoption: lvi<br />
to protect <strong>and</strong> nurture<br />
children by providing<br />
a safe, healthy<br />
environment with<br />
positive support;<br />
to promote the<br />
goals of permanency<br />
planning by connecting<br />
children to other safe<br />
<strong>and</strong> nurturing family<br />
relationships intended<br />
to last a lifetime.<br />
An adoption order confers<br />
full parental rights <strong>and</strong><br />
responsibilities in respect<br />
of the child on the<br />
adoptive parent; confers<br />
the adoptive<br />
Targeted beneficiaries<br />
A child: lvii<br />
is an orphan lviii<br />
<strong>and</strong> has no guardian<br />
or caregiver who is<br />
willing to adopt the<br />
child;<br />
the whereabouts<br />
of whose parents/<br />
guardian cannot be<br />
established;<br />
who has been<br />
ab<strong>and</strong>oned;<br />
who has been<br />
deliberately abused by<br />
their parent/guardian;<br />
who is in need of<br />
permanent alternative<br />
care.<br />
Only certain persons<br />
are allowed to provide<br />
adoption <strong>services</strong>. lix<br />
These persons include<br />
both government<br />
agencies <strong>and</strong> civil<br />
society agencies.<br />
The following persons<br />
may provide the<br />
<strong>services</strong>:<br />
a child protection<br />
organisation<br />
accredited in terms<br />
of s251 to provide<br />
adoption <strong>services</strong>; lx<br />
this includes a<br />
social worker in<br />
private practice or<br />
a child protection<br />
organisation that<br />
