underst<strong>and</strong> <strong>and</strong> to be<br />
proactive in dealing<br />
with challenges related<br />
to substance abuse <strong>and</strong><br />
its link to crime, HIV/<br />
AIDS <strong>and</strong> other health<br />
conditions.<br />
Furthermore, Chapter<br />
5 of the Act is<br />
dedicated to the<br />
establishment of<br />
community-based<br />
<strong>services</strong>. The minister<br />
may fund communitybased<br />
<strong>services</strong>, but<br />
only those that are<br />
registered in terms<br />
of the Act may be<br />
<strong>funded</strong>.<br />
Section 10 of the Act<br />
requires early intervention<br />
<strong>programmes</strong> to focus on:<br />
(a) Identification of<br />
individuals, families<br />
<strong>and</strong> communities at<br />
risk;<br />
(b) Screening <strong>for</strong><br />
problematic substance<br />
use to facilitate<br />
early detection<br />
<strong>and</strong> appropriate<br />
interventions;<br />
(c) Enabling affected<br />
persons to recognise<br />
the warning signals of<br />
substance abuse <strong>and</strong><br />
conditions related to it;<br />
(d) Providing families<br />
<strong>and</strong> communities<br />
with in<strong>for</strong>mation<br />
to enable them to<br />
access resources <strong>and</strong><br />
professional help;<br />
(e) Involving <strong>and</strong><br />
promoting the<br />
participation of<br />
children, youth,<br />
parents <strong>and</strong> families in<br />
identifying <strong>and</strong> seeking<br />
