Cluster foster care is<br />
essentially a group care<br />
setting, where the group<br />
foster care arrangements<br />
are managed under one<br />
umbrella management<br />
structure that is beholden<br />
to the requirements in the<br />
Act, <strong>and</strong> which will be able<br />
to access support provided<br />
in terms of the Act.<br />
The purposes of a foster<br />
care placement are to: liii<br />
provide the child<br />
with a safe <strong>and</strong> caring<br />
environment,<br />
either as a temporary<br />
measure, so as to<br />
promote reunification<br />
with the child’s parents,<br />
or<br />
as a permanent measure<br />
through which to connect<br />
the child to other safe<br />
<strong>and</strong> nurturing family<br />
relationships intended to<br />
last a lifetime.<br />
Placement in<br />
a child <strong>and</strong><br />
youth care<br />
centre<br />
The court may place<br />
a child in a child <strong>and</strong><br />
youth care centre that<br />
provides a residential care<br />
programme suited to the<br />
child’s needs.<br />
A child <strong>and</strong> youth care<br />
centre is a facility that<br />
provides residential<br />
care to more than six<br />
children outside the<br />
child’s family environment,<br />
in accordance with<br />
a residential care<br />
programme suited <strong>for</strong> the<br />
children in the facility. It<br />
excludes a partial care<br />
facility, a drop-in centre, a<br />
boarding school, a school<br />
hostel or a prison. liv<br />
Targeted beneficiaries<br />
A child who has no<br />
parents or caregiver<br />
A child who has a<br />
parent or caregiver but<br />
that person is unable or<br />
unsuitable to care <strong>for</strong> the<br />
child<br />
Child <strong>and</strong> youth<br />
care centres must<br />
be established <strong>and</strong><br />
run by the provincial<br />
government (section<br />
195 of the Children’s<br />
Act).<br />
However, municipalities<br />
<strong>and</strong> accredited<br />
organisations (NGOs)<br />
may also establish<br />
<strong>and</strong> operate a child<br />
<strong>and</strong> youth care centre,<br />
provided it is registered<br />
<strong>and</strong> complies with the<br />
provisions of the Act.<br />
