<strong>Government</strong>-<strong>funded</strong><br />

partial care facilities<br />

must be prioritised in<br />

communities living in<br />

poverty <strong>and</strong> <strong>for</strong> children<br />

with disabilities.<br />

All partial care facilities<br />

must comply with the<br />

prescribed norms <strong>and</strong><br />

st<strong>and</strong>ards <strong>and</strong> structural<br />

safety, health <strong>and</strong> other<br />

requirements of the local<br />

municipality. Only partial<br />

care facilities that comply<br />

with these prescripts may<br />

be <strong>funded</strong> by the DoSD.<br />

A partial care facility is<br />

a facility that provides<br />

care, whether <strong>for</strong> reward<br />

or not, <strong>for</strong> more than<br />

six children on behalf of<br />

their parents or caregivers<br />

during specific hours<br />

during the day or night.<br />

Non-centrebased<br />

ECD<br />

<strong>programmes</strong><br />

<strong>and</strong> <strong>services</strong> xl<br />

The DoSD is obliged to<br />

provide not only centrebased<br />

but also family<strong>and</strong><br />

community-based<br />

<strong>programmes</strong> <strong>and</strong> <strong>services</strong><br />

<strong>for</strong> children aged 0–4.<br />

The NIP <strong>for</strong> ECD envisages<br />

that the majority of ECD<br />

<strong>services</strong> <strong>for</strong> children aged<br />

0–4 will be provided<br />

through home- <strong>and</strong><br />

community-based <strong>services</strong>.<br />

Targeted beneficiaries<br />

Young children (0–4)<br />

who are not accessing<br />

ECD centres <strong>and</strong> centrebased<br />

<strong>programmes</strong>, with<br />

a focus on those living in<br />

poverty<br />

NGOs providing home<strong>and</strong><br />

community-based<br />

<strong>services</strong><br />

This translates into an<br />

obligation on the part<br />

of the DoSD to provide<br />

home- <strong>and</strong> communitybased<br />

integrated <strong>services</strong>,<br />

capacity building <strong>and</strong><br />

awareness raising (Streak<br />

& Norushe 2008) <strong>for</strong><br />

families <strong>and</strong> communitybased<br />

<strong>programmes</strong>.<br />
